C� MAYOR LOWE REPORTED THAT TOMORRQW A GROUP FROM FRIENDSWOOD WOULD
W TRAV EL TO WASHINGTON TO MAKE THE LAST VALIANT EFFORT TO REQUEST
� CORPS OF ENGINEERS FUNDTNG FOR CLEAR CREEK. THIS GROUP WILL MEET
Q WITH THE SECRETARY OF THE ARMY ON THURSDAY TO HOPEFULLY ENLIST
HIS SUPPURT FOR CLEAR CREEK FUNDING. WHTLE IN WASHINGTON THIS
GROUP WILL MEET WITH THE FEDERAL HOUSING AUTHORITY REGARDING THE
INEQUITIES FOR FHA LOANS IN GALVESTON COUNTY WHICH RECEIVES
$67,500 IN GOMPARSSION TO HARRI5 COUNTY WHICH RECEIVES $90,000 .
MAYOR LOWE HAS 5POKEN TO THE LOCAL FHA AUTHORITY AND THEY SUPPORT
THIS EFFORT ALONG WITH THE SUPPORT OF GALV ESTON COUNTY
COMMISSIONERS COURT, GALU ESTON COUNTY MAYORS AND COUNCILMAN AND

CFiAMBERS OF COMMERCE.
MAYQR LOWE REMINDED EVERYONE TO VOTE SATURDAY APRIL 6 AND
REPORTED THERE WERE 111 ABSENTEE VOTES CAST AND RECOGNIZED THE
CANDIDATES IN THE AUDIENCE.
COUNCILMAN SCHRADER REPORTED RICE UNIV ERSITY IS HOSTING A SEMINAR
ON FLOODING ON APRIL 13, 1985 FROM 9:00 TO 4:00 AND ENCOURAGED
ANYONE THAT COULD ATTEND TO DO S0.
MAYOR LOWE REPORTED THAT FOR SOME TIME THE COUNCIL HAD BEEN
WORKING WITH LEAGUE CITY TO RESOLV E A MATTER INVOLVING ANNEXATION
OF LAND5 BETWEEN LEAGUE CITY AND FRIENDSWOOD WITHOUT
ACCOMPLISHING VERY MUCH ORTER THE PAST TWENTY YEARS. AFTER
FRIENDSWOOD ANNEXED THE LAND IN QUESTION, A METHOD OF
COMMUNICATION WAS WORKED OUT AND NOW THE TWO CITIES ARE WORKING
UNITED TOWARDS COMMON PROBLEMS SUCH AS FLOODING AND SURFACE
WATER. THE CITY ALSO MET WITH 5UBSIDENCE DISTRICT EXECUTIV E
DIRECTOR RON NEIGHBORS WHOSE RESPON5IBILITY IS TO KEEP SUB5IDENCE
FROM DAMAGING PROPERTY IN THIS AREA AND TO DO THAT WE NEED TO
STOP TAKING WATER FROM THE GROUND AND LET THE GROUND COME BACK.
IN ORDER TO DO THIS THE CITY HAD DO DIG ANOTHER WELL WHICH WAS
V ERY DIFFICULT TO DO BASED ON CERTAIN COMMITMENTS BASED ON
SURFACE WATER. IN DOING THIS THE CITY WAS ABLE TO LET A GROUP OF
PEOPLE DEVELOP THE LAND ANNEXED WHICH WOULD HELP TO ACCOMPLISH
THESE GOALS.
' MAYOR LOWE RECOGNIZED JACK WISE, DAVID HETHERINGTON AND ALAN
FEINSILVER WITH BAY AREA LAND COMPANY WHO PRESENTED A CHECK TO
THE CITY IN THE AMOUNT OF $1 .2 MILLION DOLLARS IN PRE—PAYMENT OF
CERTAIN FEES RELATED TO THE DEVELOPMENT OF A 321 ACRE SITE BY BAY
AREA LAND COMPANY. MAYOR LOWE THANKED BAY AREA LAND COMPANY AND
STATED THE CITY LOOKED FORWARD TO WORKING WITH THEM.
MAYOR LOWE PROPOSED THE CITY TAKE REPORTER BRENDA DICKERSON FROM
THE JOURNAL ON THE TRIP TO WASHINGT�N TO DOCUMENT THE VARIOUS
MEETINGS THAT WILL BE THE CITY GROUP WILL BE ATTENDING. COUNCIL

�O� CONCURRED WITH THIS PROPOSAL UNANIMOUSLY.
MAY�R LOWE AND RALPH MILLER, CHAIRMAN OF PLANNING AND ZONING
COMMISSION CALLED A DOCRETED PUBLIC HEARING TO ORDER T4 HEAR
PUBLIC INPUT ON TWO REZONING REQUESTS.
THE FIRST REQUEST WAS FOR REZONING A CERTAIN PARCEL OF LAND
LOCATED AT FM2351 ACROSS FROM HOPE VILLAGE ROAD FROM INDUSTRIAL
TO CSC.
MR. D.G. BAUGHMAN PRESENTED HIS REQUEST FOR REZONING TO COUNCIL
AND PLANNING AND ZONING COMMISSION, STATING THE PROPERTY IN
QUESTION IS ACROSS FROM HOPE VILLAGE ROAD AND IS IN THE
INDUSTRIAL DISTRICT AND IN ORDER TO PUT IN A STRIP CENTER IS
REQUESTING CHANGE TO CSC.
FRANK WEBB ASKED WOULD THIS REZONING IN ANY WAY REDUCE TAXES FOR
THIS PROPERTY WITH COUNCIL ADVISING NO IT WOULD NOT.
THE SECOND REQUEST WAS FOR REZONING A CERTAIN PARCEL OF LAND
LOCATED AT FM 528 "THE PARK" FROM MFR-L/R-3 TO SFR/R-1.
KENT BALLARD PRESENTED HIS REQUEST FOR REZONING TO COUNCIL AND
PLANNING ZONING COMMISSION, STATING THE REASON FOR THIS REQUEST
IS TO ALLOW SINGLE FAMILY RESIDENCES WITH 90 FT. LOTS.
TOM SULLIVAN ASKED ABOUT BACK LOT LINES WITH MR. BALLARD ADVISING
THE PROPERTY LINE WOULD BACK UP TO THE PROPERTY BEHIND THIS
PROJECT.
MS. EVELYN BRENNEN STATED SHE HAD NO OPPO5ITION TO THIS REZONING
AND WOULD WELCOME NEIGHBORS.
HEARING NO FURTHER INPUT FROM THE PUBLIC, THE JOINT DOCKETED
PUBLIC HEARING WAS CLOSED.
COUNCILMAN SCHRADER REPORTED THE BONN SYMPHONIC ORCHESTRA
PERFORMANCE WAS VERY SUCCESSFUL. THE FINE ARTS COMMISSION WILL
MEET ON APRIL 16 AT 7 : 00 PM TO FORMALLY ORGANIZE THI5 COMMITTEE.
MAYOR LOWE RECOGNIZED BLAIR BURKE WAO RECEIV ED FIRST PLACE FOR
ARTICLES WRITTEN ON ENTERTAINMENT REVUES AND LYRICS WAS AWARDED
THE AWARD OF ACHIEU EMENT IN THE 5TATE OF TEXAS.
DEXTER JOYNER PRESENTED AN UPDATE ON DELINQUENT TAX COLLECTIONS,
REPORTING THAT APPROXIMATELY 43 TO 50 SUIT5 THAT HAV E BEEN
FILED AND APPROXIMATELY 10 TO 12 HAVE HAD JUDGEMENTS ENTERED
AGAINST THEM WITH APPROXIMATELY 9 BEING PAID WITH SOME OF THEM
ENTERING INTO PAYMENT ARRANGEMENT WITH ALTA CARBONE. JUDGEMENT
HAS BEEN TAKEN ON 2 OTHERS AND MOVYNG FORWARD TO GET OUT ORDER OF
SALE. BEFORE PROPERTIES ARE SOLD OR PUT UP FOR AUCTION, COUNCIL
ADVI5E WILL BE REQUESTED BY MS. CARBONE AND MR. JOYNER. AN
EMPLOYEE OF MR. JOYNERS HAS BEEN PLACED IN MS. CARBONES OFFICE TO .
FACILITATE COLLECTION OF DELINQUENT TAXES. COUNCILMAN JORDAN
ASKED IF DELINQUENT TAX COLLECTION REPORTS COULD BE GIV EN ON A
QUARTERLY BASIS AND COULD COUNCIL HAV E A REPORT ON TAX WARRANTS
AND PROPERTY TAX SALE NEXT WEEK WITH MR. JOYNER AGREEING TO DO

THAT THIS SPILL WAS LESS THAN REQUIRED TO BE REPORTED TO THE
