FRIENDSWOOD CITY COUNCIL
MARCH 25, 1985
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON MARCH 25, 1985 AT CITY HALL AT 7 :00 PM WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR LOWE ANNOONCED THAT THE HANW ER GROUP DEVELOPING THE 321
O ACRE TRACT WILL BE ATTENDING THE APRIL l, 1985 MEETING TO PRESENT
�, A CHECK FOR A MILLION TWO IN BUILDING AND TAP FEES.
(.� MAYOR LOWE ANNOUNCED THAT SOME OF COUNCIL DID MEET WITH THE CO�RPS��� '
� OF ENGINEER TO DISCUSS FUNDING FOR CLEAR CRE�K. IF CO�G�ESS��• �
� WILL NOT FUND CLEAR CREEK WE HAV E THE SAFETY VALV E PROGRAM WHICH
Q IS A PIECE MEAL PROJECT. THE CORP SAYS THE LOCAL 5HARE TO DO
CLEAR CREEK IS $120 MILLION DOLLARS OR 35$ SHARED BY BRAZORIA,
HARRIS AND GALV ESTON COUNTIES PAID IN A1�VANCE. THE PROPOSAL I5
TO COME UP WSTH AN OFFSET, TO DO WORK IN KIND, MEANING IF RIGHT
OF WAY COULD BE OBTAINED LOCALLY WE WOULD RECEIV E CREDIT AGAINST
THE $120 MILLION. MAYOR LOWE HAS SET UP A ONE HOUR MEETING WITH
THE ASSISTANT SECRETARY OF THE ARMY IN WA5HINGTON TO DISCUSS THIS
INtR1ATIV E IDEA OF FUNDING AND HOPEFULLY GAIN SOME SUPPORT FOR
CLEAR CREEK.

LARRY SPECK PRESENTED HIS ARCHITECTUAL MASTER PLAN FOR CITY HALL
AND SWIMMING POOL COMPLEX. MR. SPECK STATED THIS WAS A PROPOSED
24 ACRE TRACT WITH 3. 9 ACRES SET ASIDE FOR A PROPOSED CITY HALL
AND 4.5 ACRES FOR THE SWIMMING POOL. MR. SPECK ADVISED COUNCIL
IN ORDER TO PROCEED, THE STEPS WOULD BE TO HAV E A FORMAL
CONTRACT, THEN TO MEET WITH PARKS AND WILDLIFE REGARDING THE
SWIMMING POOL AND WOULD CONSIDER SEPARATE CONTRACTS FOR CITY HALL
AND THE SWIMMING POOL.
COUNCILMAN SCHRADER STATED HE FELT A CONTRACT SHOULD BE WRITTEN
TO CW ER THE ENTIRE COMPLEX AND APPROVAL OF THE CONTRAT
CONTINGENT UPON WRITTEN AGREEMENT OF DONATION OF LAND FOR CITY
HALL UPON PASSAGE OF A BOND ISSUE. COUNCILMAN SCHRADER STATED
HE FELT A CITY HALL IS NEEDED DESPERATELY, WE HAV E OUTGROWN THE
PRESENT CITY HALL AND IS I5 UNSAFE AND THE QUICKER WE GET ON WITH
IT THE BETTER WERE GOING TO BE ESPECIALLY IN THIS MARKET WHERE
CONSTRUCTION IS DOWN AND RESOURCES ARE AVAILABLE.
COUNCILMAN WICKLANDER STATED HE COULD UNDERSTAND COUNCILMAN
SCHRADERS CONTINGENCIES BUT RATHER THAN HOLD THE ARCHITECT BACK
AT THIS POINT WAITING FOR SOME OF THOSE CONTINGENCIES TO BE SET
OUT FEELS FAVORABLE IN GOING AHEAD WITH THE PLAN THAT WE ARE NOW
ANTICIPATING THAT ENCOMPA55E5 THAT PORTION OF LAND THAT IS NOT
THE CITIES AT THIS TIME AND GET THAT WORKED OUT AND THE ARCHITECT
HAS INDICATED THAT HE WILL BE WILLING TO WORK IN AT THE

MAYOR LOWE EXPRESSED HIS CONCERN ON THE SCOPE OF THE PLANS AND ON
MEETING THE TIME FRAME DESIRED AND STATED HE WOULD LIKE TO SEE
THE COUNCIL TO HIRE LARRY SPECK TO DO EVERYTHING BUT LEAVE A
BLANK SPACE FOR CITY HALL AND MAKE THE REST OF THE PLANS WORK AS
HE SEES FIT. MAYOR LOWE STATED HE WOULD LIKE TO SEE THE COMPLEX
IN TWO SEGMENTS WITH THE SWTMMING POOL AND CITY HALL AND POSSIBLY
A CIVIC CENTER BY OBTAINING THE ADJOINING 12 ACRES IF THE COUNCIL

3O2 WANTED TO HAVE THE OPTION TD PURCHASE THESE 12 ACRES CNER THE
NEXT FIV E YEAR5. MAYOR LOWE PRESENTED HIS PLAN TO BUILD THIS
COMPLEX WITHOUT EXPENDING TAX DOLLARS STATING EVERY DIME TO BUILD
THIS CUMPLEX WOULD COME OUT �F HARRIS COUNTY.

MAYOR LOWE PRESENTED A PROPOSAL FOR FINANCING AND BUILDING THE
CITY HALL PROJECT IN THE TIME FRAME EVERYONE IS WANTING AND HIS
PLANS FOR SETTING UP A 12 MEMBER FOUNDATION THAT WOULD CJVERSE�F„, ,

COUNCILMAN SCHRADER STATED HE WOULD LIKE AN OPINION OF ANOTHER
ATTORNEY f�N THE FOUNDATION WHETHER THIS PLAN IS A LEGAL AND
ACCEPTABLE METHOD WITH THE CONSENSUS OF COUNCIL. COUNCILMAN
WICKLANDER AND COUNCILMAN JORDAN WILL LOOK INTO AN ATTORNEY FOR A
SECOND OPTNION. COUNCILMAN SCHRADER ALSO STATED THAT HE FELT THE
CITY SHOULD PUR5UE. THE OPTION�°OF" �C�RCHAS�I�G � THE ADJOINING 12
ACRES AS SOON AS POSSIBLE IF THE PRICE IS ACCEPTABLE.
