MAYOR LOWE REPORTED HE HAD MET WITH A GROUP REGARDING BRIO O REFINERY AND $50,000 TO $60,000 WOULD BE COMMITTN�D TO HELP WITH d. THIS PROJk�G7.'. MORGAN WHICH WAS HAND GARRIED ON DECEMBER 20 REQUESTING A STREET LIGH7' UN !I'HF'; COKNk�R UF' Gp.NAL AND PARKWOOD STREETS� REQUESTED COUNCIL TO LOOIi INTO THE HAZARDOUS TURNS OFF FM 528 WHICH IS HEAVILY TkAVELED AIVD CARS SPEED UP TO 90 MPH ON, ASKED WHY WAS PEARLAND 5PORTS CLUB RA1VGk; 7:N FRIENDSWOOD AND COMPLAINED ABOUT � PEOPLE US�ING THIS PROPERTY FOR PARTYING ALL NIGHT LONG, ASKED - ABOUT THE WATER WELL SERVING TOWER ESTA'I'k,S AND A.SKED WHEN THE STREETS IN THIS AREA WOULD BE PAVED. CITY MANAGER ADVISED THE MUD ON THE STREET WAS FROM SEWER CONSTRUCTION AND THAT THE CONTRACTOR WOULD BE NOTIFIED TO CLEAR THE MUD OFF THE STREF:7'. GfJt1IVC'JI.. ASK�:D MR. MORGAN TO WORK WITH MR. CAMERON ON A STREET LIGHT AS THIS WAS A CITY POLICY TO PROVIDE STREET LIGHTS WHERE NH�CESSARY. COUNCIL ADVISED MR. CAMERON THAT FM 528 WAS A S7.'ATE HIGHWAY AND HE SHOULD TALK TO THEM ABOUT THE HAZARDOUS TURNS OFF THIS ROADWAY. COUNCIL ASKED TH�:, C;ZTY MANAGER '.L'Q WU�K WI7'H 7'f�N; kFaARLAND SPORTS CLUB RANGE TO ESTABLISH HOURS THAT WOULD NOT BE LATE AT NIGHT AND TO HAVE THE POLICE DEPARTMENT PA7.'ROL THIS AREA CLOSELY. CITY MANAGER ADVISED THE WATER WELL PROBLEM WAS FROM THE STQRM THAT PASSED THRU THE AREA AND THE PROBLEM OF NOT GETTING THE: V�F;I�I:, l�pC`IC pN WAS DUE TO A LACK OF COMMUNICATION OIV WHO TO �ALL IN WHEN THE PERSON ON CALL COULD NOT GET OUT OF HIS SUBDIVI5ION DUE TO HIGH WATER. COUNCTL ASKE:D MR. CAME;RON TO MEE�T WITH THE CITY MANAGER TO LOOK AT THE TIME TABLE FOR PAVING THE STREET5 IN THIS AREA. PUBLIC HEARING: MAYOR LOWE CALLED A JOINT DOCKETED PUBLIC HEARING OF THE ; FRIENDSWOOD CITY COUNCIL TO ORDER AND CHAIRMAN RALPH MILLER _ CALLED TO ORDER THE PLANNING AND ZONING COMMISSION TO OBTATN PUBLIC INPUT ON TWO REZONING REQUESTS. THE FIRST REQUEST WAS FOR A SPECIFIC U5E PERMIT - STNGLE FAMILY RESIDENCE'S FOR REGENGY ESTATES, SECTION TWO� INCLUDING MINIMUM LOT WIDTH OF 60 FT. , MINIMUM L�T DEPTH OF 105 FT. AND MINIMUM SIDE SET BACK OF 5 FT. . 280 DISCUSSION WAS HELD BY COUNCIL AND PLANNING AND ZONING REGARDING THIS REQUEST WITH THE QU�STION OF HOW MANY LOTS WOULD THIS INVOLVE WHICH WAS DETERMINED TO BE BETWEEN 8 AND 10 LOTS. NO PUBLIC INPUT WAS RECEIVED. THE SECOND REQUEST WAS FOR AMENDME�T TO THE SIGN ORDINANCE FOR AUTHORIZATTON OF OFF PREMISE DIRF:CTTUNpI, �IGNS. DISCUSSION WAS HELD REGARDING THE SIZE OF THE SIGN TO BE PLACED WITH ALL AGREEING THE SIGN SHOULD NOT EXCEED SIX �Q. FEET WITH A I MAXIMUM HEIGHT ABOVE GROUND LEVEL OF 4 FEET AND IF THE SIGN IS TO ; BE LOCATED ON PRIVATE PROPERTY, WRITTEN PERMISSION f0F THE PROPERTY OWNER OR AGENT MUST BE SUBMITTED TO THE CITY PRIOR TO ISSUANCE OF A PERMIT. MOTION APPROVED UNANIMOUSLY. **MOTION WAS MADE BY COUNCILMAN BROWN TO ACCEPT THE CITY MANAGERS 31/g� I�ECOMMENDATION TO AWARD THE BID FOR HIGH VELOCITY SEWER MACHINE TO NAYLOR SUPPLY COMPANY IN TEiE AMOUNT OF $13,015 .00 WITH TRADE IN. SECONDED BY COUNCILMAN NEWMAN. MOTION APPROVED UNANIMOUSLY. COUNCILMAN J�RDAN AND COUNCILMAN NEWMAN REPORTED ON ATTENDIIdG THE TEXAS MUNICIPAL LEAGUE LEGISLATIVE SESSION AND THAT C�VFR J.,]_OQ BILLS WERE CONSIDERED. THE BILLBOARD BILL IS A VERY BIG CONCERN OF T�E LEAGUE DUE TO THE COSTS TO THE CITIES. COUNCILMAN JORDAIrT -- i.JKC�H;D �:VF;RYONk� TO Vi1RITE TO THEIR SENATORS REGARDING THIS BILL AND GAVE; EVERYONE THE ADDRESSES. APPROXIMATELY $200 MILLION DOLLARS IS BEIN6 CONSIDERED FOR APPROPRIATION FOR FLOOD CONTROL FUNDING IN THE STATE WATER PLAN VJITH LOCAL PARTICIPATION. HOUSTQN GALVESTON AREA COUNCIL WILL HAVE A PUBLIC HEARING THURSDAY ON NQN POINT SOURC� POLLUTION WHICH INCLUDES CLEAR LARE AND CTTY OF HOUSTON. � COUNCILMAN NEWMAN PR�POSF�D THE MAYOR SEND A LETTER TO SENATOR CHET BROOKS TO REQUEST HIM TO LOOK CLOSELY AT THE BILLBOARD BiLL AND TO LOOR AT AMORTIZA7:'ION RATHER THAN CASH UP FRONT. COUNCIL HAD NO OBJECTION TO THIS LETTER BEING SENT. COUNCILMAN WICKLANDER RP;AU CU�tkP.'SPONDENCE FKOM COMMISSIONER RON CROWDER ADVISING HE WOULD BE FORWARDTNG FRIENDSWOODS REQUEST FOR G�LVESTON C�UNTY TO PARTICIPATE IN STREET REPATRS, UNDER AN INTERLOCAL AGREEMENT WITH THE CITY OF FRIENDSWOOD TO THE GALVESTON COUNTY COMMISSIONERS COURT FOR APPROVAL. MAYOR LOWE FtEPaRT�D THAT JUDGE HOLBROOR IS TRYING TO SET UP A MEETING WITH THE CORP OF ENGINEERS REGARDING THE $2 MILLION FOR GLEAk CRFaFK WITH THE I�nGAI� SHARE TO BE $1 .7 MILLION OR 85$.
