HomeMy WebLinkAboutCC Minutes 1984-01-23 Regular 1�3 MTNUTES OF .A R��ULAR MEETING OF THE .FKI.ENDSW40D CITY COUNCIL January 23 , 1984 A Regular Meeting of the Friendswood City Council was held at the Cirty Hall on Monday, January 23 , 1984 , at 7 : 00 p.m. with the following members present : Mayor Ralph Lowe Cirty Attorney Larry Schenk Councilmen : Bruce Branham City Manager Jim Morgan � Evelyn Newman Cirty Secretary Bobbie Henry ' Bob Wicklander Jan Jordan Paul Schrader With a quorum present, and with Councilman Brown absent , the following business was transacted: INVOCATION was by 0. A. Carelock of the New Life Church. O � PROCLAMATION - Mayor Lowe proclaimed the month of February as � "Children ' s Dental Health Month. " � KINGSPARK/WHITEHALL HOMEOWNERS ASSOCIATION - Chairman Frank Webb asked for clarification on who is responsible for keeping the Q drainage ditch through his subdivision cleared of debris . He then presented the City Secretary with a flower arrangement in "appreciation for all the help she has given us . " PUBLIC HEARING DATE CHANGE - Due to the necessity to notify each property owner of the hearing to zone Wedgewood, Council has been requested to reset the public hearing to February 16 to allow time for such notification. MOTION: (Jordan) To reset the public hearing on zoning of //�, / Wedgewood to 7 : 30 p.m. on February 16 . ��..+ Second: Schrader Vote : Unanimous FOR MOTION CARRIED PUBLIC HEARING ON REZONING REQUESTS - The hearing was called to order to consider rezoning of a pipeline for EXXON from R-1 to Specific Use (Pipeline) . This involves a 30 foot salt water injection line near Beamer Road. Bill Sutton of EXXON explained the request and the floor was opened for any comments . There being no objections , this request was placed in the hands of the Planning Commission. The second request to be considered was for rezoning of a parcal of land at the intersection of Windsong and FM 528 trom R-1 to Specific Use (Church) . David 0 ' Farrell, agent for the property owner, was present to answer any questions . No one appeared to oppose the rezoning. The Public Hearing was adjourned. DRILLING PERMIT REQUESTS - Mr. Sutton from EXXON explained two requests from his company for well permits : (1) Webster Field Unit Well #3401-request to work over; (2 ) Water Flood Expansion j; ! System Well to be used in conjunetion wirth the salt water injec- tion line just considered in the rezoning hearing. Action on these two permit requests were as follows : MOTION: (Wicklander) To authorize issuance of a permit for Q the Webster Field Unit Well #3401. . O /�i/ , Second: Newman ( D`I'' Vote : Unanimous FOR MOTION CARRIED MOTION: (Newman) To approve permit for the Water Flood Expansion System Well , with permit to be issued after completion of the related rezoning of the salt water q injection line. /�� Second: Branham i Vote : Unanimous FOR MOTION CARRIED �34 FRANCHISE AGREEMENT WITH HOUSTON LIGHTING & POWER COMPANY City Attorney Larry Schenk reviewed the franchise as proposed by HL&P and gave Council copies as he proposed to make revisions . I Council will review the revised version before taking any action. ' CHECKS FOR APPROVAL - By unanimous vote , the following checks were approved for payment : General Fund #3170 - Pearson Chevrolet $ 9 ,098 . 46 I Water & Sewer Fund #1430 - The Rohan Co. 3 ,635 . 00 I Tax Dept Service #1639 - American National Bank 10 , 875 . 00 of Austin #1640 - Allied Bank of Texas 112 ,611. 05 EXCHANGE OF LAND IN REGENCY ESTATES - Mayor Lowe . and Councilman I� Newman have discussed with Great American Homes a possible swap- out of property which would enable the City to acquire the neces- sary additional right-of-way for straightening out the curve on FM 528 . Involved would be three lots off to the Leavesley Park property to go to the builders in exchange for an equal amount of property outside the park on which the builder would construct a swimming pool and deed it to the homeowners , and land at the back of certain lots for the highway right-of-way. No firm deci- sions have .been made , but Council ag-reed with the concept .and negotiations will continue with Great American Homes . REPORTS FROM THE CITY MANAGER 1. No work has been done this week on Greenbriar Bridge because oP weather. 2 . Work will begin this week on Clearview. 3 . Soil test results are being forwarded to the contractor this week for the ground storage water facilities . ORDINANCES #84/1 - Rezoning for duplex at Quaker & Sunnvview - 2nd reading MOTION: (Newman) To pass #84/1 on second reading. Second: Branham Vote : Unanimous FOR MOTION CARRIED #84/2 - Budge Adjustments 1983-84 - One reading ���Q�-' MOTION: (Schrader) To pass and adopt Ordinanee #84/2 on one V reading. Second: Newman Vote : Unanimous FOR MOTION CARRIED #T3-84 - Establishing maximum weight load for Whispering Pines I, Bridge - lst reading a � MOTION: (Schrader) To approve first reading of Ord.
