HomeMy WebLinkAboutCC Minutes 1984-01-16 Special ��1 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL January 16 , 1984 A Special Meeting of the Friendswood City Council was called to order at 6 : 00 p.m. on Monday , January 16 , 1984 , art the City Hall with the following members present : Mayor Ralph Lowe � Councilmen : Bruce Branham � Leon Brown ( Jan Jordan I Bob Wicklander Paul Schrader Evelyn Newman City Secretary Bobbie Henry With a quorum presenrt , and with none absent , the meeting was adjourned to an executive session for the purpose of interviewing four applicants for the position of City Secretary, � d- At 7 : 00 p.m. the meeting reconvened in open session to handle the � following business : m� FISCAL AGENT - Frank Ildebrando from Underwood Neuhaus addressed Council on some possibilities involving the City' s bond program. Q He spoke of restructuring the bond program in anticipation of issuance of new bonds and of restructuring our bond ordinance adopted many years ago . He furnished Council with copies of the City' s present debt service schedules and a comparison of these with the cost as a result of advance funding on revenue bonds . ACCEPTANCE OF STREETS AND UTILITIES TN "THE PARK" FOR MAINTENANCE � Tests have been completed and Mr. Morgan recommends that these facilities be accepted by the City. MOTION: (Wicklander) To accept facilities in The Park for �/�� maintenance by the City. Second: Newman Vote : Unanimous FOR MOTION CARRIED RESOLUTION #R1-84 - A resolution designating a coordinator to implement -revenue sharing handicapped ,r. egulations pursuant to Section 51 . 55 of the Revenue Sharing Regulations , and providing for public notice thereof. MOTION: (Schrader) To adopt Resolution #R1-84 and to appoint �y��� City Manager Jim Morgan as coordinator. ��� , Second: Branham ; Vote : Unanimous FOR MOTION CARRIED DRAINAGE DESIGN FOR NORTH AND SOUTH SHADOWBEND - Morgan presented a proposal from Coenco to design the drainage Por Shadowbend. He estimates the cost for engineering to be (1) $5 ,200 for drainage only to relieve the problem as it exists and (2 ) $9 , 700 for a design for streets for future reconstruction with drainage to match. Morgan recommended the more extensive engineering since it is Council ' s intention to rebuild the streets in the near future. , MOTION: (Jordan) To approve the engineering proposal for streets and drainage for $g , �pp , �I�� Second: Schrader � Vote : Unanimous FOR MOTION CARRIED DRAINAGE PROBLEM IN SAN JOAQUIN SUBDIVISION - The City Engineer reported that the problems of drainage for this subdivision have � been resolved except for a few minor ehanges to the plat which il are not of a controversial nature . 132 REPORTS FROM THE CITY MANAGER I 1. Work on Clearview is at a standstill due to damage to the new backhoe while it was in use at a grass fire last week. 2 . Rip-rap has been poured on the north bank at the Greenbriar I bridge ; balance will. be poured next week when the beams will I also be placed. i FLOOD DAMAGE PREVENTION ORDINANCE - Councilman Schrader said he understood that this ordinance was applicable to building within � the flood proned areas , but it is actually being applied to all land within the City. Mr. Morgan said the City has been requiring a development permit as indicated in the ordinance for any new subdivisions anywhere in the City. During the discussion it was discovered that Councilman Schrader' s reference was to a preliminary copy of the ordinance rather than the version finally adopted. CALL PUBLIC HEARING ON ZONING OF WEDGEWOOD ��� MOTION: (Jordan) To call a public hearing jointly with Planning ', Commission for 7 : 30 p.m. on Thursday , February 2 , to consider zoning designations for Wedgewood.
