HomeMy WebLinkAboutCC Minutes 1983-11-28 Special 1�1 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL November 28 , 1gg3 „ A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , November 28 , 1983 , at 7 : 00 p.m. with the following members present : Mayor Ralph Lowe City Manager Jim Morgan � Councilmen : Bruce Branham City Secretary Bobbie Henry : Jan Jordan Paul Schrader , Evelyn Newman Bob Wiciclander Leon Brown With a quorum present , and with none absent , the following business was transacted: � BU_ DT�ET - Complete official copies of the current .budget have been � distributed to Council. Mayor Lowe asked Mr. Morgan to read the � introductory letter for the benefit of the audience . � Councilman Jordan asked for a budge amendment to reflect a11 � changes necessary by annexation of Clear Woods . � PETITIONS � COMMUNICATIONS l. Charles Baumgardner from the school district asked Council to take whatever action they could to influence the Highway Department to install left-hand turn signals at the inter- sections of Sunset and FM 528 and Sunset and FM 2351, since slowness of traffic at these two points are making a hardship ; , on moving school buses to the point that students are arriving � late for school. _ � -- Mr. Waddlington from the Highway Department , who was in the audience , said he would pose this problem to the responsible people a-t the State level to see what can be done about the problem. 2 • Mrs. Ha-tfield of 406 South Clear Creek Drive', was concerned about excessive electrical bills and requested that Council intercede in her negotiations with Texas-New Mexico Power Co. Two representatives from the Power Company were present and after some discussion , they were asked to meet with Mrs . Hatfield in the City Manager' s office to try to reach some solution to the situation. 3 . Mr. Ge.orge Morrisey of 317 Old Course in Sunmeadow, called atteiition to an incident last Friday in which the owne.r of the Friendswood Countrv Club fired a shotgun in pursuit of two young people who were trespassing on the golf course and ran away when he tried to talk to them. Mr. Morrisey telt that the incident was not handled properly by the police , and that an elected official Yiad acted impx�operly in requesting that the club owner be released on his own recognizance bond. After much discussion of vandalism in Sunmeadow, an admission � by the club owner rtYiat he was out of line in firing a gun , and Mayor Lowe ' s statement that he was the "elected official" refer- I red to, but that he had acted in keeping with proper court procedure , Mr. Morri_sey was told the proper procedure for ;naking a complaint regarding the action ot a city police officer. Mayor Lowe offered to me�.t with Mr. Morrisey and Pol.ice Chi.ef Wright to discuss the complaint , with Mr, �lorrisey choosing the time for such mee-ting , WIllENTN�: OF PM �18 TO BRAZORIA COUNTY L,INE N.r. LPadd.7.ington , who was present to discuss this matter, said that L-he City will be required to acquire whatever additional .right- ��--way is necessary for a raised median , curb and gut±er four lane highwa.y, Utpier requirements of the city such as adju.sting utilit.y lines a.nd installing storm sewers can be done , he said , by the e.ity 112 acting as its own contractor, for less money than it would cost for the Highway Department to perform this work and the city pay the bill. He said it . will be necessary for the city to make a firm commitment to handle these items prior to the Highway Department ` s commencing any engineering work on the project . He also said that if the commitmen:C is not made in time for money now available to be designated for this project , that there will be no more federal money forthcoming for such projects for four more years . ����p� MOTION: (Jordan) To request the Highway Department visit this � 8/10 of a mi].e of roadway and give the city a more realistic estimate oF cost for the projeet with increment cost figures for the curbs and gutters , and that these figures be made available before April l , 1984 so that ° Council can begin to work them in to the next budget. Second : Newman Vote : Unanimous FOR MOTION CARRIED Mayor Lowe said he has talked to Mr. Poorman of the Highway Depart- ment about extending the four lanes from Castlewood to Whispering Pines . Mr. Waddlington said he knew of no excess money unless it could come from Maintenance Department funds . AUTHORIZE MASTER WATER & SEWER PLAN - Malcolm Collins presented a proposal or designin� such plans including the newly annexed area in the waten plan ba�t .not in the sewer pl�n , . for a total approximate �`���� cost of $18 ,000 . Estimated time 4 to 6 months . MOTION: (Jordan) To accept the proposal and have Mr. Collins design a master water and sewer plan for the city. Second: Brown Vote : Unanimous FOR MOTION CARRIED ACCEPTANCE OF BRADLEY MEADOWS SUBDIVISION - Acceptance of this sub- division has been delayed pending a request from the City that the developer do certain drainage work outside the subdivision. Mr. Morgan said that he felt the developer should not bear.,all,�.the cost since the drainage problem was not wholly a result of his developmen-t . Morgan recommended that cost of the work be split 50-50 between the city and the developer. p��`g 3 MOTION : (Wicklander) To accept the recommendation of the City Manager and split the cost of the drainage work with the developer of Bradley Meadows . Second: Newman Vorte : Unanimous FOR MOTION CARRIED " CALL PUBLIC HEARING ON REZONING FOR APARTMENTS ��I �� Q 3 MCTION : (Jordan) To call a joint public hearing with Planning & « 0 Zoning Commission for 7 : 30 p.m.. December 19 , to consider rezoning property in Wedgewood from R-1 to R-5 . Second: Schrader _ Vote : Unanimous FOR MOTION CARRIED CONTRACT WITH COLLINS FOR STUDY ON COWARD & CHIGGER CREEKS - A pro- posed contract has been drawn up and presented for Council considera- tion. In addition , a le-tter from the Clear Creek Drainage District � to Council preposes a number of specif_` c items they would like included in the contract as part oF the work to be done. Mayor Lowe suggested that Dr. Herb Grubb from the Department of Water Resources and Board Menibers of CCDD meet with Counci_l to discuss -these items a.i�c� determine i.f they are compatible wirth the requirements for grar.L func�s for. t'r,is project. f 1�3 SALES TAX OVERPAYMENT - Mr. Morgan reported that he has talked to the Comptroller' s office about repaying the withheld $60 ,000 over a period of several months . He was told that rthey do not want to go with a time payment plan but that '!an impassioned plea might he1p. Second: Branham � � Vote : Unanimous FOR MOTION CARRIED PLANNING & ZONING COMMISSION APPOINTMENTS MOTION : (Brown) To accept the resignation of Leslie Vice. �l Second : Schrader Vote : Unanimous FOR MOTION CARRIED ��� Glen Cress has already been appointed to succeed himself. Couneilman � Schrader is to. contact Dennis Holt to be present next Monday night �' for appointment and taking the oath of office. The Secretary is (� to contact Bob Belden and Tom Wright , who have been recommended by � the P&ZC, to come in for interview with Council next Monday night . m Holt will fi11 the vacancy made by Vice ` s resignation . 'Q WARRANTS FOR APPROVAL - By unanimous vote , the vollowing warrants were approved for payment : General Fund #2801 - Galveston Co. Appraisal Dist. $ 7 ,785 . 00 Water � Sewer #1330 - Gulf Coast Waste Disposal 30 ,272 . 31 OTHER SUBJECTS � � "�`;:�• j ' l. The Mayor and Councilman Jordan will be meeting with. GCWD'A _' this week to discuss expansion of Blaekhawk, new contract with � 6CWDA,. changes in expansion agreement , and leasing capacity to MiJD 55 . 2 . Mayor Lowe also plans to discuss with Houston the possibility of annexation of additional land along FM 2351 beyond Wedgewood. 3 . Request for bids on 8" water line to Wedgewood have been issued, and the contraet on the water tanks has been fully executed. 4 . Councilman Jordan reported approximate amounts in Clear Woods Improvement District Funds as : $55 , 000 - Operating Fund; $32 ,000 on Time Depos.it ; and $8 ,000' in Tax Fund.
