Lollowing members present : � Mayor Ra1ph Lowe _. Councilmen : Bruce Branham Jan Jordan , Paul Schrader. Evelyn Newman Bob Wiciclander With a. quorum, present , and with Councilman Leon Brown absent , the � following business was transacted : � INVOCATION was given by City Manager Jim Morgan W ANNOUNCEMENTS FROM THE MAYOR m ,Q 1. Annexation of Clearwoods will be finalized in two weeks . That evening the City will have a brief reception to welcome the new Friendswood citizens . 2 . Several members of Council were in Galveston today for the swearing. in of Geraldine Hopkins as the new County Commissioner for this district , replacing her husban Paul , who has been :i. appointed to the Texas Water Commission, 3 . The Mayor ' s Clear Creek "Safety Va1ve Plan" has been endorsed by the Harris County Commissioners Court , and they are pro- �- posing to use Bernard Johnson, Inc . as engineers on this study . 4 . Pearland is staring to rebuild Dixie Farm Road from North McDonald St , to the Pearland N. City Limits , and the road will be clo�ed from November 15 , until the job is completed. Mayor Lowe said that because of the interested people present , he would like to take up the business related to annexation of Clear Woods Improvement District first on the agenda. � ORDINANCE T16- 83 - Annexing Clearwoods ID - Second Readin MOTION : (Jordan) T rd. Since the installation by the District of the 210 , 000 gallon ground storage tank would not be in the best interest of the health and welfare of the people served by this system, or the City of Friendswood, the City Council should put the Clear G;oods Improvement District Boar.d on notice of any action taken at this November 7 , 1983 r.ieeting . _ , I��'� MOTION: (Schrader) To authorize the T_�layor to sign a Contract on a million gallon elevated storage tanlc and a 210 ,000 gallon -- ground storage tank. (2) That C1ear Wood be advisecl of the City Council ' s opposition to their Board awarding a contract for a� grouncistorage ta�k fourteen days prior to final annexation by the City; (3) That any potential contractors for the ground storage tank be advised of the intent of this Council to annex the Distri�� and of their opposition to the awarding of this contract ; and (4)That the City Attorney be authorized to take whatever action is necessary or agp�ropriate to prevent the awarding of the contract - and to protect the best interest of the citizens and the potential citizens of Friendswood. This item was postponed until a later date .
