HomeMy WebLinkAboutCC Minutes 1983-10-31 Special ' 9'� MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL October 31 , 1983 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , October , 31, 1983 , at 7 : 00 p .m. with the following members present : I ` , Mayor Ral�bh Lowe Citq Manager Jirn Morgan Councilman Bob Wicklander Acting City Secretary Ruth Henry - Councilman Evelyn Newman Councilman Pau1 Schrader Councilman Jan Jordan Councilman Bruce Branham With a quorum present , and with Councilman Leon Brown absent , the following business was transacted: � PUBLIC HEARING ON ANNEXATION OF 72 ACRE TRACT OF LAND SOUTH OF � �.iJ i,. Mayor Lowe called the hearing to order and asked if anyone [0 wished to address the subject . With no indication of speakers , Q the public hearing was closed at 7 : 05 p .m. CALLING A JOINT PUBI:IC HEARING ON REZONING A PARCEL OF LAND ON THE EAST SIDE OF FM AT WINDSONG FROM R-1 TO SPECIFIC USE CHURCH MOTION: (Schrader) To call the hearing for 7 : 30 p.m. on Noyember : econ . Jordan Vote : Unanimous FOR MOTION CARRIED /9�� ORDINANCE ��83/11 SETTING TAX RATE FOR 1983 - One readin onl MOTION: (Jordan) To adopt Ord. ��83/11 on one reading setting the tax rate at . 502� for M & � anii . 218� for debt service .� Second: Newman � Vote : FOR (5) Schrader , Newman, Jordan , Branham, Lowe /� AGAINST ; Wicklander (Wanted 1� added for streets) MOTION CARRIED CLEAR WOODS IMPROVEMENT DISTRICT UTILITY SERVICE Mayor Lowe read a letter he sent .to the Clear Woods Improvement District Board inviting them� to be present tonight to meet with ttie ,City Council and a representative from the Texas Department of Health to 3iscuss the water system in Clear Woods and the City and what the City proposes to do regarding elevated storage for the City and the Clear Woods area when Clear Woods is annexed into the City. . Representing the District were Messrs . Boger, Simmons , Fuss , and Simpl� Mr , Lowery was present to represent the Texas Department of Healr.h . � Mayor. Lowe explained that the City proposes to move a 75 , 000 gallon I elevated water storage tank from the Qity Hall area �.to Clear Woods , and install a 1 ,000, 000 gallon elevated tank within the City, and to tie the two systems together with a 8" line across Clear Creek . The Water Distri.ct Board has awarded a construction Contract for a 210 , 000 gaL;lon ground storabe tanlc and th.e City has requested that this? id�a riot 1�e carri.2d out in vipw of. the plan for the elevated .stora�e tanlc . Collins stated that in his opinion the 75 , 000 gallon elevated tank proposed by the City, together with the 1 , 000 , 000 elevated tank, existing ground stArage and auxiliary power at two of Friendswood' s five wells , and by tying tlie two systems together wi_th an 8" line across Clear .�reek, requirement for elevated storage .:for both; s.ystems would be satisfied and auxiliary power and service ' from two separate electrical sources would all work ^to stablize the line pressure thoughout the system. -- bIr Boger safd this may be the best water p1an , but questioned whether it would ever be implemented. Mayor Lowe :said that the ,. City wi11 set the money aside for the purpose and appoint a committee including a District director to head the project . A question was raised how the 75 , 000 tank was originally quo�ed as costing $65 , 000 and is now only $52 , 500 . Mayor Lowe explained • negotiation with the supplier to bring the cost even with the proposed ground sC'orage tanlc, the $13 , 000 difference would be split equally between the City and the supplier to make the cost approximately what the City' s ground storage tank contract would cos� . Mr . Fuss proposed that a committee be formed to expedite the projec:t, such to include representatives from the Council and , from the Boar.d. �11�yox T,owe , in recapping the meeting, said that sharif�g.:tihe engineer ' s views of the laws of the State of Texas , the reduced price . of tlie tank , putting the 8" line across the creek. for connecting water would be completed as expeditiously as possible , and the forming of a committee to oversee the fair play 'and expeditious handling of these matters , and finally to work through the Health Departmeht an.d to comply with their requirements . �µ.: . , ADJOURNMENT - The meeting was adjourned. ` � `' ,^c-�� ,,;;� Bo ie C.
