MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
October 10 , 1983
A Special Meeting of the Friendswood City Council was held at the
City Hall on Monday, October 10 , 1983 , at 7 : 00 p .m. with the
� following members present :
' ' Mayor Ralph Lowe City Manager Jim Morgan
Councilmen :Evelyn Newman City Secretary Bobbie Henry
Bob Wicklander
Jan Jordan
, With a quorum present , and with Councilmen Brown, Branham, and
Sch'rader absent , the following business was transacted:
PROCLAMATION - Mayor Lowe read a proclamation setting the week of
� October 10 - 16 at Juvenile Diabetes Week.

(� NOMINATION TO GALVESTON COUNTY APPRAISAL BOARD - The name of H. K.
� Speck presented last week was withdrawn , and the following motion
� made :
� MOTION: (Wicklander) To nominate Mike MeCrosky for membership
on the Appraisal Board. r7

Vote : Unanimously FOR MOTION CARRIED a
BLACKHAWK SEWER PLANT - PARTICIPAPIT CAPACITY - Mayor Lowe asked
Council ' s approval to pursue Friendswood' s acquiring an additional
� I 100 , 000 to 150 , 000 gallon capacity in the Blackhawk Plant .
MOTIOTd: (Wicklander) To approve pursuing the increased capacity.

Vote : Unanimously FOR M�TION CARRIED �j�
SETTING TAX RATE - Based on an evaluation of $339 ,425 , 520 , Council ,
proposes a 72� tax rate with 50 . 2t for Maintenance � Operation
( $1, 718 , 000 ) and 21. 8C for Debt Service ( $720 , 300 ) . This would make
the increase less than the 3% which would necessitate a public hearing .
After some discussion , it was Council ' s decision to postpone setting
the rate until next meeting when all of the Council will be present .
CITY MANAGER REPORTS '
l. Greenbriar Bridge did not get started this week as expected as
'the pile driver was not available . Plan is now that work will
begin two weeks from this coming Wednesday.
2 . Street overlay program is completed except for about one-half
days work.
3 . No work has been done yet on Clearview. Bids on the large back-
hoe are due next Monday night .
4. Hurricane clean-up is almost completed.
' � MUNICTPAL COURT INCREASE IN FINES - Judge Suarez , by memo , informed
, Council that he proposes to .increase most. of the fines in his court.
- The Council asked Mr. Morgan to find out if the Judge ' s proposal
needs Council approval .
APPOlNTMENTS TO PLANNING & ZONING COMMISSION = The Secretary was
directed to send a memo to P&ZC asking for thei.r recommendations on
the �:wo commission terms that will expire in November.
