HomeMy WebLinkAboutCC Minutes 1983-10-03 Regular �3 MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL October 3 , 1983 A Regular Meeting of the Friendswood City Council was held on Monday, Oetober 3 , 1983 , at 7 : 00 p .nt. in the Friendswood City Hall , with the following members present : Mayor Ralph Lowe City Manager Jim Mprgan Councilmen: Evelyn Newman City Secretary Bobbie Henry Jan Jordan Leon Brown Paul Schrader Bruce Branham Bob Wicklander With a quorum present , and with no one absent , the following Q business was transacted: � INVOCATION was given by Rev. Larry Sykora, United Methodist � Church. �Q APPROVAL OF MINUTES - Minutes of a Special Meeting of August 8 , E[ and a Special Meeting of September 19 , approved as correeted. ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR 1. Friendswood at this time does not need the sewer plant from Wedgewood. 2 . In a meeting on September 9 with the New Life Church people , Councilman Jordan and the Mayor reached a _ tentative agreement with them whereby the Church will pay the City $13 , 000 for their half of the section of Winding Way to be abandoned. Ray Utley will receive the $13 , 000 and the other 30 feet in exchange for his donation of right-of-way for Whispering Pines . . A 10 foot strip CS feet off each side) down the center of the roadway is to be reserved as a drainage easement . All parties , including Mr. Utley, are in agreemenrt with this plan . 3 . The Montgomery/Lowe property exchange has hit a snag. A pipe- line erossing the planried roadway on the land Mr. Montgomery is receiving is too shallow to build a street over it . Mayor Lowe said the pipeline will either have to be lowered or a new roadway will have to be provided. 4 . The Texas Department of Water Resources g.rant problems have been ironed out ; however, the contract will have to be rewritten and will be resubmitted to the City for signature . Mayor� Lowe says he believes the TDWR will also grant some funds for the new proposed Clear Creek project . 5 • Councilman Jordan has written minutes for the Clear Creek meeting in League City last Tuesday, and cbpies have been i I distributed to Council. i i 6 . Speak was �ntered into the resolution, but he will be asked to appear nex-t Monday to discuss nomination of others for the various positions on the Board. RENEWAL OF CONTRACT WITH COUNSELING SERVICE. FOR 1984 ,n�/�� MOTION : ( Schrader) To authorize the Mayor to execute the b renewal contract , with the same conditions , with the counseling service for one year. Second: Wicklander Vote : Unanimous FOR MOTION CARRIED REPORTS FROM THE CITY MANAGER 1 . Work on the Greenbriar bridge will begin this week. The pile driver will be on-site Wednesday. 2 . An injun•etion has been issued against the encroachment of the floodway in Windsong. 3. Preparatory for the wor]c to be done on Clearview, a survey is being made of utility lines which will need to be moved, and drainage ditches will be temporarily cleared for drainage during the project . 4. The drainage ditches in the area of Rachael and Virginia l Lane are being cleared, some pipe has been laid, and construc ', tion of the inlet is tc start next Monday. 5 . At the request of the Highway Department , a weight-limit sign has been erected on the Friendswood side of the Clear Creek and reflectors will be installed as soon as possible at the Friendswood Link Road bridge. 6 . At request of Councilman Schrader, Mr. Morgan will investigate the condition of the north-bound lane of Sunset just of£ FM 528 . CHECKS FOR APPROVAL - By unanimous vote , the following checks were approved for payment : Capital Projects #1177 - City of Friendswood $35 , 000 . 00 General Fund #2410 - Best Waste Systems 29 ,000 . 00 2432 - Wartex 0i1 Co . 2 ,677 . 84 ADJOURNMENT - Motion made and seconded that the meeting adjourn.
