Roger Patterson , First Baptist Church � �� APPROVAL OF MINUTES - Minutes of a Regular Meeting of September 12 , approved as corrected. Q DISASTER PREPAREDNESS DRILL - John EchoPf of the Police Department , and a member of the Texas State Guard, informed Council that the Guard, in cooperation with Friendswood Police , Fire and Rescue people , and Disaster Preparedness Director will be staging a Disaster Preparedness Drill in Friendswood on October 16 , and asked Council to endorse the drill . He was rtold that a resolution would be adopted at the next meeting for this purpose . PETITIpNg � COMMUNICATIONS 1. Lou French told Council that he owns land which has been declared by FEMA to be in the floodway, yet he is still paying full taxes on irt . He asked if there is any way he can utilize this land. It was suggested that he might request rezoning from R-1 so that it could be utilized for some agricultural purpose . 2 . Ed Race , who owns a har. dware store on Friendswood Link Road, , asked for clarification of inetes and bounds for the Clearwood Improvement District which the City proposes to annex. He was told that his property is� within the District and will be ineluded in the annexation. 3 . Dr. Herb Grub of Texas Department of Water Resources spo]<e to Council about the grant program for which Friendswood has applied to help alleviate flooding. He said that Friendswood is the first applicant for these funds , and has a.lready been approved for fund.ing. He brought the contract with him for the City' s acceptance . 4 . Frank Webb , resident of Kingspark/Whitehall , said he wanted to publicly thank the Brazoria County Drainage District #4 foz� their help on wo.rk being done on Mary ' s Creek. '5 • Edith Hausman , speaking for residents in Quaker' s Landing whose � i houses back up to Salem Square Apartments , registered a complaint - about canditions of the garbage containers for the apartments and their close pr.oximity to the adjoining residences . Mr. Morgan was di'rected to contact the management of the apartments and try to wor�k out a solution to the problem. RTSOLUTIONS DECLARIN'G THF CITY COUNCIL' S INTENT TO ANNEX l . Second: Schrader Vote : Unanimous FOR MOTION CARRIED IMPROVEMENTS TO CLEARVIEW - In a memo , Mr. Morgan gave four alternate methods of 'accomplishing the work. on Clearview: 1) tJse present employees and present equipment ; 2 ) Use additional employees and present equipment ; 3) Use additional employees and additional rented equipment ; and 4) use additional employees and purchase larger equipment . He stated that he recommends following option #4 on this and other similar jobs , thus enabling the Street Department to continue their maintenanee program with present personnel . MOTION: (Wicklander) To . accept the City Manager' s recommendation '��'�3 to hire .three temporaryemployees for this and other construction work, to purchase a larger backhoe than is presently budgeted, and to begin the work immediately to take advantage of the good weather.
