HomeMy WebLinkAboutCC Minutes 1983-08-22 Special ' `^_ 65 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY .COUNCIL August 22 , 1983 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , August 22 , 1983 , at 7 : 00 P.M. with the following members present : I I ! , Mayor Ralph Lowe City Manager Jim Morgan , Councilmen: Bob Wicklander City Secretary Bobbie Henry Evelyn Newman Paul Schrader Bruce Branham Leon Brown (Arrived late - Left early) With a quorum present , and with Councilman Jan Jordan absent , the following business was transacted: . � REVIEW OF HURRICANE ALICIA , �� Mayor Lowe and the Council reviewed activities during the storm, (�.LS assessed dam�ge in the City, voiced appreciation to the many people who volunteered their time and effort toward handling the problems Q at hand throughout the storm' s duration and af�er where needed, and explained the plans and procedures already being carried out to clear away the residue of the storm. The Mayor has asked the Governor to use his inflenee to have Friendswood declared a "disaster area. " (Councilman Brown joined the meeting) BIDS ON STREET WORK - Bids were opened and read for materials and labor to overlay the following streets : i I I� i Spreading Oaks ; FM 518 to Woodlawn _._ Winding Way : FM 518 to Briarmeadow Briarmeadow: Winding Way to Sunset Merriewood: Briarmeadow to Castlewood The bids were : Ike Hall $66 , 255 . 15 Apac Texas Inc. 54 , 018 . 20 MOTION: (Wicklander) To refer the bids to the City Manager for review and recommendation to Council. f� Second: Schrader �d� � Vote : Unanimous FOR �� • MO'PION CARRIED RESOLUTION R21-83 - Declaring a 2 . 3�2 acre tract of land on FM 528 as a "blighted area" for development under the rules of the Texas Industrial Commission. MOTION: CBrown) To adopt Resolution R21-83 as read. SECOND: Schrader / Vote : Unanimous FOR MOTION CARRIED �4� RESOLUTION R2?.-83 - Declaring a 4 . 2 acre tract of land on East Castlewood as a "blighted area" for development � • under the rules of the Texas Industrial Comm. � i _ MOTION: (Newman) To adopt Resolution R22-83 as read. Second: Wicklander /� Vote : Unanimous POR MOTION CARRIED "���'J � RATE INCREASE FOP. TEXAS-NEW MEXICO POWER C0. - A Public Hearing was reconvened and citizens were inv�tel to address the issue . With no one wi.shing to speak, the hearing was recessed till further notice. 66 �_' �„� ANNEXATION OF WEDGEWOOD (CWID) 137/0� MOTION: CBrown) To adopt Resolution R24-83 calling public < <�J hearings on annexation for September 12 and 15 . Second: Wicklander Vote : Unanimous FOR MOTION CARRIED Mayor Lowe said he has arranged to meet with the League City Council on Wednesday , August 31st to discuss overlapping ETJ relative to Friendswood' s an�ticipated annexation of land ' south of FM 528 . He asked Councilmen Wicklander and Branham to accompany him to that meeting. DECISION ON PAVING MAGNOLIA ' l�(�`$3 MOTION: (Schrader) That Council agree not to pave Magnolia at this time . Second: Wicklander Vote : FOR ( 5) Schrader, Wicklander, Brown, Branham, Lowe AGAINST : Newman , MOTION CARRIED Councilman Wicklander is to ask the Postmaster to move the outside mail drop box to a more convenient location for patrons without their driving down Magnolia. TEMPORARY REPAIRS TO SHADOWBEND - Mr. Morgan es.timates...that it will take 5 ,000 to do the same type of repairs to this stneet as were made two yeare ago, but he does not advise making this expenditure. Councilmen Brown and Newman of the Evaluation Committee , Mayor Lowe , the Public Works Director, City Engineer, and City Manager agreed to meet on Wednesday evening and make a tour of Shadowbend - to consider what should be done to improve the street. ! � CAt 9 : 40 Councilman Brown left the meeting) - SAN JOAQUIN USE OF TOWER ESTATES SEWER FACILITIES - After reviewing the alternatives , Malcolm Collins , City Engineer, recommended that the San Joaquin Subdivision be allowed to route their sewage in to the Tower Estates Sewer Plant . Mr. Morgan concurred with this � � /�� recommendation. ` MOTION: (Newman) On recommendation of the City Engineer and City Manager, that ,Council approve San Joaquin' s use' of the sewer facilities in Tower Estates . Second: Wicklander Vote : Unanimous FOR MOTION CARRIED WATER TOWER PROJECT - A plan has been discussed for moving the 75 , 000 gallon overhead storage tank from City iiall to Wedgewood, and to purchase an install a 200 , 000 gallon ground storage tank and a 1 ,000 , 000 gallon elevated storage tank. Representatives of Service Enterprise Corporation will be visiting the City on Wednesday to discuss used tanks which they have for sale . The City Engineer advised that being without elevated storage while the small tank is being moved presents no particular problem if auxiliary power is available to keep pumps going during;. this time in case of a power failure. � EM'PLOYEES COMPENSATION FOR STORM WORK TIME - In .response to a question irom Mr. Morgan , Council indicated that they approved paying overtime instead of giving cornp time to those employees who warked on the days when City Hall was teclinically closed due to Hurriczne Alicia.
