MIPdUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
May 23 , 1983
A Special Meerting of the Friendswood City Council was held at
_ the City Hall on Monday , May 23 , 1983 , at 7 : 00 p .m. with the
following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman : Leon Brown City Secretary Bobbie Henry
Evelyn Newman
Bob Wicklander
Paul Schrade.r
Jan Jordan
Rruce Branham
' � With a quorum present , and with none absent , the following business
� was transacted:
� INTRODUCTIONS - Mayor Lowe introduced the Chairman and members
of the Planning & Zoning Commission , Board of Adjustment ,
� Communi-ty Appearance Board, and Building Commirttee . . These groups
Q were invited to join in discussing possible changes to ordinances
�( relative to developmen-t in the community.

Mr. Buck Hausman , who is developing the property for which River
Walk is the ingress and egr�ss , was present �to discuss a satisfactory
solution to the problem witl�i Council . After hearing the problems
, he would encounter in ehan i
decided that the Mayor , Cit�-ynganagep ,aCouncilman Jordan , landaMr.
IHausman would meet tomorrow morning and try to reach an agreement .
�--- � MOTION: (Wiciclander) To authorize the Mayor to sign a letter
setting forth whatever agreement is reached in this mee�ng.

APPOINTMENT OF PROSECUTOR �
MOTION: ( Schrader) To appoint Robert Montgomery as Municipal
Court Prosecutor. ��

EVALUATION COMMITTEE - Mayor Lowe proposed a 12-member committee �'C�,o?
to study possible changes in city laws and pr.actices which would
allow developrnent which might be a mea.ns of bringing about some
tax relief. Some items men-tioned by the Mayor for review included
lot widths , pipeline regulations , multi-housing on narrow streets ,
40 foot versus 60 feet s�treets , and building set-backs . Councilman
Schrader proposed that changes in zoning also be considered.
Most of the Council was opposed to a lar�ge committee , and it was
decided that on].y the Chairma.n oP eacYi group coould comprise the
the Commi.ttee. These are :

Mr. Morgan proposed thart possibly some employees eharged with
enforcing codes anrl ordinances might Ue included in some of th.e
discussions.
Couneilmen Schrader and Jordan said they agree with the formation
of the committee , but want a time 1imi1: and scope of wor�k set out
for the group.

INTRODUCTION - Councilman Schrader introduced his mother who
is vi— siting from Massachusetts , having come down for his son' s
graduation from high school .
REPORT ON POLICE ACTIVITY - Mr. I�organ , as requested, reported
to Council his findings r. ega�ding complaint made by Paul Hicks
last week againsrt the Police Department . Morgan said that he —
has made a thorough investiga-tion , has examined a11 of the records
on the case , and has determined that the Police Department has �
followed proper procedure in dealing with Mr, and Mrs . Hicks . '
Mr. Hicks asked to present new information to Couneil and was told
that 12e should first present -these facts to the Police Chief to
see if a satisfactory solution can be reaehed.
BEST WASTE CORPORATION - In answer to a complaint from Tower Estates ,
Messrs . Drendth and Edenhouse of Best Waste , reviewed their
schedules and operations in Friendswood. In the discussion it
was brought out that there have been very few complaints against
the garbage service under Best Waste ' s contract , and people in the
audience as well as Council members started that they feel Best is
giving the best garbage service Friendswood has ever had. They
pledged to try to work out a schedule satisfactory to Tower Estates .
WAIVER OF �NCROACHMENT IN POLLY RANCH - This request , from Mr.
Bi11 Gu7_ledge to build a driveway part-way over a drainage ease-
ment , was approv�d on May 2 , but was larter reconsidered when
opposition was voiced by neigh'bors and the Architectural Committee .
These oppositions have now, been worked out between Mr. Gulledge
and his neighbors in a satisfactory manner, and Council agreed to
instruct the attorney to draw up the necessary, instrument to
cover the situation.
MITCH MITCHELL, Chairman of the Industrial Developmenrt Board, but �
speaking for himself as a business man , appealed to Council to � �
make changes and take action to help the tax situation in the Ci.ty . _ �
He said he feels the City ' s tax program has been handled well ,
but he felt the City should ta]<e a stand towar. d lowering school
taxes . Consensus of Council was that this would not be proper
action by the City Council , but is the responsibility of citizens
to make their wishes kn.own to the School Board.
COMP�ENDATION FOR POLICE DEPARTMENT - Mayor Lowe read a letter from
Mr. Dilda commending the Frlendswood Police Department .
BUDGET DOCUMENTS - Mr. Morgan presented his first draft budget for
Council study prior to starting work on the budget next month.
CHECKS FOR APPROVAL - By unanimous vote , the following check was . :
