MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
May 9 , 19II3
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday , May 9 , 1983 , .at 7 : 00 p .m. with the

Wirth a quorum present , and with none absent , the following busi-
T..i ness was transacted :
� ANNOUNCEMENTS FROM THE MAYOR
� l. Mr. Grubb of TWDR repor-ts that he has received Friendswood' s
� application for flood prevention funds and it will be put thru
�C[ the process for approval.
I 2 . According to FEMA records , Friendswood is the 11th city in the
nation in dollars paid out for flood damage .
3 . Councilmen Schrader and Jordan , reporting on their meeting with
Commissioner' s Court today , said Judge Holbrook feels that the
Corps of Engineers Clear Creek project is still going forward
but does not believe there w�,l:t be any funding this year; that
�� the only way the County could help on this project is through
a bond issue.pertaining to the Corps project.

The Court indicated that they are not interested in contracting
with the City to have the Constable of Precinet 8 serve city
warrants as they have been advised that to do so would be illegal .
PETITIONS & CQMMUNICATIpNS
l . Addressing the request of Greg Burger to become a reserve police-
man for the City , Mr. Patrick Kane , speaking for himself and
Mrs . Mary Prince who was also present , stated that they are
opposed to Burger becoming a Friendswood policeman because this
would put him in line to become an employee of the Sunmeadow
Homeowne�s Qrganization. He said they have had neighborhood
trouble with Burger, 'and do not want their Homeowners dues to
go toward paying him as secur�ity officer.
2 . Greg Burger then made his request for appointment to the reserve
police foree , and stated that .if he were given the job as
security officer for Sunmeadow, that it is a non-paying job .
Council ' s decision was to take no action on. the req.uest since no
recommendation had been made by eit'her the City Manager nor the Police
Chief that Mr. Bu.rger be appr. oved a.s a reserve cfficer.

� ! PURCHASE OF SLOPE MOW�R - Asked last wee]c to investigate contracting
I i for certain mowing ver�sus purchase of this eouipment , Mr. Morgan
reported that he could con-tr. act for slope-type mowing for $ 35/hour,
which would cost the city $4 , 000 to $ 5 , OOQ per year to do this work .
He recommended tliat rthis wor. k be done Y�y contract un-ti1 funds ar. e
available ta purchase a mower instead of issuing certificates of
obligation for it .
Councilman Schrader suggested that a.rrangements might be made with
the Clear. Creek Drainage Distr. ict foi use oI' their mower. Mr, l�[or. gan
is to check with them on this .

CULVERTS FOR CASTLEWOOD - Council has agreed that city f.orces will
set tile along the open-ditch ne�ly-paved portion of Castlewood
if the property owners will buy -the pipe. Mr. rlorgan has now had
a request from several residents tha-t -L-hey want to proceed. He
wanted Council approval -L-o get bids on the pipe , and will make the
purchase aiter receiving the money from property owners .
CURRENT PROJECTS - Mr. Morgan gave Council � written report on -
, �the status oL �the s-treet �znd bridge program, -the Annalea sewer � '
line , and repairs to the Eire station .
CITIZEN SURVEY - Mr. Morgan and Phyllis Lee discussed in greater
depth some of the indications from this survey , and outlined the
steps in making the survey . Council feels the information can be
valuable to the city and suggested that such a survey mighrt be made
each year.
AREAS OF COOPERATION BETWEEN CITIES - Councilman Jordan agreed to
contact Councilman George Dezo of Alvin to discuss this matter.
Councilman Newman will r. enew the possibility of an industrial district
for Friendswood in Alvin ' s ETJ by discussing this with Lhe Al.vin
City Council.
ANNEXATION - Council discussed possible annexation of Industrial
Districrts 2 and 3 this year. They also decided to hold a non-
binding referendum election in Augu.st to determine if Priends-
wood voters want to annex Wedgewood. Mr. Morgan is to contact
Jess Williams , accountan-t , about wor]cing up a fi_nancial statement
on Wedgewood.
Mayor Lowe and Councilman Wicklander agreed to get together with
League City to discuss an agreement on .overlapping extra-territorial
jurisdiction.

� � t�� MOTION: (Jordan) To reappoint Ray Nelson and Harold Whitaker
� as regular members of the Board , and to appoint Maurice
Estlinbaum as an alternate.

Vote : Unanimous FOR MOTION CARRIED
It was pointed out that two more alternate positions are vacant .
These wi11 be considered in executive session .
SEP4IPIAR NEXT WEEK WITH DRAINAGE TNGINEERS - Paul Barlcer and Roy
Dodson of Espey, Huston I:ngineers , will speak to Council nex't weelc
on drainage design . The Secretary was ins-truc�ted to write letters
inviting the Clear Creek Draina.ge Districrt and Pl.anning � Zoning
Commission members to attend this meeti.ng.
JOINT M�ETING O1V MAY 23 - Mayor Lowe asked for a joint meeting ,
with Planning Commission and Zoning Board of Adjustment to discuss
various concepts on development in Friendswood. Council agreed
that May ?. 3 would be a good time for such a meeting.
