MINUTES OF A REGULAR MEETING OP THE FRIENDSWOOD CITY COUNCIL
April 18 , 1983
The Friendswood City Council met in a special meeting on Monday ,
April 18 , 1983 , at 7 : 30 p .m, following a one-hour Student
� Council Meeting held in conjunction with Student Government

� APPROVAL OF MINUTES - Minutes of a Special Meeting of March 2B ,

Meeting of April 4 , were approved as corrected.
ANNOUNCEM�NTS & COMMUNICATIONS FROM TH� MAYOR
1 . Mayor Lowe suggested Council. consider a tri�cities G''"' �j =�
' police department with Alvin and Pearland, that he discussed
I , this briefly at last week ' s police meeting , and that the
I � I police agreed they would like to see this matter investigated
� i � further. As a result , a meeting has been called for Tuesday ,
-- April 26 , at 7 : 30 p . m. for the three cities ' mayors , council ,
police chiefs , and possibly city a.ttorneys .
2 . Priendswood has proposed to the Texas Water Development Board
a formula for dispensing $40 million for water projects . The
75-25o funding proposal has been adopted by �the Board and
applica-tions wi11 be received soon . We hope to make our
application for $196 , 000 within'. the next 30 days .
3 • In searching tor an . alternative to federal money for work on
Clear Creek, the Mayor suggested a Pearland/Friendswood
1G sales tax which would bring in 91 million per year , if
legislation can be adopted to levy this tax.
Councilman Sch.rader said he would favor staying with the Corps
of �ngineers project , or alternately that Harris County do the
'' work or that Galveston County furnish fi_inding since Friendswood
has been suppor�tive of bond projects for other areas of the
County. The Mayor asked Councilman Schrader to discuss this
latter idea with Judge Ray Holbrook and report back to Couricil
on the matter.
Carl Smirth of CCDD questioned the wisdom of a program which
I does not include the communities below Priendswood on the Creek.
I� Mayor Lowe stated that the Corps of Engineers say that the
___. work being done on Mary ' s Cr.�eek nor. any other work on the eceeks
in rthis area will have any adverse affect on cities below here
if the second cut to the bay becomes a reality .
A discussion followed with the Cirty A�torney regarding method
oF getting legislation adop-ted , resulting in the following .

in adopting enabling legislation to a17.<�w Friends- ���
wood aizd cthe.r. political subdivisions to assess a
l� salcs tax to finance flood control and drainage
improvements for. the area o.f the Clear Creek
watershed.

4 . Mayor Lowe reported a letter that has been received from
the Highway Department stating tha-t $4 . 5 million in Federal
money has been allocated for. road improvements in the urban
areas around Houston . A list of su p � �
ggested ro ' ects that �, j
are also on the State Highway System are lis� ed , and the j
cities are being asked -to pick three oF these as their �
recommendation for improvement with these funds . Projects
in the immediate Friendswood area are (1) widening of FM 518
f'rom the Brazoria County Line to IH 45 and (2 ) widening of
FM 2351 from the Harris County Line to FM S1B .
Mr. Morgan was asked to study the proposal and make a recom-
mendation to Council on the projects .
WARRANT SERVICE - Councilman Jordan asked that this item be set
up on next week' s agenda and that in the interim the City Manager
put together some information that would be pertinent in making
a decision on the constable ' s proposal to handle the City ' s
warrants .
RESOLUTION R8-83 - A RESOLUTION SUSPENDING THE CHANGE IN RATES
FOR NATURAL GAS SERVICE WITHIN THE CITY OF FRIENDSWOOD , TEXAS ,
PROPOSED BY ENTEX , TNC . , TO BFCOME EFFECTIVE MAY l , 1983 .
Roy Baker of Entex explained that this increase would amount
to 71� per month for each customer , residential and commercial ,
or a total o£ $8 . 51 per year per customer.

INTERLOCAL AGREEMENT WITH CLEAR CR�EK DRAINAGE DISTRICT - The
District has signed the contracrt with two changes in words , one �
of which was not questioned. The other changing the word "fully"
to substantial in the .sentence : " . . Distri.ct agrees that it shall
faithfully and (fu11y or substantially) complete the project in
a timely fashion , " was discussed but no decision was reached on
the matter._
� As an outeome of this discussion , the _Attorney was :requested
to research and elsrify the relationship between the Drainage
District a.nd the Council , and whether the Council has the power
by vote �to annex or abolish the Distric-t in the same manner that
it can a water district .
TEXAS-NEW MEXICO POWER COMPANY RATE INCREASE
�1��� MOTION : ( Schrader) To call a publ.ic hearing for May 2
on rthe rate increase proposed by 'Pexas-New Mexico .

PROJECTS REPORT
' l. Councilman Schrader. noted an improper street connection
; at Killarney and asked the Manager to look into this .
_._ 2 . Mayor Lowe noted that Moore Road at FM 528 is being torn
' up by big trucl<s .
He also proposed that some of the excess street dir� be used
to fill in the drainage ditch on the curve of the extension
of Quaker Drive .
' 3 . On Layne-Texas ' billing for repairs �to Water Well #5, a
� letter has been sent from the Attorney , but no answer has
� been received .
� 4 . Mr. Morgan has given notice of violation of the Sign Ordin-
� ance to businesses with cars for sale on their property.
' � 5 . No report f'rom Mr. Morgan on ambulance repairs .
�( 6 . Councilman W'icklander and Jordan me-t last week with Roy
Dodson and recommend that he be engaged to make a presenta-
tion to Counci_1 and the Drainage District on Flood-related
run-off on May 16 . H9_s fee wi11 be $ 300 for approximately
three hours . Council agreed to this .
7 • Councilman Schrader said he is reviewing the proposed dog
ordinance and asked rthat the attorney not rtake any .further
� I action on this uri-ti1 he has completed his study.
$ . Councilman Wicklander announced the dedication of the Sunset
'_._.� Bridge to be held on Saturday at noon , with a reception rto
follow at the Friendswood Bank.
