MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
March 21 , 1983
A Regular Meeting of the Friendswood Ci�ty Council was held at
the City Hall on Monday , March 21 , 1983 , at 7 : 00 p.m. with the
following members present :

business was transacted :

� CLEAR CREEK FLOOD CONTROL PROJECT
� Mayor Lowe introduced special visitorsCounty Judge Ray Holbrook
�( Pearland Mayor Tom Reid, Nassau Bay Mayor Jerry Allen , Paul
Mabry from Houston Mayor Whitmire ' s office , Lloyd Yost , Roy
Martin and Darrell Shannon from Brazoria County Drainage Dist-
rict #4 , and Carl Smith from the Clear Creek Drainage District
, Mayor Lowe explained that Judge Holbrook was reporting on a trip
he has just made to Washington regarding the Clear Creek Project .
Judge Holbrook discussed the up-coming appropriations committee
� hearings , and urged each entity along Clear Creek to send letters
�_ and resolutions to Congressman Jack Brooks to be presented to
the committee aslcing for construction money for Clear Creek. Judge
Holbrook also urged that as many as possible of officials of these
entities go to Washington to appear with Congressman Brooks at
the hearing. The request will be for $300 , 000 to be allocated in
�he 1984 budget for construction in addition to funds for further
engineering by the Corps of Engineers .
!� Council indicated they thought the Mayor should make the trip to
Washington ; Mayor Lowe said that he would be glad to go , but since
he pays his own way on such trips , the Council might wish to
designate a secarsd representative to go at city expense . �

as delegates to Washington on April 5 , with the City to
pay expenses for Councilman Wicklander. �/

TE,XAS WATER DEVELOPMENT BOARD FUNDS FOR FLOOD CONTROL
Mayor Lowe said that money has been made available to the TWDB
to help finance flood con-trol projects throughout the State , and
that he has been in contact with them regarding helping Friendswood
� � with work on the smaller creeks in Frier.dswood. When application
criteria has been developecj, the city will make a forrnal application.
AGREEM�NT WITH COUNTY RE KOCUREK CURVE - Councilman Wood�aid he
would—11��P thP mynutes to reflect that Galveston Couniy Commission-
ers Court has passed a resol.uti.on indicating official endorsement ��� ;^ -£
of' the agr. eement_ between rhe County and the City on acquisition
of right-of-way for straightening this curve on FM 528 on a 50/50
cost basis .
Councilrnan IVewman said that acquisition of this right-of-way is
nearing completion. She also said that the exr_hange of property

with Ray Utley is being finalized and she is working on disposi- !
tion of the city-owned lot in Quaker' s Landing. j ',
PLANNING & ZONING COMMISSION - Chairman Cress was present to
discuss communication between the Commission and Council on '
appointments to the Commission. He agreed that P&ZC recommendations �
should reach the Council in written form, and as]<ed that names '
of those being considered by Council for appointment be given to
P&ZC in writing. All agreed that the Council had the pre�gative
to make the appoinrtments withou�t in-put from P�ZC. It was suggested '
to Cress that P&ZC write up and adopt procedural rules For the �
Commission including an annual election of a chairman . i
When asked if he felt a liaison from Council would be beneficial ,
Cress said a liaison would be welcome but is not necessary. No I
official action was taken on this matter.
OPENING OP BIDS ON REPAIRS TO OLD AMBULANCE .- Mayor Lowe opened and � �
the single bid received from Superior Southwest , Dallas , at �
$12 , 682 plus $325 for pick-up and delivery. Mr. Morgan advised I
that this is more than money; allocated for this work and said he I
�'� would need to review the budget to see if additional funds can '
