Larry Sykora, United Methodist Church. � APPROVAL OF MINUTES - Minutes of a Regular Meeting of February 7 , � Special Meeting of February 14 , Regular Meeting of February 21 , approved as corrected. Minutes of a Special Meeting of February , 28 , approved as read. ANNOUNCEMENTS FROPZ THE MAYOR l. Mayor Lowe invited any new candidates to introduce themselves . Charles Talbot said he is running for position 6 , and gave i � a short run-down of his qualifications . Dickie Warren also i stated that he is running for position 4 . I 2 . The Mayor recognized several studen�s from San Jacinto College who were attending the meeting as part of an assignment in Government . He also introduced Dr. Sandra Quinn, head of the Government Department at San Jac and instructor for some of the students . 3 . Mayor said he participarted in the parade in Webster Saturday. 4 . He sa�d he has talked to Judge Ray Holbrook on his return from Washington ; the Judge states that Representative Jack Brooks wanted to discuss the Clear Creek Project with the Corps of Engineers before making a statement on the subject . 5 . Mayor Lowe read a letter he has written to the Department of Water Resources as]<ing that Friendswood be considered as a grantee for funds allocated by the 1981 Legislature , for flood relief work on our creeks. Council favored sending the lertter. PETITIONS � COMMUNICATIONS Orvil Storey of' Dunbar voiced displeasllre wirth the Drainage ( � District plans for wctrk on Mary' s Creek, and asked if �the " " 1 Council understands the plan and is in favor of it . Each � member of the Council said they do support the project , but advised Mr. Stor�ey that he should discuss his problems with rthe Dra.inage Commissioners . FRIENDSWOOD INDUSTRIAL DEVELOPMEIVT CORPORATION APPOINTMENTS Mayor Lowe introduced the severi appoin±ees to the FIDC Board `� ; � � and presented them with certifi.cates of appointment . Second: Stewart Vote : Unanimous POR MOTION CARRIED SEMINAR ON RUN-OFF REGULATIONS - Councilman Jordan said that she had talked to Paul Barker , an engineer from Espey-Houston , who teaches at Rice , who is learned in flood control. He has done � some reasearch in Friendswood and would come to Friendswood and I hold a seminar on run-off regulations for a fee of $350 . It was I decided that Councilmen Jordan and Wicklander study the proposal and recommend whether such a seminar , joint with the CCDD, would be beneficial. I 9�, DAMAGE TO CI.TSZEN' S HOME PROM SEWAGE BACK-UP - Mr. Morgan related I -; an incident in which a citizen feels the city is to blame for ,.` a sewage back-up which did considerable damage to her home , and ' she has requested reimbursement from the city. Mr. Morgan said � �'`':-. he does not recommend paying the c].aim. The City Attorney also 'was nPgative to payment for the damages . �n � MOTSON; (.Stewart) To accept the recommendation of the City ��x' Manager and deny the claim. I�faking certain changes to 7oning Ordinance - Third 3�� and final reading. 3 MOTTON: (.Wicklander) To adopt T-183 on third reading -�and. assign permanent Ordinance No . 83/2 ) Second; Jordari Vote ; FOR ( 6 ) Wicklander, Jordan , Brown , Wood , Newman , Lowe Councilman Stewart was out of the room for the vote. Should continue to appear on bills . 2 • City attorney presented a revised contract for collection of delinquen-t taxes . , � 3 . �greement being drawn up to permit police to -train officers in handling a boat using lake and ramp at SERA Park. 4 . Time for interlocal agreement with Drainage District re work on Mary ' s Creek. 5 . Status of revised subdivision ordinance . 6 . Mr. Morgan says another levee in the floodway has come to his attention and wi11 have to be denied. , � 7 . A disagreement between the engineer and a property owner regarding right-of-way on Greenbriar. ' � 8 • Two police cars in accidents over the week-end. � 9 . Mutual aid fire contract with Harris County has been received. � Fire Department President Penny Burke said the department � would have no objection to Council ' s accepting the conrtract . WARRANTS FOR APPROVAL By unanimous vote , the following warrants were approved for payment : I, General Fund #1052 - TML Workers Comp . $ 2 920 . 00 1067 - Best Wasrte Systems , Inc . 27 , 198 . 01 � �� � Two warrants , W�S #510 and 511 to Layne Texas for $19 , 563 . 73 `'' and $23 , 81II . 30 res ectivel P y , were not approved pending Mr. Morgan and the City Attorney reviewing the original contract for drilling , WW �5 and repair. s. for which these checks were prepared.
