Mayor Ralph Lowe City Manager Jim Morgan Councilmen: Todd Stewart Asst . City Manager Melvin Meinecke i Jan Jordan City Secretary Bobbie Henry i Loren Wood ', Evelyn Newman , Bob Wicklander Leon Brown - � With a quorum present , and with none absent , the following busi- ,� ness was transacted: � WILDERNESS TRAILS - REQUEST FOR RELEASE OF FUNDS � '� Tom Lay, Attorney representing Dr. C. Boone , developer of Wilder- C[ ness Trails Subdivision, requested release of $78 , 500 being held in es'crow for repairs of streets in the subdivision in the event �`�,'F defects appear within two years from April 14 , 1980 or until the �`;,` subdivision is 85% build out , whichever comes later. The City �` Manager said there are some streets which need repairs , and a sidewalk which is in the plans has not been built . MOTION : (Brown) To retain $10 , 000 in reserve for sidewalks � i and street repairs and return the balance of the eserow /�/� � funds to Dr. Boone ; unused portion of the $10 , 000 and �/�! �--� accrued interest to be returned to him when the work �� is completed. Second: Wicklander Vote : FOR ( 6 ) Brown , Wicklander, Lowe , Stewart , Wood, Newman A�AINST : Jordan MOTION CARRIED NEW JUSTICE OF THE PEACE - Mayor Lowe introduced Marilyn Lunney �;;`� who has just been appointed as Justice of the Peace for the new ,�� JP District where she will serve until January l, when the term '�� to which she was elected November 2 will begin. She asked and �' received permission to use Council Chambers to hold court . OPEN BIDS ON SALE OF OLD AMBULANCF, - The single bid received was opened and read from Texas A�M University for $5 , 000 . rYr. Morgan recommended that the bid be aceepted. Second: Jordan Vote : Unanimous FOR MOTION CARRIED COUNCILMAN NEWMAN REPORT ON MEETIN� WITH COUNTY COMMISSIONER �� `;' Councilmen Newman and 4dood met last week with Commissioner Paul s; Hopkins regarding paving of Moore Road and acquisition oF right- :�• of-way on FM 528 to straighten -the Kocurek curve. Hopkins said a all he needs in connection with Moore Road is a written request from the Council that the County do this work. �� /� MOTION: (Newman) That a letter be sent to the County making � c2 this request that the County pave Moore Road. Second: Wicklander Vote : FOR (5 ) Newman , Wicklander, Wood , Jordan , Brown AGAINST: Stewart ABSTAINING : Lowe (Conflict of Interest) She also reported that the Commissioner told them the County can probably share the cost of acquiring right-of-way for the Kocurek curve , and that the City ' s share �.s estimated to be $24 , 000 . Mr. Morgan , Councilman Jordan , and David Quick will look at the budget to determine where these funds can come from. Commissioner Hopkins requested that a Council liaison , preferably Councilman Wood, be appointed to work with the County on this right-of-way acquisition. I-� z �d� '�, Second: Newman `'�i Vote : FOR (6 ) Jordan, Newman , Lowe , Brown, Stewart , Wicklanc� ' ABSTAINING : Wood MOTION CARRIED � ANNEXATION - Councilman Wicklander stated that he does not feel it is in the best interest of the City to annex the "industrial district" area at this time , and proposed a meeting with EXXON �� people to discuss renewal of the non-annexation agreement with ",` them. Councilman Brown also voiced some doubts about the annexa- �a tion. Councilman Stewart said he still had some questions on the ;'��, subject. It was decided that these three Councilmen would request a meeting with EXXON representatives to discuss the possibilities of another multi-year contract in lieu of annexation. LIAISON APPOINTMENTS - Coun'cilman Stewart stated that he feels that Council liaisons to certain groups are in conflict with the City Manager' s authority as spelled out in the City Charter. Sn discussing which groups this would apply -to , those mentioned were Library Board, Parks & Recreation Board, and Police Department . The Police Department was the only one . which the Council all agreed would fall into this category. aa3l :> MOTION: ( Stewart) Thart , as a matter of policy, the City Q�� °1 Council not appoint any liaison to any -� "°" �:� departments or entities which fall under the direct � authority of the City Manager. � Second : Brown Vote : FOR ( 4) Stewart , Brown , Wicklander , Lowe AGAINST ( 3 ) Newman , Wood, Jordan MOTI02Q CARRIL;D FUTURE GROWTH COMMITTEE REPORT - It wa;, decided to postpone study of this report until next rneeting. `� CORPS OF ENGIN�ERS - Mayor Lowe read a l.etter fron the Corps in <' which they state that the Clear Creek project has been found to ';:� be "economically justified , environmentally sound, is in the "c, public interest , is publicly acceptable , is technically impleme.ntable , and is consistent with ATational policy and statutes . �� -2- I383 FRIENDSWOOD POLICE OUTSIDE COUNTY - Councilman Wicklander ' cited an incident on the night of November 5 when several `' � Friendswood police cars were observed at Bridgestone Apartments �' in Harris County. He asked the City Manager to find out if this was in response to a call for assistance from Harris County, and to get a list of such calls from Harris County during the past , few months . I � I BRAZOS RIVER AUTHORITY MEETING - Councilman Jordan plans to ! i attend this meeting Tuesday at 1 : 30 p. m. in League City to join � � a discussion on surface water the Authority proposes to furnish � — the cities in this area. APPOINTMENTS TO PLANNING & ZONING COMMISSION - Mayor Lowe asked !, for a closed session at the next meeting to discuss appointments for three positions on P&ZC.
