MINUTES OF A PUBLIC HEARING HELD BY THE FRIENDSWOOD CITY
COU1dCIL RELATIVE TO THE PROPOSED TAX RATE FOR 1982

� A public hearing , having been duly called and notice given
!, in accordance with law, was held by the Friendswood City Council
on Monday, November 1, 1982 , at 7 ; 00 p .m. in the Council Chambers
at City Hall , 109 Willowick , Friendswood , Texas , with the
following members of the Council present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Bob. Wicklander Finance Officer David Quick
Councilman Loren Wood Secretary Bobbie Henry

� With a quorum present , and with Councilmen Todd Stewart and
� Evelyn Newman arriving during the hearing , the hearing proceeded

Q Mayor Lowe called the meeting to order stating that the reason
for the hearing was to receive any in-put regarding the city ' s
proposed tax rate of 73 . 5 �. He explained that although this
, rate is less than the 77 . 5 � rate from 1981, the city' s revenue
from ad valorem taxes will be 28. 9% more than last year due rto
� increased evaluations .
Councilman Jordan explained how the 40% homestead exemption the
, city is allowing affects the tax revenue situation, whether or
not the homeowner has made application for this exemption.
Mr. Quick presented a written comparison between the 1981 and
1982 assessed value , tax rate , and amount of money generated,
with a break-down on how these funds are divided between general
funds and debt service .
Several requests for clarification were made from the audience.
No opposition was voiced to the proposed tax rate.
With no others expressing a wish to address the subject , the
Mayor announced that the Council will take a vote on the tax
rate at a regular meeting to be held on November 15 , 1982 .
The public hearing was adjourned at 7 ; 30 p.m.
