' MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
September 10 , 1982
A Special Meeting of the Friendswood City Council was held
at the City Hall on Friday, September 10 , 1982 , at 5 : 00
p.m. with the following members present :
Mayor Ralph Lowe
' Councilmen : Jan Jordan
', Evelyn Newman
Leon Brown
� City Manager Jim Morgan
City Finance Officer David Quick
City Secretary Bobbie Henry
'I � With a quorum present , and with Councilmen Wicklander, Stewart ,
,�..� and Wood absent , the business of the meeting was transacted
', � as follows :
, � Purpose of the meeting was to make some Pinal decisions on the
� porposed 1982-83 budget to be adopted Monday night.

Primary subject was to decide whether or not to give the Police
Department an additional pay increase above and beyond the
I designated across-the-boa.rd raise for all city employees .
A report from the citizens committee appointed to study the
morale problem in the Police Department indicated their recom-
mendation for a five percent increase for this department.
Their report indicated, however, that this recommendation was
based on a hurried study of the situation and comparison with
only a few other cities and because of the pressure of time
no considexation had been given to quality of performance and
other conditions which might bear conside.ration .
Councilman Newman also presented a survey which has been made
by the Police Department comparing salaries and benefits of
Friendswood with other cities .
Councilmen Jordan and Newman favored appr�oving this additional
five percent for the Police Department along with adoption of
the budget. Councilman Brown and Mayor Lowe said they would
like rto have t.h.e committee complete their study and, upon receipt
of a more camprehensive repor. t , award the increase retroactive
to October l , start of the new fiscal year.
Mr. Morgan stated that he was not opposed to giving the police
more money but he felt selecting one department for such con-
sideration would cause a morale problem with other city employees
and he would like to see a similar study made for the other
depar.tments .
No final decision was reached and no ofPicial action taken.
