MINUTFS OF A SPECIAL MEETTNG OF THE FRTENDSWOOD CITY COUNCIL
June 28 , 1982
A Special Meeting of the Friendswood City Council was held in
� the City Nall on Monday , June 28, 1902 , at 7 : 30 p .m . with the
I following members present :

With a quorum present , and with none absent , the following
business was transacted :

� ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
(.� 1 . Mayor Lowe read a letter inviting the City Council , all City
(� Employees , Committees and Boards to a Bar-B-Que in their
� honor , given by several citizens and merchants of Friendswood
� It will be held the evening of July 2 , 1982 , in the Arena Park .
2 . Mayor Lowe read a memorandum from the Planning and Zoning
Commission indicating that an assighed liaison for the purpose
of attending their meetings on a routir�basis was not necessary .
3 . Southwestern Bell notice of pre tiearing rate change schedule .
4 . The Mayor , and Councilmen Jordan , Newman and Wicklander , toured
the Creeks Saturday , June 26 , 1982 , with the Clear Creek Drainage
District .

5 . Community Bank dedication will be held July 1 , 1982 , at 10 :00 a . m .
DICK PEWTHERS
Mr. Pewthers addressed Council on the ditch in front of the
High School on Greenbriar. He told Coucnil . it was dangerous ,;,'��'
because of the drop off , that it had water standing in it ���
several feet at all times and the weeds distracted from the �''
over all appearance . Mr . Pewthers ask Coucnil if there was
any means by which they could get this ditch cleaned and
safer. Mr . Meinecke responded to Mr. Pewthers saying it
could be moped out with the drott but there were many projects
being undertaken at this time using the drott . Council ask�.�
Mr. Meinecke to look into the cost of tile for the ditch . ( est . 450 ft . )
GENERAL HOMES
A representative from General Homes addressed Council on an access „r��
problem during the close of Sunset Bridge . He indicated he would r��'�
like the use of more signs in order to assit potential clients in \�
locating his subdivision . Council ask?�the, City Manager to check
with the City Attorney on �ossibl,e variables for additional signs .
CLEAR CREEK DRAINAGE
Council discussed the spending of $4 ,OOOon engineering work on ,
Upper Mary ' s Creek . Municipal Engineer , Ted Bogren Counsutant , " �
— to CCDD is doing some work on the creek at this time .. Council 1h
asl�City Manager. to check into the leqality of whether the City can
give money to the CCDD or if it must contract with th"e engineer .
Cour�cilman Leon Brown told Council he had contacted all 23 people
on th.e south side of Coward Creek pertaining to right-of-way .
He had a pcsitive a.nswer from all 23 people . There are 8
residents on the other side and 4 had been contacted .
PUBLIC HEARING - RE�ENUE SHARING BUDGET
Mayor Lowe called the public hearing to order. The City of
Friendswood anticipates receiving $93 , 350 from federal government in
1982-83 . Mayor Lowe suggested to Council they use the money for

drainage projects . He p�lled the Council and the majority agreed this
would be the best use of this money . The public hearing was closed
A Public Hearing to discuss use of all Revenue Sharing funds
for drainage is to be called April 2 .
PHASE III STREET - STATUS REPORT
t�1alcolm Collins told Council he had a pre-construction conference
with the contractors last week . The street contractor will be
ready to start July 6 , 1982 , the stakes are in the ground on
Castlewood and the water lines have been moved .
PHASE B
� Mr. Collins informed the Council he is at a stand still having
i completed everything he could until the bridge over Chigger Creek
r , at Greenbriar is resolved . The plat and field notes on the proposed
�� right-of-ways have been written to extend Greenbriar b�ut has not
� been accomplished as yet .
Mr. Morgan told Council he had spoken to Mr . Roberts by telephone
and he had done some preliminary work on Greenbriar bridge but has
not obtained the 1979 flood elevation from the CCDD in order for him
to inject this into his design . Council as��Mr. Morgan to give them
a recommendation on July 6 , as to what can be done to expedite this
work.
WHISPERING PTNES BRIDGE
Malcolm Collins told Council it would cost approximately $70 , 000 to
;y $80 ,000 to repair Whispering Pines bridge . Harris County wants to
<nreplace the bridge . They feel 50 percent of the pilings are bad and
ihave o.ffered to pay half the cost to replace the bridge . Collins
feels repairing the bridge would only prolong the life for a few years .
\:He feels if the City could find the fands he would recommend replacing
the bridge at an approximate cost as estimated by Harris County of
$235 ,000 . He agreed with Mayor Lowe that the bridge has another �
- year . Councilman Brown asked about Galveston County paying half I
the cost of the bridge . Lowe replied the county had been approached
but wasn ' t re��ptive to the idea . Council ask Collins to talk
with Harris County engineers about installing load limit signs
for some protection .
HOUSTON LIGHTING AND POWER
�EMr. Grisham appeared before Council in relation to their proposed
'� rate increase . Mr. Grisham told Council the rate increase would
�� affect the Texas New Mgxico Power Customers by a cost of 8 percent .
� Houston Lig���Hd PowerS rate increase would only affect a few
Friendswood residents directly .
WINDSONG DRAINAGE
v .Mr. Meinecke met with the person purchasing a tract of land in
`,> Windsong where we are proposing to open a drainage ditch
; individual has no objections to opening the di�ch off Windsong
�? to Chigger Cre�k unless we destroy the trees along the ditch .
Mr . Meinecke thinks to do this we would have to dig another ditch
but would be worth while if the individual would give us the ease-
ment . It was suggested to wait until the purchase of the tract
is complete before proceeding with obtaining the easement . --
FIRE DEPARTMENT
�v' Penny Burke told the Council they would be willing to work with �
`'�' ��y member of the Council they appointed as liaison . Mayor Lowe
� ask Councilman Newman to be their liaison .
� Penny Burke addressed the problem of fire zone enforcement being .
non existent. Mayor Lowe told her to meet with the City Manager ,
Council liaison Newman and work out a recommendationin the best way to
handle the enforcement. Penny is���ited Council to visit the
Fire Station.'hhey have had a cle[u�up campaign and would be
having a 4th of July garage sale .

City Manager reported to Council on Ralph Wykes as having a
� very favorable recommendation from the sources he contacted . `-

� of Ralph Wykes , Jr . as a warrant officer with the following
� stipulations . The position to remain self supporting and l/�
� to be reviewed quarterly . �

CHANGES TO PERSONNEL POLICY - Mr . Morgan presented three changes
he proposes to make to the personnel policy as follows :
Delete : Section 3 , 01 - Wages and Salaries , Hours , etc .
D . 2 - Water and Sewer Department Overtime Policy
Changed : Section 4 . 04 - Transfers +'��'

Councilman Jordan wanted to also make a change in Item 303 . B accrued \�,;''
unused sick leave , but with no support from Council she asked that
the record reflect that she is opposed to inclusion of this item in
the policy
MOTION : ( Stewart) To approve the proposed changes to the personnel
policy as proposed by the City Manager . /��

Vote : Unanimous FOR MOTION CARRIED �
SALARY PAY PLAN - This plan presented by Mr . Morgan was set aside
for further study by Council .
