HomeMy WebLinkAboutCC Minutes 1982-05-31 Special 295 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL May 31 , 1982 A Special Meeting of the Friendswood City Council was held at the , Ci �y Hall on Monday , May 31 , 1982 , at 7 : 00 p .m. with the following ' members present : i , Mayor Ralph Lowe City Manager Jim Morgan Councilmen : Jan Jordan City Secretary Bobbie Henry ' Evelyn Newman City Attorney Larry Schenk Todd Stewart Loren Wood Leon Brown Bob Wicklander ', With a quorum present , and with none absent , the following business � was transacted : �� � CHANGING NRME OF CHOATE ROAD - Harris County Commissioner Bass t�i:� c9 has requested documentation of Council s action to approve making � this change from Choate Road to Dixie Farm Road . The secretary 13� � is to send a certified copy of Council minutes so reflecting . �n I � LINK ROAD BRIDGE - Commissioner Bass is again asking Friendswood ' s �,r ' cooperation in repairing this bridge . Collins was asked to make j3 � a report to the Council on condition of the brid9e . LETTER FROM FEMA - A reply has been received to a letter from Coun.cilman Wicklander requesting certain clarifieation on the status of Friendswood insofar as flood insurance is concerned , i . e . that Friendswood is in the Regular Phase of the Flood Insurance , but tS �`�1� that effects of improvments to drainage not yet completed will not �nT � be included in the new Flood Insurance Rate Map . These will be considered in a subsequent issue . A copy is to be furnished to each of the Council of this letter. REQUEST FROM DUNBAR ESTATES - Mary Brown requested that two persons �> from Dunbar be included in the Ma�or ' s Drainage Committee chaired � by Linn Eignus and comprased of representatives from Village Green �"' ` and Kingspark/Whitehall . Mayor Lowe stated that he had permitted Mr. Eignus to select his eommittee and would like to confer with him before appointing additional members to that committee . EMERGENCY PREPAREDNESS MEETING - Councilman Jordan , who attended the meeting , stated that she was disappointed that DPS has no firm recoinmenda'tions nor plans for evacuation of this area during a disaster . Other activities seemed to be satisfactorily covered , she said . Judge Holbrook and the County ' s EP official will be invited to attend a Council Meeting and discuss this matter with Friendswood officials . BIDS ON SUNSET BRIDGE - The question of trying to build this bridge at less cost was discussed at length . Cutting the length of the span from 100 feet to 70 feet was considered . This reduction would � ,`� ' necessitate more embankment work ; however , the City ' s Street Super- �,�` intendent said that if this work were removed. from the contract , ; he felt quite a savings would be realized by utilizing the dirt from I the street paving program,, leasing compacting equioment and hiring operators to handle this equipment , and using some City personnel if necessary to make the embankments . Since the engineer reports that the low bidder would not be willing to delete these items from his contract without an increase in price on Division A to $204 , 700 , including the $12 , 700 , and considering the $12 ,700 not contained as a part of his original bid , the primary consideration of Council was to award the contract to the second lowest bidder on his price of 296 $186 , 000 for the bridge ( Division A) only. The engineer had been unable to contact Star Concrete to see if they were agreeable to ° doing Division A only for their original bid price of $186 ,000 but wouldas certain if this were so and report back to Council on Tuesday , June 1 . Councilmen Wood and Jordan expressed concern over delay along with several people in the audience , inasmuch as time is of the utmost importance in an effort to complete the bridge prior to start of the new school year. The Council felt that the specific information was necessary from the second low bidder and the attorney prior to making a decision . Councilman Brown had made a written report on his opinion of the decision to proceed with the original plans of building the Sunset Bridge , poining up the need for dredging and the relation this would have to the size of the bridge , and the need for more complete planning prior to soliciting bids for any City project . Acopy of this memorandum is attached and made a part of these minutes . (�C�/� h MOTION : ( Stewart ) To recess the meeing till 7 : 00 p .m . on `� o�� Tuesday night during which time more complete information can be received from the second low bidder and the City Attorney. Second : Jordan Vote : Unanimous FOR MOTION CARRIED CLOSED EXECUTIVE SESSION - Held pursuant to Sec . 2 ( g ) Art. 6252- 17 of Vernon ' s Texas Civil Statues . No action resulted from the closed meeting . RECESS - Motion was made that the meeting recess until the appointed time on Tuesday evening . The motion was seconded and passed unanimously . The meeing was recessed. TUESDAY , JUNE 1 , 1982 The meeting was reconvened at 7 : 00 p . m . on June 1 , with all members present . MUNICIPAL COURT INTERIM JUDGE Dick Atcheson reported to Council that he has met with former Judge Fred Edwards , that he will be filling the bench until a permanent judge is appointed . SUNSET BRIDGE BIDS Mr. Morgan reported that he has talked to the City Attorney and was advised that the low bidder was in default by not bidding on the additional pilings , . whatever the reason , therefore could not be i awarded the bid ; however , they should be so advised and given an opportunity to appear before Council before the contract is awarded to another contractor . Engineer pon Roberts said that he has spoken to the second low bidder , Star Concrete , and that they are in agreement to permit the deletion of certain segments of the job if the city wishes to do some of these by force account , without a change in their original bid price of $186 ,000 . Further , Star estimated the cost of a 70 foot span bridge as between $172 ,000 and $179 ,000 . Melvin Meineke , City Director of Public Works , stated that he could realize a considerable savings by handling the embankment work . MOTION : (Jordan ) That it is the intent oF Council to : a��� �1 ) Reject the bid of Peabody Southwest based on a default in their bidding , and that they be so notified and advised that they may appear before Council to address the matter ; ( 2 ) Award the bid for bridge only to Star Concrete ; and ( 3) To handle Divisions B and C of the bid documents by force account . 297 ^ Second: Newman Vote : Unanimous FOR MOTION CARRIED %}1. DRAINAGE - Larry Bell of the Drainage District stated that he feels �a the drainage plan as proposed by Engineer Ted Bogrin is adequate �� for the Greenbriar area and would help the drainage situation there . ' Councilman Brown said the engineering design on Coward Creek from I ( FM 518 to Brazoria County line should be implemented and he i would like to see dredging on Coward Creek started right awary .
