' MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
May 24 , 1982
A Special Meeting of the Friendswood City Council was held in
the City Hall on Monday, May 24 , 1982 , at 7 : 00 p .m. with the
following members present :
� Mayor Ralph Lowe City Secretary Rurth Henry
� Councilman Todd Stewart City Manager Jim Morgan
__ Councilman Loren Wood
Councilman Evelyn Newman
Councilman Leon Brown
Couneilman Bob Wicklander (arrived 7 : 45 )
Councilman Jan Jordan
With a quorum present , and with none absent , the following
business was transacted:
� Mayor Lowe called the meeting to order and adjourned for a
closed sesstion. (Sec 2 (g) Art . 6252-17 VTCS)

`�C SELMA ENGLE - ADDRESSED COUNCIL

I Selma told Council work done on North Shadowbend for the
standing water in fornt of her home has not helped the �`) "
problem. She told Council it had caused- greater flooding `
in the area. Mr. Meinecke said the appropriated funds have been
used for work done but are not sufficient to complete the project
as recommended by the engineer. Mr. Morgan was asked to furnish
Council with copies of the original engineering proposal.
I OPENING OF BIDS ON SUNSET BRIDGE - The following bids were opened
and read by the Mayor:

with the Engineer for recommendation to Council. �

Vote : Unanimous FOR MOTION CARRIED
Mayor Lowe called a special meeting for 7 : 00 p .m. Thursday to
award the bid.
DRAINAGE ON LOCKMOOR - Malcolm Collins said that since no definite
elevations on the area existed, he shot some elevations and found
that the entrance to Lockmoor is approximately 24 inches below
the rest of the area causing the water to run to this point . He
said if the berm art the end of the street is replaced, Lockmoor
would get some relief. The water would then flow across the vacant
land near FM 518 and into Chelsea, eventually ending up back in
the same place. He said that if the berm could be extended to
FM 518 and the ditch to Mary' s Creek cleaned out , a more permanent
relief might br realized.
` Councilman Brown said that since work on the berm would involve
getting approval from Brazoria County , that the matter might be'
a part of the discussion with the Drainage District on June 14 .
Mayor Lowe pointed out that extendi'� the berm would tend to flood
Lloyd Rathburn ' s land and he suggested detouring the berm around
Rathburn ' s property , thus protecrting it and yet imposing only the �...y
rainfall from his property on the subdivision. �'
Mr. Meineke is to be instructed to dump and compact two or three `�1
loads of dirt at the end of Lockmoor , lessening the water flow
down the street some nine inches .

ANNOUNCEMENTS & REPORTS
l. Mayor Lowe read a letter from Jack and Gratia Lousma and
Gordon and Marie Fullerton thanking the community for the
reception and welcome they received as a result of their
space flight .
2 ..,,JMayor Lowe asked Councilmen Wicklander and Stewart to
"° evaluate specific areas of the City where retention ponds
might be considered as flood prevention. It was suggested
that this information might be included in an overall drainage
plan.
3 . Mr. Morgan gave a status report on street work currently
being done as part of the annual program. He also stated that
work is proceeding on moving water lines necessary for con-
struction of new streets under the bond project .
4 . David Quick gave Council a print-out and reviewed with them
the present status of the City' s financial condition.
AWARDING BID ON STREET BOND PROJECT - PHASE A
�/� MOTION: (Wood) To accept the recommendation of the City Engineer
� � :,j and award the contract to John Carlo Texas , Inc . on his bid
'; of $481 , 881 , with 75 days completion time , on the proviso
�'� that precautions be taken in the contract to avoid any
� over-run on the contract price.

Vote : Unanimous FOR MOTION CARRIED
�/�` MOTION: CWood) to hire a full-tim�,inspector for this job,
�'�, to be furnished by Coenco at an approximate cost of
$18 . 25 per hour.

Vote : Unanimous FOR MOTION CARRIED
NORTH INTERCEPTOR SEWER LINE - Mayor Lowe has discussed with the
Texas Department of Water Resources an option to delay building
c's this line until next year. There was some discussion of the
� possibility of reducing the cost of building the line .

^.v MOTION: (Wicklander) To direct the City Engineer to review the
��/� h existing plans for this line and give Council a cost
eG estimate on the project .

Vote : Unanimous FOR MOTION CARRIED
LETTER FROM SCHOOL BOARD RE LIAISON EXCHANGE - The Board indicated
they see no necC�ssity for regular liaison ; however they suggested
that the School and City exchange agendas so that if one entity
has a particular interest on the agenda of the other entity, then
a representative could be assign to attend the meeting in question .
