HomeMy WebLinkAboutCC Minutes 1982-05-10 Special 285 MIfdUTES OF A SPECIAL MEETIN6 OF THE FRIENDSWOOD CITY COUNCIL May 10, 1982 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday, May 10, 1982, with the following members present: Mayor Ralph Lowe City Secretary Bobbie Henry Councilman Bob Wicklander City Manager Jim Moegan Councilman Jan Jordan Councilman Todd Stewart Councilman Evelyn Newman Councilman Loren Wood Councilman Leon Brown With a quorum present, and with none absent, the following business was transacted: � PRESENTATION TO MRS. EDWARD ZEITLER - Mayor Lowe presented a plaque � and Ed' s Council portrait to Mrs . Lorna Zeitler in memory of Ed's � ten years of service as a City Councilman. � � DONATION TO CITY - A Chevrolet police car and $1 ,000 for its ^.• , r � operation has been donated to the City in appreciation for the .y� "diligent performance of the officers of the Friendswood Police ��'' Department. " The donar wished to remain anonymous. Mayor Lowe voiced some concern over such a gift without knowing who made the donation. MOTION: (Brown) To accept the gift on behalf of the City and the 7/ Police Department. (�yU Second: Newman d� MOTION TO AMEND ORIGINAL MOTION (Wicklander) Write a letter __... of acknowledgement and appreciation, but also making it ��� clear the if the donar applies for any work with the City of bids on any purchases of the City, that he can _'} not be considered. 'V Second: Wood VOTE ON AMENDMENT : Unanimous FOR VOTE ON ORIGINAL MOTION: FOR: Brown, Newman, Wicklander, Wood, Jordan, Stewart AGAINST: Lowe MOTION CARRIED PUBLIC HEARING ON REVISION TO SUBDIVISION ORDINANCE - A public hearing has been called to consider inclusion in the Su division Ordinance and the Flood Prevention Ordinance the statement, "The controlled release of stormwater runoff from all developments that contain an area in excess of one acre shall not exceed the base runoff rate of the natural land prior to development. " The public hearing was called to order and the following citizens spoke: Paul Schrader, Gail Buckner, Charles Hooks , and Jim �ogas representing the Clear Creek Drainage District. Guest speakers were: Bill Wooley of the Corps of Engineers: Jim Green, Director, Harris County Flood Control District; and Joe _ Trayhan, Chief of Engineering Division, Corps of Engineers. Council members and citizens were permitted to ask questions of the speakers. Conclusion was that an overall study will be made and a workshop with the Drainage District will be held on June 14 to determine that action will be taken. 286 aa� BUDGET REVIEW WITH FINANCE OFFICERS �q � David Quick presented Council with a memo showing speci£ically �,''` the reasons for a request from the Fire Department for additional �' funds as (1) Invoices from 1980-81 paid out of current budget funds, and (2) Items which the city is obligated to pay under the Fire Dept./City contract, but which were inadver- tently omitted from the 1981-82 budget. He also called attention to the extreme increase in electrical � bills which, if continued, will necessitate a considerable adjustment in the present budget. Mr. Morgan was asked to investigate why the light bill for the SwZmeadow Fire Station is so near the billing for the main station on Friendswood Drive. RESOLUTION #882 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD INDORSING THE U.S. ARMY CORPS OF ENGINEERS CLEAR CREEK FLOOD CONTROL PROJECT was introduced by Councilman Wicklander. ��pe(� MOTION: (Wicklander) To adopt Resolution #882.
