MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
, April 5 , 1982
A Special Meeting of the 'Friendswood City Council was held at
the Ci�y Hall at 7 : 30 p. m. on Monday , April 5 , 1982 , with the
', following members present :
' Mayor Dale Whittenburg City Attorney John Olson
Councilman Todd Stewart City Manager Jim Morgan
Councilman Ed Zeitler City Secretary Bobbie Henry
Councilman Loren Wood
Councilman Bob Wicklander
With a quorum present , and with none absent , the following business
was transacted:

' (' ANNOUNCEMENTS FROM THE MAYOR
� l. Mayor Whittenburg read a proclamation setting the week of
April 5 as City Employees Week and he personally thanked all
Iof the employees for a good job during his term in office.
i2 . He introduced �alveston County' s new Commissioner Ben Black-
ledge , Galveston County Judge Ray Holbrook , and Mayor candidates
i Mary Brown and Paul Schrader. The latter two thanked the
I citizens for their votes and offered their services to the City
during the coming year.
RESOLUTION #RS-82 DECLARING RESULTS OF ELECTION AND CALLED RUN-OFF
_ ELECTION FOR POSITION #5 - Results of rthe April 3 election were
read as follows :
, FOR MAYOR: Ralph Lowe 1182 votes
Write-in: 1 vote Paul Schrader 824 votes
Evelyn Newman Mary Brown 293 votes
COUNCIL POSITION #1 Leon Brown 1249 votes
, William Taliaferro 848 votes
COUNCIL POSITION #3 Evelyn Newman 1139 votes

', Vote Unanimous FOR MOTION CARRIED �
i OATH OF OFFICE - Judge Holbrook then administered the Oath of
Office to Leon Brown, Evelyn Newman , and Ralph Lowe , and they took
� their seats at the Council table .
Mayor Lowe then announced that a reception had been prepared at
the Library and invited everyone to go there £or refreshments .
� During the reception Mayor Lowe introduced representatives from
I Galveston County, Brazoria County Drainage District #4 and the Corps
, of Engineers who al1 recommitted themselves to supporting and
expediting the Corps ' Clear Creek Projeet.

When the Council Meeting reconvened, the following subjects
were handled:
AUCTION OF SURPLUS CITY EQUIPMENT - Mr. Morgan reported that the
three new police cars are now in service , that the original plan
was to sell off three of the older. .cars being replaced .due to high
maintenance costs , and that Pearland is holding an auction soon
and he would like Council permission to offer these cars for sale.
��� MOTION: (Stewart) To take the matter under advisement and give
the City Manager an answer at Next week' s meeting .

Vote : Unanimous FOR MOTION CARRIED I
iJfEMERGENCY APPROPRIATION FOR FIRE DEPARTMENT - Mr. Morgan explained
�� that no provisions were made in the present budget to cover some '
� $2 , 000 in bills carried over from the last fiscal year, and to
repair the roof of the Fire Station which is leaking badly, and
some electrical repairs amounting to some $10 , 000 . Mr. Morgan was
asked to see if he could find funds to cover these necessary
,.J expenses .
�,,� IiVDUSTRIAL DEVELOPMENT CORPORATION - Councilman Wicklander '
r�� reported that the Board has met and have started working on by-
laws . i
CALLING PUBLIC HEARING ON REZONING - Request from Stuart to I
rezone property at the corner of Melody Lane and FM 2351.
�"/ /�� MOTION: (Wood) To call a public hearing for April 26 , at 8 : 00 ��
�.��` p .m. jointly with P&ZC to consider this request . I

Vote : Unanimous FOR MOTION CARRIED �
PUBLIC HEARING ON CHANGE TO SUBDIVISION ORDINANCE - This hearing i
was tabled from last month rto be held on April 26 . Mayor Lowe
stated that he would like the Cops of Engineers to be present �
since this deals with run-off and flooding and their views would
be pertinent to the subject.
WARRANTS FOR APPROVAL - By unanimous vote , the following warrants
were approved for payment :

Check #2063 from the Friendswood Fire Truck Fund to the
Volunteer Fire Department for $1733 . 69 was put on i
hold temporarily.
TRIBUTE TO ZEITLER - Mayor Lowe stated that the name of Ed Zeitler '
as an out-going Councilman was not mentioned earlier in the evening
and, in view of the fact that Ed has�served the city as Councilman
for ten years , he would like the recod to reflect that Zeitler
was a very £ine man , he was a good councilman , that the City will �
miss Mr. Zeitler and he , as Mayor , wishes the very best for Mr. �
Zeitler in the future. Council agreed in his expressions .
COUNCILMAN AUTHORIZED TO COUNTER-SIGN CHECKS Mayor Lowe designated
Councilman Wicklander to counter-sign checks . with the City Manager,
City Secretary, or Finance Officer. This action will be ratified
by council action next week.
MAYOR PRO-TEM - Councilman Stewart was appointed by Mayor Lowe to �
ser�e as Mayor Pro-te��, with the action to be ratified by Council
nest week.

ADJOURNMENT - Motion was made and seconded that the meeting
adjourn . The meeting was adjourned.
