MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
March 15 , 1982
A Regular Meeting of the Friendswood City Council was held at the
City Hall on Monday, March 15 , 1982 , at 7 : 30 p.m, with the follow-
ing members present :
Mayor Dale Whittenburg City Attorney John Olson
Councilmen: Ed Zeitler City Manager Jim Morgan
', Loren Wood Acting City Sec. Ruth Henry
Todd Stewart
Bob Wicklander
With a quorum present , and with none absent (Brown and Schrader
having withdrawn from Council to run for mayor) the following
business was transacted:
INVOCATION was given by Rev. Judd Edwards , Heritage Park Baptist
Church.

� READING AND APPROVAL OF MINUTES - Minutes of a regular meeting of
� March l , approved as corrected.
� ANNOUNCEMENTS AND COMMUNICATIONS
� l . Councilman Wicklander reported on the committee which is making
preparations for the FEMA public hearing on March 18 relative
to flood insurance in Friendswood.
2 . Councilman Wicklander also announced that the Police Department
"Officer of the Month" is Lynn Waldrip ; "Reserve Officer of the
Month" is Bill Jobe.
3 . Councilman Stewart stated that he has met with officials of HGAC
I and will be working with them on various projects in the future .
� 4. Mayor Whittenburg opened the floor for any candidates for public
office to say a few words regarding their candidacy. Those
speaking were Jan Jordan , Paul Schrader, and Louis Hackney.
PETITIONS AND COMMUNICATIONS
l. Hal Granger requested that special attention be given to late
water meter readings during the last billing period, since this �``
reading is one of two which will determine the basis for sewer r���
charge for the coming year. He stated rthat the meters were read
late, 8 to 10 days , which if not adjusted will result in a
higher rate for sewage treatment .
2 . Lynn Chatham. stated that two of the candidates running for office
appear to be in violation of the Charter inasmuch as their names
are on a list of past-due taxes from the Tax Office. The City �
Attorney pointed out that the requirement that a candidate owe '
no taxes at the time he files for office , has not been proven t'`
in court to be a legitimate reason for removing a candidate ' s
name from the ballot. He also stated that if a candidate ' s
eligibility is to be questioned, it would not be done by the
City Secretary (as election official) nor by City Council , but
would have to be .by filing charges in District Court by an
opposing candidate.
3 . Dr. C. Boone has requested the City to release a portion of the
$78 , 500 cash bond he has deposited with the City. This bond
was required at the time Wilderness Trails Subdivision was ,;';I `
accepted for maintenance by the City, to be used, if needed, to
repair streets in rthe subdivision if the need should occur
within two years or until the subdivision is built out 85% .
MOTION: ( Stewart) To release $60 ,000 of the bond funds to �/i
Dr. Boone at this time . ��

REPORT ON KINGSPARK/WHITEHALL DRAINAGE DITCH

�� Melvin Meineke , Director of Public Works, reports that two city
\ employees walked through the 60" underground storm sewer pipe and
� found it to be open all the way. A city employee crawled through
the 36" pipe from the north ditch on F.M. 518 to the beginning of
the pipeline and found no blockage in this line.
1. AWARDING BIDS ON PICK-UP TRUCKS - Mr. Morgan has recommended that
;:' the Parks truck be purchased from Pearson Chevrolet for $7 ,694. 11,
�� and the Water & Sewer Department truck be purchased Erom Bud Brown
�\ Ford for $6 , 253 . 18 .

�` MOTION: (Wicklander) To appoint Charles Colt as a Reserve
Police Officer, on recommendation from the Chief of Police .
Second: Zeitler
Vote : Unanimous FOR MOTION CARRIED
PROCLAMATIONS - Two proclamartions were read designating (1) March 22
through March 29 as "Commander Jaek Lousma Week" and March 30 as
�+ "Commander Jack Lousma Day" in honor of this Friendswood citizen ' s
�' flight as commander of the Columbia' s third voyage into space. The
`� proclamations were read and presented to the Commander' s wife ,
Gratia Lousma. The proclamations urged citizens to pay special
tribute to space shuttle personnel by displaying American flags
during the flight.
ADJOURNMENT - Motion made and seconded that the meeting adjourn.
The meeting was adjourned.
