Bobbie Henry ' Paul Schrader Loren Wood Ed Zeitler Bob Wicklander Mary Brown With a quorum present , and with none absent , the following business was transacted: � INVOCATION - Rev. Sam Broughton, First Baptist Church �� � READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting � of December 21 , 1981 , approved as corrected. � � PUBLIC HEARINGS ON REQUESTS FOR REZONING For the purpose of a joint public hearing on two rezoning requests , the following members of the Planning & Zoning Commission were present : Ken Hoppe , Bi11y Glines , Glen Cress , Leon Brown. The hearing was called to order by P&Z Chairman Brown. Mrs . Louise Bacon was asked to explain her request to rezone seven acres where her home is located in Polly Ranch from R-1 to R-4 . Don Massey , speaking as Presidenrt of the Polly Ranch Estates Homeowners �±,�' ; Association, said that members of the Association are opposed to \' - making any changes to R-1 zoned property in that area, stating that he felt this might lower the intrinsic value of his and other residential property in Po11y Ranch. Two other speakers voiced opposition to rezoning ; one resident who lives elosest to the Bacon home had no objection. It was pointed out during the discussion that the Bacon property lies between two parcels already zoned for multi-family and the property across the street from this is also multi-family. Louis Hackney, requesting that 10 acres be rezoned from R-1 to <,')' R-6 (mobile home park) in order to permit him to locate a mobile '�� home there for his son to live in. After some discussion , Mr. Hackney stated that he would be willing to change his requesrt to rezoning of a 100 ' x 100 ' parcel of land. He was told that if he would submit the metes and bounds of this 100 ' lot to P&ZC , they would consider his request on this basis . The public hearings were adjourned. BOND SALE - Frank Ildebrando of Underwood-Neuhaus outlined the steps leading up to a bond sale , stating that he felt bids would be in for opening by the 25th of January and asked for authoriza- �;l' tion to set this date. MOTION: (Wood) To authorize setting of January 25 a� 7 : 30 p .m. for sale of the city' s street bonds . �� Second: Zeitler _ S Vote : Unanimous FOR MOTION CARRIED �� �36 SPECIAL ANNOUNCEMENTS Mayor Whittenburg announced that he and his wife have adopted � an eight-month old little girl named Brandy Michelle. F4� �;� Councilman Brown called attention to work being done on drainage .,',,, ditches near Choate Road , stating that she wants to discuss this with the Drainage District Board. Councilman Schrader cited announcement of a meeting to be held on January 26 wherein the United States Army Corps of Engineers will be presenting a plan for rectification of Clear Creek. He urged Council and all citizens to attend the meeting and support the Engineer' s plan. ORDINANCE #81/27 - AN ORDINANCE AMENDING ORDINANCE 323 KNOWN AS THE SIGN ORDINANCE . MOTION: (Wood) To pass Ord. #81/27 on second reading. Second: Brown Vote : FOR (5 ) Wood, Brown, Stewart , Schrader, Wicklander AGAINST (2 ) Zeitler, Whittenburg MOTION CARRIED WARRANTS FOR APPROVAL - By unanimous vote , the following warrants were approved for payment : General Fund: #7990 - Wartex Oil $2 �gg� , sg 7995 - Friendswood Volunteer Fire Dept . 14 , 375 . 54 8000 - Earl Lairson & Co . 5 , 340 . 00 ADJOURNMENT - Motion made that the meeting adjourn.
