HomeMy WebLinkAboutCC Minutes 1981-10-19 Regular 209 MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL October 19 , 1981 A Regular Meeting of the Friendswood City Council was held at the City Hall at 7 : 30 p.m. on Monday, October 19 , 1981 , with the following members present: Mayor Pro-tem Paul Schrader Acting City Manager Melvin Meinecke ' Councilmen: Mary Brown City Attorney John Olson Loren Wood City Secretary Bobbie Henry Ed Zeitler Robert Wicklander Todd Stewart With a quorum present , and with Mayor Whittenburg absent , the following business was transacted: INVOCATION - Rev. Judd Edwards , Heritage Park Baptist Church. � REPORTS FROM COUNCIL � Councilman Brown reported that the Future Growth Committee has � completed their study and submitted report to the Planning Com- � mission for their review . � Councilman Wicklander reported that Ron Maine was selected as Police Officer of the Month,. and Clarence White as Reserve Officer of the Month. Councilman Wood said that the Drainage District has begun work ¢?C.�. -as� on Item 1 in the recent letter from Council having to do with the culvert on Mary ' s Creek. Mayor Pro-tem Schrader, on behalf of the Council , thanked all of those who participated in Saturday' s Operation Clean-Sweep. BOND ISSUE PUBLICITY - An informational brochure draft was dis- cussed by Council and suggestions for minor changes . The final brochure will be mailed out by the City to all households in the city prior to the election. COOPERATIVE PURCHASING WITH HOUSTON OF POLICE CARS - Houston is considering allowing surrounding cities to purchase police cars as a part of their bids , possibly at a savings to the smaller purchasers . Purchasing would be done by H-GAC. MOTION : CWood) For the City to proceed with preparation of an agreement with H-GAC for procurement of equipped policef� cars. �/ Second: Zeitler MOTION: CWicklander) To table the motion till the first meeting in November when a decision should be reached by Houston on� such a program. � Second: Zeitler Vote : Unanimous FOR MOTION CARRIED �/ CMayor will be voting in future) COST REDUCTION PRESENTATIONS - Jimmy Holland and Phyllis Lee were presented gold pen and pencil sets £or the outstanding employees in the Cost Reduction Program for 1981 . RESOLUTION R13-81 - Endorsing Proposition #4 , Creating a Water Trust Fund , to appear on the November 3 ballot . MOTION: (Wood) To adopt Resolution R14-81 . /� Second: Stewart � Vote: Unanimous FOR MOTION CARRIED �.� 210 JOHNSON-LOGGINS DITCH - ENGINEERING EVALUATION OF THE EFFECTS OF THE ANGLE OF ENTRY ON CLEAR CREEK ����g) MOTION: (Stewart) To refer the evaluation to the City Engineer for his review and report to Council. Second: Zeitler Vote : Unanimous FOR MOTION CARRIED #81/24 - CHANGING THE CITY CODE, SETTING NEW RATES FOR GARBAGE SERVICE - lst reading . MOTION: (Wicklander) To approve Ord. #81/24 on first reading . Second: Zeitler Vote: Unanimous FOR MOTION CARRIED CHECKS FOR APPROVAL - By unanimous vote , the following checks were approved: W & S Fund #3735 - Gulf Coast Waste Disposal $ 18 680 . 75 3736 - Gulf Coast Waste Disposal g , p2g , �2 Waste Disposal Fund #554 - Texas Sterling 39 ,166 . 12 555 - Engineering-Science 17 , 299 , 30 556 - Engineering-Science 17 ,179 . 36 CENTRAL APPRAISAL DISTRICT (HB 30 ) - Fred Musgrove explained some points on this legislation as it relates to proposed annexation of the areas in Harris County. DEFERRED - Items on the agenda not addressed were: Awarding of bid for police cars , and Public hearing on application of H L & P for rate increase . CLOSED EXECUTIVE SESSION - Pursuant to Sec . 2 (e) Art. 6252-17 VTCS . No action resulted from this session. ADJOURNMENT - Motion made and seconded that the meeting adjourn.
