HomeMy WebLinkAboutCC Minutes 1981-08-24 Special 183 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL August 24 , 1981 A Special Meeting of the Friendswood City . Council was held at the City Hall on Monday, August 24 , 1981, at 7 : 30 p.m. with the following members present : Mayor Dale Whittenburg City Attorney John Olson Councilmen Loren Wood City Manager Jim Morgan Mary Brown Acting City Secretary Bill Rankin Todd Stewart Bob [4icklander Pau1 Schrader Ed Zeitler With a quorum present , and with City Secretary Bobbie Henry absent , the following business was transacted : � INVOCATION was given by Councilman Wood (� PROCLAMATION - To Debbie Rice who recently won the U. S . record Q� � for speed skating. � OPENING OF BIDS ON COMMERCIAL AND RESIDENTTAL GARBAGE SERVICE , Bids were received from Best Waste Systems Inc. , Weisinger �`�i, Services , Tnc. ; Dispose-A11 ; and Browning Ferris Industries , � and examined by Council. (Due to the nature of these bids , a tabulation will be made and attached to the minutes of the next Council Meeting) MOTION: (Zeitler) To refer the bids to the City Manager for / � examination and recommendation to Council. �j� Second : Wood / Vote : Unanimous FOR MOTION CARRIED CABLE TV COMPANY PUT ON NOTICE MOTION : (Schrader) That the Mayor, pursuant to Sec. 28 , Para. D. of Ordinance 79/18 (MECA CATV FP�SNCHISE) cause a written notice to be served upon the MECA Corporation �/ notifying them that an ordinance will be considered on � the 16th day of November , 1981, which will terminate � MECA' s franchise with the City of Friendswood unless com- �'' pliance with the ordinance , specifically Sec. 12 , Para. C .�� and Sec. 22 , Para. d, as indicated to them in writing \,` by letter the 22nd day of July 1981 from the City of Friendswood to MECA, is accomplished prior to the 2nd day of November, 1981, and further that such written notice indicated that a public hearing on sueh proposed termina- tion will be held on the Sth day of October, 1981. Second; Wicklander Vote : FOR (.5 ) Zeitler , Stewart , Wicklander, Schr der, Wood AGAINST: Brown (.Mayor was abs,ent from the �oom) MOTION CARRIED ENGINEERING REPORT ON IMPERIAL ESTATES DRAINAGE - Malcolm Collins repo.rted that e has had levels run along South and North Shadow- , bend, starting at Quaker Drive, and has found several drainage problems which need to be resolved. He reported that there are •„� several drainage pipes: he has not been able to determine where ��� they go , and that two inlets near Quaker on either side of South Shadowbend which a�e too small to handle the run-off at this point, Several questions from Council will need further study by the Engineer. MOTION: (:Brown) To table the subject pending receipt of �n add.itional information from Mr. Collins . �K Se.cond: Wbod ��1}/ U 184 Vote : £OR ( 5 ) Brown, Schrader, Whittenburg, Wood, Wicklander AGAINST (2 ) Zeitler, Stewart PERSONNEL POLICY - Councilman Zeitler stated that he would like to see Council adopt the new personnel policy which has been prepared. Suggestion was made that Zeitler , Stewart , and the City Manager review the policy and make changes in accordance with in-put from the other Council members.
