HomeMy WebLinkAboutCC Minutes 1981-08-17 Regular � 177 MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL August 17 , 1981 A Regular Meeting oF the Friendswood City Council was held at the City Hall on Monday , August 17 , 1981 , at 7 : 30 p.m, with the following members present : � Mayor Dale Whittenburg City Attorney John Olson Councilmen: Mary Brown City Manager Jim Morgan Bob Wicklander City Secretary Bobbie Henry Edward Zeitler Loren Wood Paul Schrader � Todd Stewart With a quorum present , and with none absent , the Pollowing business was transacted � INVOCATION was given by Rev. Mike Kotrla, Minnetex Community ti--0 Bible Church � READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting �° of August 3 , approved as corrected . � PUBLIC HE�IRING ON GENERAL BUDGET FOR 1981-82 � The mayor called the hearing to order. Councilman Schrader explained the budget procedure. Copies of the budget were available for citizens in attendance. No one expressed a wish to speak regarding the budget , so the hearing was closed. PUBLIC HEARING ON REVENUE SHARING BUDGET FOR 1981-82 Mr. Morgan explained the proposed use of revenue sharing funds for the coming year. No mequests were made to speak , thus the hearing was closed. HL�P REQUEST FOR ELECTRIC RATE INCREASE-Mayor Whittenburg asked for Council support to pursue opposition to this increase . The City Attorney stated that the most effective way to oppose the increase would be to make the City a party to Houston ' s actions to stop the increase . The Attorney wi11 contact TMl and Houston on the matter and will be advising the City on the matter. PETITIONS FROM THE PUBLIC Tom Woods has asked for reimbursement for a tire which he claims was ruined when his son ran over a stake left� in :th�e �.street by city workers. The insurance company has refused to pay, and he says that he is looking to the City to handle the matter properly. Council directed Mr. Morgan to investigate the situation further and if it appears the nity�was at fault , to reimburse Mr. Woods the $65 . REPORTS FROM COUNCIL 1 . Councilman Wicklander reported that certain conditions have again highlighted the need for legible house numbers throughout the city. Since this is required by orelinance , plans now are to include a notice of this requirement in the mailout to residents giving emergency preparedness information. 2 . Councilman Wood called attention to a workshop to be held by H-GAS on November 10 - Subject: Local Government Financial Resources . 3 . Councilman Zeitler reported on a meeting of the Blackhawk Advisory Board with Gulf Coast last Thursday with representa- tives from Houston , MUD 55 and Friendswood (Clearwood absent) . These meetings will be held bi-monthly. Primary subject was power cost . To expedite handling of operating cost billings for Blackhawk plant , Gu1P Coast agreed *o compute the eleetric bill for the month rather than waiting for actual bill . � 178 MECA CABLE TV - Henry Peraza reported on the status of service � and installation at the present time , and stated that he will be back next week to request a 60-day extension for completion. ti Councilman Schrader stated that he feels that the City wants �, a specific commitment as to when thg work will be completed , and some consideration for lost revenue due to MECA' s delay in gett"ng service started. � Next week' s agenda will include "Consideration for extension of time for MECA. " , RESPONSE FROM ENGINEERING SCI�NCE ON INTEREST CLAIMED BY CONTRAIITORS I Mr. Morgan was called from the meeting due to an auto accident i involving one of his employees , so this item was deferred until� next Monday night. STREET IMPROVEMENTS IN IMPERIAL ESTATES - Mr. Collins has repor�ed that surveying and investigation necessary to make a recommenda ion has proven to be more time consuming than had been anticipated ;� therefore , his report will not be ready until possibly next week. °f� COUNSELING SERVICE CONTRACT - A contract has been drawn up by t�e 1`�z` City Attorney which would permit the present service to continu� , as a part of a larger non-profit organization, at a set fee fro the City of $30 ,000 . Mrs: Bowman , a local practicing psycholog ' st , has requested that she also be considered to furnish counseling service for the City. I' 1 �/�� MOTION: (Zeitler) To solicit proposals for counceling service � b ` for the City, responses due by September 1; proposals to be reviewed by the Community Counseling Advisory Bo��rd and recommendation made to Council. Second : Stewart Vote : Unanimous FOR MOTION CARR�ED � � � Jp I MOTION: (Zeitler) To call a joint public hearing with the , l b Planning Commission for 7 : 30 p.m. September 14 , to consider the proposed revisions to the Sign Ordinance � (including the change approved above) Second: Schrader Vote : FOR (6) Zeitler, Schrader, Brown , Whittenburg , Stewalt , Wood AGAINST (1) Wicklander � �� PROPOSED REVISION TO FIREARMS ORDINANCE `�� MOTION: (Brown) To revise Ordinance 219 to prohibit discharge of firearms any where within the City with the exception of bona fide gun clubs or firing ranges operating under a Specific use zoning permit as set forth in Chapter 12 , Section 12-1 ( 2 ) of the City Code . Second : Schrader Vote : Unanimous FOR MOTION CARRIED 1�9 CHARTER REVIEW COMMISSION - The Mayor reported that the Commission will hold their first meeting in his office on Monday, August 24 , at 8 : 00 p.m. He proposed that a city employee be delegated to act as secretary to the Commission, and to authorize overtime for this service. Council concurred .
