MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
July 13 , 1981
A Special Meeting of the Friendswood City Council was held
at the City Hall at 7 : 30 p.m. on Monday, July 13 , 1981 , with
the following members present :
i Mayor Dale Whittenburg City Manager Jim Morgan
Councilman Mary Brown City Secretary Bobbie Henry
Councilman Todd Stewart
Councilman Bob G7icklander
Councilman Paul Schrader
Councilman Ed Zeitler
Councilman Loren G1ood
With a quorum present (Zeitler and Stewart arrive late) and none
absent , the following business was transacted:
y'� ANNOUNCEMENTS - Mayor Whittenburg read letters he has written
� to Judge HQlbrook and Brazoria County Drainage District #4 as
((„� indicated by Council at last week' s meeting.
�
,� Couneilman Wood invited all present to attend the Men ' Prayer
� Breakfast next Saturday morning at 7 : 30 a.m. at Mary Queen
Catholic Church.

BUDGET WORKST30P - A copy of the City Manager' s proposed budget
' was presented to Council and the Finance Officer reviewed it
briefly, pointing out where cuts have been made from department
request , no inclusion of capital outlay, and salaries based
on a l0o increase. Council degided to postpone further diseussion
pending receipt of information regarding city vehicles , annexa-
tion data, and proposed budget for the Blackhawk Plant operation.
Mayor Whittenburg asked Councilman Zeitler to serve as the City ' s
temporary representative on the Blackhawk Plant Board.
FOR NE'XT WEEK' S AGENDA - The Ic1a or asked that items �or next
week s me.eti g nclude : Action which may be taken in the event
MECA defaults on the cable TV franchise ; and discussion and reply
to letter dated July 7 from Clear Creek Drainage District regard-
ing the Kingspark/Whitehall Ditch.
OPEN GJCI.RK. ITEMS' LTST - Item #3 .A, was removed from the list since
no grant funds w�11 be available for this project. Items 16 . and
18 , were also eliminated as no longer being pertinent.
LJnder Item 5 , Councilman W.icklander proposes to write a letter
to th.e Post Office Department regarding their assisting the City
in paving cost for street in front of new post �ffice here.
Under Item 3 . B, Councilman Brown stated that the "Future Needs"
report should be ready by October l.
� Councilman Schrader announced that the Governor ' s Task Force in
its meeting on Tuesday will be discussion the Johnson-Loggins
dirtch (Item 13 ) .

� �� FROM THE MAYOR
1D Mayor Whittenburg reported that he had discussed the Winding
Way encroachment situation with Mr. Herrington and that
Herrington is willing to take dirt from his property to fill
in for reversion back to the old original roadway if the City
will ' agree to vacating the long-used road which crosses his
property.
The Mayor also stated that he would strenously oppose the rate
increase being requested by Houston Lighting & Power Company, �
and hopes that the entire Council will take this position also. I
ADJOURNMENT - . Motion made and seconded that the meeting adjourn.
The meeting was adjourned.
