MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
June 22 , 1981
A Special Meeting of the Friendswoad City Council was held
at the City Hall on Monday, June 22 , 1981, at 7 : 30 p.m.
with the following members present :
Mayor Dale Whittenburg City Manager Jim Morgan
; Councilmen : Paul Schrader City Secretary Bobbie Henry
Loren Wood
Mary Brown
Bob Wicklander
Tod� Stewart (arrived late)
With a quorum present , and with Councilman Zeitler �absent ,
the following business was transacted :
�„' CALLING JOINT PUBLIC HEARING WITH P&ZC ON ZONING CHANGES
� Autumn Hills Convalescent Home request that condition under
which a part of their property was rezoned be removed, namely,
� that Shady Nook be closed to traffic to the Home .

Vote : Unanimous FOR MOTION CARRIED Q
James T. New, Sr. request for rezoning of his property at
209 East Shadowbend from R-2 to C-l.

The District Commiss.ioners were invited to meet with Council ��
in an effort to clarify areas of responsibility between the
City and the District insofar as drainage in concerned. Dale
Anna and Jim Vogas �ere the two Commissioners in attendance .
Vogas stated that he understands the Distriet is responsible
for open ditches which drain more than 100 acres , but had no
responsibility, nor experience , regarding culverts or drain pipes .
Mayor Whittenburg, citing a case where the upper reaches of
a ditch is open , the balance going into the ereek being drain
pipe. He said he believes one overall plan would be needed
for the entire drain, he would like for the District to fo 'rmu-
late the plan and, if they felt the need , ask the City to
h.elp with the project. He assured the District that the present
Council will do whatever they can to assist in such projects .

In a letter to CCDD, Exxon Corporation has agreed to contribute up �;�;'
to $12 , 000 for Mary Culvert work near their pipeline which
cross.es the drainage ditch in Kingspark/Whitehall. (Letter attaehed)

CCDD Commissioner Anna reported that the CCDD has requested an Engineer
to review and advise the CCDD regarding possible action on Mary' s
Creek from 518 - 2351 including M�-1 and MC-2 .
Leg�slation to create a Clear Creek Watershed Drainage District , �
which failed adoption during the last legislative session , may
be considered during the Special Session. Paul Schrader and {
Lee Nichols discussed approach for bringing this District into (l�
being then or in two years . Nichols reported that Harris County
Drainage District has contracted the work on the Mary ' s Creek
by pass .

WARRANT �OR APPROVAL
Water & Sewer Construction Fund Check #529 to Engineering-
Science , Inc. in the amount of $37 ,403 . 80 was presented for
approval.
MOTION : CSchrader) To approve Check #529 .

Vote : FOR (5 ) Schrader, Stewart , Wood, Whittenburg , Wicklander --
AGAINST : None (Brown was out of the room) i
ADJOURNMENT - Motion made and seconded that the meeting
adjourn. The meeting was adjourned.
