Meeting Minutes of January 14th, 2025 —4:00 P.M.
City Hall Council Chambers

1. Call to order
The meeting was called to order at 4:00 p.m. with a quorum present.
Present: Dr. Rebecca Hillenburg, President; Paul Marx, Secretary/Treasurer; Ron Cox, Member;
Chris Richardson, Member; Scott Mackenzie, Member
Staff members present: Steven Rhea, Assistant City Manager; Karen Horner, City Attorney; Kristina
Cuellar, Secretary
Councilmembers: Sally Branson
Absent: Elmer "Bubba" Johnson, Vice President; Arden Trey Hill, Member; Aubrey Harbin, Director

2. Citizen comments
None.
3. Approval of Minutes
A. Consider the approval of the minutes of the Friendswood Downtown Economic Development
Corporation Meeting held on November 12, 2024.
Motion to Approve: Richardson

4. Work Session Topics
A. Discussion regarding the removal of overhead communications and powerlines along FM 518.
Rhea explained that City Staff and Consultant are discussing with Texas New Mexico Power
(TNMP) and stakeholders to finalize a proposal for overhead wire relocation. Similar projects in
the area have cost around $1,000,000 per 1,000 linear feet, and the downtown area contains
approximately 7,000 linear feet of overhead wiring. A broad estimate for relocation of the
overhead wires in the downtown area would be $8.6 million -$8.76 million (TNMP $7,000,000,
Comcast $569,61, AT&T $800,000-1,200,000). Once the consultant submits the proposal, the
committee will review it to determine what can be done within a reasonable budget.
5. Reports
A. Receive and discuss the FM 518 Illumination Project report.
Rhea reported that Pfeiffer has set 91 of 112 expected foundations and poles. The Engineering
Department is working on the remaining 17 easement agreements, AT&T is working on
removing the communication lines from the conduit, and Staff will meet with TNMP regarding
energizing the lights.
B. Receive the Friendswood Downtown Economic Development Corporation Financial Report for
December 2024.
Rhea presented the financial report with a Beginning Fund Balance of $3,015,018 December
2024, added revenue of $109,458 and expenditures of $124,398 including staff services. Ending
Fund Balance of $3,000,078 with an Unencumbered Fund Balance for December 2024 of
$2,370,225.
Cox requested that an agenda item be added to the next meeting to authorize the purchase of
holiday decorations for the new light poles.
