Friendswood Downtown Economic Development Corporation (FDEDC)
Meeting Minutes of November 12th, 2024 — 4:00 P.M.
City Hall Council Chambers

1. Call to order
The meeting was called to order at 4:00 p.m. with a quorum present.
Present: Dr. Rebecca Hillenburg, President; Paul Marx, Secretary/Treasurer; Ron Cox, Member;
Arden Trey Hill, Member; Chris Richardson, Member
Staff members present: Steven Rhea, Assistant City Manager; Karen Horner, City Attorney; Aubrey
Harbin, Director of Community Development; Kristina Cuellar, Secretary
Councilmembers: Sally Branson
Absent: Elmer "Bubba" Johnson, Vice President; Scott Mackenzie, Member
2. Citizen comments
None.
3. Approval of Minutes
A. Consider the approval of the minutes of the Friendswood Downtown Economic Development
Corporation Meeting held on September 10, 2024.
Motion to Approve: Richardson
Second: Marx
Vote: 5/0 Approved
4. Work Session Topics
A. Discussion regarding the removal of overhead communications and powerlines along FM 518.
Rhea informed the committee that the engineering department had contacted a consulting firm.
The firm will be in contact with Texas New Mexico Power, Centerpoint, and any other
companies that will have input into removing the lines and poles in the downtown district area.
More information will come in the coming weeks.
5. Reports
A. Receive and discuss the FM 518 Illumination Project report.
Rhea stated that the city's engineering department found an alternative type of foundation for
complex locations, and Pfifer and Sons have been working on setting those foundations in
numerous places. AT&T is working on removing lines from the conduit that were put in without
the city's knowledge or approval. There are 17 easement agreements left to execute. The time
frame for lamination is looking like the beginning of the year.
B. Receive the Friendswood Downtown Economic Development Corporation Financial Report for
October 2024.
Rhea presented the financial report with a Beginning Fund Balance of $2,878,849 for October
2024, added revenue of $67,753 and expenditures of $1,333 including staff services. Ending
Fund Balance of $2,945,269 with an Unencumbered Fund Balance for October 2024 of
$2,192,352.
6. Adjournment
With no further business to discuss, the meeting was adjourned at 4:37 p.m.
