Meeting Minutes of September 10t", 2024 — 4:00 P.M.
City Hall Council Chambers

1. Call to order
The meeting was called to order at 4:00 p.m. with a quorum present.
Present: Dr. Rebecca Hillenburg, President; Paul Marx, Secretary/Treasurer; Ron Cox, Member;
Arden Trey Hill, Member; Scott Mackenzie, Member; Chris Richardson, Member
Staff members present: Steven Rhea, Assistant City Manager; Karen Horner, City Attorney; Aubrey
Harbin, Director of Community Development; Kristina Cuellar, Secretary
Councilmembers: Sally Branson
Absent: Elmer "Bubba" Johnson, Vice President
2. Citizen comments
Mayor Mike Foreman thanked Alton Todd and Pat McGinnis for their time spent in FDEDC.
3. Approval of Minutes
A. Consider the approval of the minutes of the Friendswood Downtown Economic Development
Corporation Meeting held on August 13, 2024.
Motion to Approve: Cox
Second: Mackenzie
Vote: 6/0 Approved
4. Discussion and Possible Action
A. Consider adopting the proposed Friendswood Downtown Economic Development Corporation
Fiscal Year 2025 budget.
Rhea presented the proposed FY25 Budget.
Motion to Approve: Mackenzie
Second: Marx
Vote: 6/0 Approved
B. Consider approving a professional services agreement with UP Art Studio, LLC for the Keep
Friendswood Beautiful Electrical Box Artwork Project.
Motion to Approve upon the approval of Texas Department of Transportation: Hill
Second: Marx
Vote: 6/0 Approved
5. Reports
A. Receive the FM 518 Illumination Project report.
Not much movement in the project from last month. An update on removing the powerlines,
Engineering is now looking into quotes from companies that will provide 'turnkey' service.
B. Receive the Friendswood Downtown Economic Development Corporation Financial Report for
August 2024.
Rhea presented the updated financial report with a $2,803,875 Beginning Fund Balance for
August 2024, added revenue of $92,970 and expenditures of $1,333 including staff services. The
Ending Fund Balance is $2,895,512 with an Unencumbered Fund Balance for August 2024 of
$2,044,033.
C. Recognition of past board members.
Board members thanked Alton Todd and Patrick McGinnis for their dedicated years of service to
FDEDC.

With no further business to discuss, the meeting was adjourned at 4:44 p.m.
