MINUTES OF A REGULAR MEETING OF THE 'FRIENDSWOOD CITY COUNCIL
June l, 1981
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday , June 1 , 1981 , at 7 : 30 p.m. with the
, following members present :
i Mayor Dale Whittenburg City Manager Jim Morgan
Councilman Mary Brown City Attorney John Olson
Councilman Bob Wicklander City Secretary Bobbie Henry

Councilman Paul Schrader
; With a quorum present , and with Councilman Todd Stewart absent ,
the following business was transacted:

� APPROVAL OF MINUTES - Minutes of a Special Meeting of May 11
� approved as read. Minutes of May 4 were not presented.
� ANNOUNCEMENTS FROM THE MAYOR
I � Mayor Whittenburg congratulated the Kingspark/Whitehall group
! on getting a commitment from Galveston County on some flood
control improvements .
He quoted from a letter by MECA TV that they will have completed
installations by late Auqust . Council requested that a repres-
entative from the company appear at the June 15 Council Meeting
and make a complete report on the cable system ,
PETITIONS FROM THE PUBLIC

i Richard Rosencranz of Kingspark/Whitehall requested that culverts
in the subdivision be opened, easements along ditch be cleared of
fences , and that trash be cleaned out of ditches and drain pipes .
Council explained that drainage ditches fall under .the aixtho.rity
of the Drainage District , and will contact the District to clarify
this point .
PURPA PUBLIC HEARING - A public hearing was called to order to
consider service standards relating to natural gas utilities as
required by the Public Utility Regulatory Policies Act of 1978 .
Entex, Inc. , the only natural gas company serving this area,
presented a written statement. No others wishing to address the
subject , the public hearing was adjourned.
REPORTS FROM COUNCIL
Councilman Wiciclander reported that the Junior High School TV
class will have a spot on one of the cable channels next year
and will be making local news reports . This will be explained
further when the MECA people appear before Council next meeting.
Councilman Wood announced that the Preparedness Comrnittee will be
meeting at 4 : 30 on Thursday in an effort to complete procedures
to be used during hurricane season.
, i He expressed thanks to Paul Schrader , Lee Nichols , and other for
__ their efforts toward trying to get legislation passed which would
create a Clear Creek Watershed Drainage District .
YNOC summer program is starting this week, and Councilman Wood
urged Council Members and others to utilize the youth work program.
He stated that the fire truck fund is continuing to grow and asked
that everyone contri�ute to this fund.
Councilman Schrader reported that Village Green residents have
been working the past two week-ends clearing the creek banks down
to FM 2351 , that a front-end loader and other equipment has been

furnished by the .Drainage District to assist the workers ,
and he proposed that the City make the "Drot" and an operator
available to them this Saturday.
He reported on the status of the Clear Creek Watershed Drainage
District legislation and expressed his feeling that this bill
will be considered if a special session of the Legislature is
called. He explained the steps that were taken to push -the bill
forward, the trips and phone calls he, Lee Nichols , Louise Bacon
and many. others made to Austin , and expressed his personal -
appreciation for effort expended. He stated that a review of the
activities will be made at a meeting this week and determination i I
made as to. what action is in order to pursue the Clear Creek Flood
control problems .
Councilman Schrader also asked that Jim Morgan write a letter
to Doris Heard explaining procedure imposed on the City for use
of FEMA flood funds .

if it will not cause additional flooding in Priendswood.

adding. "till the second meeting in August" died for lack
of a second.

ELECTTON OF MAYOR PRO-TEM - With Councilman Stewart al�sent , the
election of Mayor Pro-tem was postponed till next meeting.
CONTRACT WITH JAYCEES FOR OPERATION OF HANGAR�PARK - Following
'y� discussion with representatives of the Jaycees , it was agreed
<'�' to include the following words in the contract : "If contract is
not renewed for the second five-year period, all qash expendi- -
tures , made by the Jaycees as approved by City Council , will
be reimbursed to .the Jaycees . "
�/Qf MOTION : (Schrader) To authorize the Mayor to sign , and the '
� � City Secretary to attest rthe contract with the indicated
revision.

RECOMMENDATIONS FROM PLANNING & ZONNING COMMISSION RE ZONING
1. That "Neighborhood (Commercial) Convenience Center , Grocery
Store , Liquor Store" be struck from the C-2 District

Permitted Uses in Ord. #291 ; and that t.he "Purpose" be
rewritten to fleflect th�s change.

4Th OF JULY AUCTION The 4-H Club has requested permission
to hold an auction as a part of the 4th of July celebration
at Stevenson Park. Council has no objection so long as this
� does not interfere with other activities , and suggested from
� 3 : 00 till 5 : 00 p.m. be set for this activity. No £ormal
� action was taken .
� CERTIFICATION SCHOOL FOR RESERVE POLICE OFFICERS - Council
'� was asked to approve Craig Cooper Weems , Bruce Kimmell and
� Charles Cotton for attendance. If they are accepted as
reserves by Friendswood , the expense of this school will be
reimbursed to them.

PUBLIC OFFICIALS LIABILITY INSURANCE - Two proposals have been
received. The City A�torney reported that TML is preparing to
offer such coverage and suggested that no action be taken until
- information on this program is available.
