HomeMy WebLinkAboutCC Minutes 1981-05-11 Special 143 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL May 11 , 1981 A Special Workshop session of the Council was helad at 7 : 30 p.m. on Monday, May 11, 1981 , with the following members present : Mayor Dale Whittenburg City Manager Jim Morgan ! Councilmen : Todd Stewart City Secretary Bobbie Henry ! Paul Schrader Loren Wood Bob Wicklander Mary Brown With a quorum present , and with Councilman Ed Zeitler absent , the following business was transacted : ANNOUNCEMENTS - Mayor Whittenburg reported on a trip to Austin � last Thrusday by several members of Council and various citizens � for a sub-committee hearing on HB 2301. (� Councilman Schrader reported a special meeting of the Governor' s � Flood Task Force on Friday and on status of flood control � legislation at this point . � GALVESTON COUNTY HEALTH DEPARTMENT - Dr. Bill Kemmerer reviewed the history of the Health Department , its county-wide activities , and special services to Friendswood as its designated enforcement agency on health matters . Now that the Department is funded by County taxes , he presented a revised contract between the City and the Department for Council consideration. He also presented a proposed resolution setting a $40 food handling permit for � Couneil consideration. This will be on the next agenda. IMOTION: (Schrader) To place these two items on the agenda � — for May 18 for action. /p/ Secdnd: Wood Q Vote : Unanimous FOR MOTION CARRIED PUBLIC MEETING ON FUTURE GROWTH PLANNING - The Mayor turned this portion of the meeting over to Councilman Brown , Chairman of the Future Growth Committee , who asked for any in-put or suggestions related to the Committee ' s study. Citizens and members of the Council made suggestions including giving primary consideration to drainage , retaining large lot sizes , annexing and developing industrial areas as well as providing for more business and industry within the present city ;boundari-es , architectural controls , pipeline controls , and a balance in single-family and multi-unit housing. When everyone who wished has spolaen , Mrs . Brown returned the chair to the Mayor. FINANCE �r70RKSHOP - Finance Officer David Quick reviewed the present financial status of the. City and asked for some guidanee in making up the preliminary budget for 1981-82 . He also asked for authorization to borrow from the bank funds i to pay invoices on the regional sewer project pending receipt of grant funds allocated to this project. He was directed to -- get interest rate quotations from various banks and formally present the request as a resolution for consideration at the next Council Meeting on May 18. 4TH OF JULY CELEHRATION - Parks Director Phyllis Lee reported on plans for the 4th and discussed routing of the parade. She also stated that the catered barbque dinner will not be offered this year, being replaced by individual booths which will have various foods for sale. 144 STREET BOND ELECTION - Request was made that the City' s fiscal agents , Underwood-Neuhaus , be asked to appear before Council on May 18 to discuss a street bond election for possibly one or one and one-half million dollars . INCOMPLETE - The list of incomplete items was revie��� and a few minor changes made. No significant action was taken on this list. KINGSPARK-WHITEHALL DRAINAGE - A group of citizens from this �, area, with John Lewis as spokesman , asked that the City take �ry��� some action to relieve flooding in the subdivision. Specifi- cally they asked that the ditches be cleaned out and were told that most of this work falls under the responsibility of the Clear Creek Drainage District. They were also requesting that this Council endorse Pearland' s proposal to widen FM 518 and enlarge the opening under the highway. Council will address this matter at the regular meeting on May 18.
