MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
May 4 , 1981
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday, May 4 , 1981,, at 7 : 30 p.m. with the
following members present :
� Mayor Dale Whittenburg City Attorney John Olson
Councilmen: Mary Brown City Manager Jim Morgan
Bob Wicklander City Secretary Bobbie Henry

Paul Schrader
Todd Stewart
With a quorum present , and with Councilman Zeitler absent , the
followirig business was transacted:
.� INVOCATION was given by Rev. Paul Thornburg, Friends Church
� APPROVAL OF MIN"UTES - Minutes of a Regular Meeting of April 20 ,
� approved as corrected.
�[ ANNOUNCEMENTS FROM THE MAYOR
Q
l. The Mayor expressed appreciation for the work of the Drainage
District and others during the heavy rains and flooding
Sunday afternoon and evening, on the by-passes on Clear Creek.
2 . Meca TV has reported that they will reestablish their office
in Friendswood in accordance with their franchise , and
expect to have all the City on cable and be out of the
� city 1n 60 days .
3. He read a letter praising Police Officer Torres for his
helpfulness during a recent incident in ffriendswood.
4. Senator Brown, Representative Clayton, and Governor Clements
have all written acknowledging and thanking the Mayor for
sending resolutions adopted by Council regarding current
proposed legislation.
5 . Mayor read letters .he has written to members of the Natural
Resour�ces Committee and sub-committee who are studying HB
2301 which would create a Clear Creek Watershed Drainage
District , and urging passage of this bill.
PETITIONS & COMMUNICATIONS
1. Selma Engel asked that closer control be exercised on con-
tractors doing work for the city; she feels that some of the
dirt work on the No.rth Interceptor job was a possible flood
hazard on Mary 's Creek, and should not have been permitted.
2 . Robert Supina voiced his opinion of how Sam Vester' s dam
affected other homes on Coward' s Creek during the rains this
week. Mr. Vester denied these statements , but stated that
it is his intention to move or remove the dam to prevent any
� further controversey. Councilman Schrader will meet with the
i residents of that area on Sunday to d�scuss cleaning out the
creek in this area.
3. Lee Niehols stated that the water line over Clear Creek at
FM 2351 is a ' flood hazard inasmuch as it catches debris
floating downstream and constitutes a daming effect. He
requested removal of the line , or moving it so that it is
attached to the bridge. He also said that debris coming
out of the new Harris County Park was a problem during the
rains and suggested that Harris County be requested to elean
out the park prior to another heavy rain.

COUNCIL REPORTS
Councilman Wood reported a successful meeting with Judge
Holbrook and property owners to acquire right-of-way for a
left-turn at FM 518 and 528 last Monday evening. Councilman
Brown requested that a written report be made as an a�tachment
to these minutes .
Counilman Wood also reported that the fire truck Fund letters
have gone out and it is an�cipated that this will bring a good
response. '
Councilman Brown commented favorabley on the TML Region 14 meeting
at Golferest Country Club last Saturday night attended by several
members of the Council.
SELEGTION OF AUDTTOR"FOR 1980-81 - Action on a proposal from
� ° Lairson , Young & Co. to perform the �.udit for a maximum fee of
�� ` $8 , 700 plus cash expenses , with an examination of Revenue Sharing
Funds for a fee not to exceed $900 , was deferred pending a
report from Mr. Morgan on what the actual total for last year ' s
audit was.
EXCUSED ABSENCE FOR CO�NCILMAN ZEITLER - A letter from Zeitler
5 �f requested excused absence from regular meetings .in May.

Zeitler.

SURFA�TEg _. Mr. Morgan has submitted a routine report to
the Subsidence District regarding the status of Friendswood' s
plans for surface water, Mayor Whittenburg said he has talked
to Mayor MeConn and plans to meet with him in the near future
to t.ry to get a definite quote on what Houston ' s price would �
be to furnish treated water to this City. '
REVI:SIONS' TO TH� DOG ORDINANCE?�- Councilman Stewart presented
an ordinance proposing changes to the dog ordinance relative to
is.suance of a permit and to notification of dog owner. Although
the changes were not unanimously endorsed by Council , the ordin-
ance was referred to the City Attorney for his comments .
PROCEDURES FOR COUNCTL MEETINGS - Councilman Schrader presented
a revised versionin th.e form of a resolution versus ordinance
in keeping with recent revision to the City Code. Several addi-
tional cfianges were suggested and the document was referred to
the City Attorney for completion and referral back to Council.
PROPOSALS FROM SEYTER RATE COMMITTEE - Recommendations from this
committee �or establishment of new city-wide sewer averages on
whieh to base charges was being held up pending information from
�� the City Manager regarding the impact of their recommendation for
rates f�oan '��e School District. On hearing Morgan ' s report , the
� 1 following action was taken:
5��Q � MOTION : (Schrader) To adopt recommendation of the Sewer Rate
� v Committee with the exception of #5 thereof.

Vote : Unanimous FOR MOTION CARRIED '
The adopted procedure is as follows :
l. New city-w�de 2-month average is 17 , 000 gallons , reduced
from 23 , 000 gallons used previously.
2 . No special rates for filling pools .

3 . Leaks occurring during the base peroid constitutes cause
for use of the lowest four month average in customer ' s
history.
4. New customers (with no usage history) to be billed at the
city-wide average until they have a four month history.
5 . (Not adopted)
6 . Multi-housing complex units without individual meters to
be charged same rate as single family residences .

DRAINAGE IN CLOVER ACRES - Joe Lockridge lodged a complaint � '�
that his land can not drain because the ditch is higher than ��'
his land, and although this condition was discussed by the City
some time ago, nothing has been done . The matter was referred
to the City Manager for review and a report back to Council.

Code, 1979 Edition with 1980 Revisions , save and <T�
except Chapter 23 thereof, " and to pass on second
reading. —
