� MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
I, April 13 , 1981
', A Special Meeting of the City Council was held at the City Hall
on Monday, April 13 , 1981, at 7 : 30 p.m. with the following
members present :
� Mayor Dale Whittenburg City Secretary Bobbie Henry
Councilmen: Todd Stewart City Manager Jim Morgan
Paul Schrader Acting City Mgr. Melvin Meineke
Loren Wood
Bob Wicklander
Mary Brown
With a quorum present , and with Councilman Zeitler absent , the !
following business was transacted :
i �"'� 1. Mayor Whittenburg reported that he has met with Mr. Green
� of the Harris Count Flood Control Board and hopefully
� � the study of the Johnson-Loggins ditch will now proceed.
� 2 . Councilman Schrader discussed current proposed legislation
dealing with drainage and flood control and proposed that
Q Council adopt resolutions supporting these bills .
i 3 . Russell Williams introduced Willary Lynn Waldruph who will
be replacing S. T. E. P. Officer Jack Moore . Moore has been
promoted to Sargent .
4. Councilman Brown clarified a report in the newspaper this
week which stated that the Future Planning Committee is
' "dead. " She stated that only the possibility of funds to
hire professional planners is dead, not the committee' s
_. study.
5 . Councilman Wood reported that the Fire Truck Fund Committee
has prepared a mail-out appealing to the citizens to con-
, tibute to this fund.
PUBLIC HEARING ON REZONING - The subject ro ert is
P P y located
at the intersection of FM 518 and Mary Ann, and belongs to the
Lutheran Church. They are requesting a zoning change from R-1
to C-2 on the basis that the pipelines running through the lots
make them unusable as residents .
The hearing was called to order by the Chairman of the Planning
Commission. Mr. Lunz and Richard Perry spoke for the rezoning;
Van Williams and Don Little were opposed, stating that this �� '
would be in violation of their deed restrictions . Mary Littl@
voiced a fear of having another drive-in store in the area.
After all those wishing to speak had done so , Chairman Wetzel
and Mayor Whittenburg declared the public hearing clased.
REVISION TO SIGN ORDINANCE - Couneil discussed with P&ZC their
proposal to amend the sign ordinance , and asked that they call
a joint public hearing for this purpose . Also discussed was the
� nee.d to review the complete sign ordinance , and possibly appoint-
- ing a committee to do this study. This will be placed on the
agenda for the next Council meeting.
EMERGENCY PREPAREDNESS PLAN - With Assistant Civil Defense
Director Russell Williams , Council briefly reviewed the plan.
Mr. Robert Hanley volunteered , and was appointed by the Mayor ,
to work with the Preparedness Committee, particularly from the
viewpoint of a possible nuclear holocaust.

UNFINISHED ITEMS LIST - Council' reviewed the list , making a few
minor changes in the status of certain items . No official action
taken.
RULES FOR CITY COUNCIL MEETINGS - Councilman Schrader presented
a revised version of Ordinance 93 with the proposal that this
be adopted by resolution , that Ordinance 93 be riscended, and
that Ordinance 89 dealing with conflict of interest be retained
in the same ordinance form. Further discussion and action on
these matters are to be considered at the next meeting.

INCREASE IN RATE OF PAY FOR MUNICIPAL COURT JUDGE AND PROSECUTOR

�T`��� � per court session to $150 ; to increase the Prosecutor' s
fee from $100 per court session to $150 .

Vote : Unaimous FOR MOTION CARRIED
ADJOURNMENT - Motion made and seconded that the meeting adjourn.
The meeting was adjouned. .
