HomeMy WebLinkAboutCC Minutes 1981-03-16 Regular 123 MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL March 16 , 1981 A Regular Meeting of the Friendswood City Council was held at the City Hall on Monday, March 16 , 1981, at 7 : 30 p.m. with the following members present : Mayor Dale Whittenburg City Attorney John Olson Councilmen : Loren Wood City Manager Jim Morgan Mary Brown City Secretary Bobbie Henry _- Paul Schrader Edward Z�itler (Late arrival) Paul Maaz (Late arrival) With a quorum present , and with Councilmen Zeitler and Maaz arriving approximately 8 : 00 o ' clock , the following business was transacted : � INVOCATION was given by Rev. Roger Patterson, First Baptist Church. � � APPROVAL OF MINUTES - Minutes oP a Regular Meeting of March 2 , � approved as correeted. `� INTRODUCTION OF NEW FINANCE 'OFFICER - Mr. Morgan introduced Q David Quick as the City�s new Finance Officer. ANNOUNCEMENTS FROM THE MAYOR 1. PROCLAMATION setting March 30 as "Wranglerette Day. " 2 . Letters to the President of the United States , the Governor of Texas, and the Superintendent of Friendswood Schools � transmitting copies of resolutions adopted by the Student Government officials at City Hall on March 2 , 3. Letter from the Church of Latter Day Saints thanking the Mayor for participating in ground-breaking ceremonies for their new church building. 4. Letter of resignation from Bruce Goss of the Library Board. �7.. ,;�� MOTI'pN: (�bod) To accept regre�fully Mr. Goss ' resignation. � Second: Schrader // Vote : Unanimous FOR �/ ` MOTION CARRIED PUBLIC HEARING ON PUBLIC' UTITLITY REGULATORY POLICIES ACT OF 1978 - Electrical Pol'icies Nos . 7 thru 11. The Mayor asked if there was anyone who wished to speak to the subject. There being none , the hearing was cloeed. PETITIQNS FROM THE PUSLIC - Mr. John Houghton , President of Fox Meadows Civic Association , requested that several conditions �F''' tf be considered in connection with straightening of the "Kocurek Curve" on FM 528 : l. Left turn into Fox Meadows for westbound traffic. 2 . Rerouting of surface water drainage system from Fox Meadows . 3 • Placement of a rail barrier on curved portion of road. 4• Wing walls on culvert at entrance to subdivision. 5 • Planting of shrubs as noise barrier adjacent to subdivision. Council indicated that the request will be referred to the Highway Department for consideration if these items will not hold up the job of straightening the curve. 124 , ' REPORT� AND ANNpUNCEMENTS FRDM THE COUNCIL ��� la. Councilman�iWood reported on a meeting with the Highway Department on-site regarding straightening the 528 curve r b. Wood requested that the Mayor appoint Russell Williams as �y � ( Co-Director of Civil Defense to assist Kenneth Camp. The Mayor �did so appoint Williams . c. He invited Council Members , City Manager , City Secretary , and spouses to be his guest at the Prayer Breakfast next Saturday a� the First Baptist Church. d. CounselinglService will hold open house April 12 from 3 : 00 to 5 : 00 p.m. e. Request Ci�ty Manager to submit article about Student Govern- ment day t'o Town & Cities Magazine. 2a. Councilman Schrader gave a report on the latest meeting with the Governor' s Flood Control Group of which he is a member. H;e indicated that 'hhe next meeting will be held in Friendswood: b. He has introduced the "Keep America Beautiful" information to the::Community Appearance Board , and informed Mr. Morgan that they probably will be asking for improved conditmons fo.r solid waste dispo�al through the main part of town. 3a, CouncilmanlBrown reported that the Future Growth Committee is moving forward with subcommittees being appointed to study specific areas of interest . 4a. Council�an� Zeitler attended the monthly meeting of the Police Depiartment where the speaker was City Prosecutor Luis Suarez. b. The Sewer Rate Committee will hold a meeting this Friday i at 4 : 00 p.m. I c. Tonight ` s meeting to discuss the City/Fire Department � contract was canceled because the Chief and one other memk�r from the Fire Department were out of town. Harris County fire funds' and other items involved continue to be strudied by the City Attorney. PROPOSED APPROP:RIATTONS FOR CLEAR CREEK STUDY In response to a letter from Representative Jack Brooks , the Mayor will submit a request to the Senate and House Appropriations Committees to include the proposed $300 ,000 for advance engineering and design on Clear Creek Project in the FY 1982 Budget. Second: Wood Vote : Unanimous FOR MOTION CARRIED PUBLIC HEARING ON REZONING 3���' MOTION : (.Zeitler) To call a public hearing jointly with the Planning & Zonning Commission to consider a request I to rezone property on FM 518 for the Lutheran Church.
