HomeMy WebLinkAboutCC Minutes 1981-03-02 Regular '� 119 MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL March 2 , 1981 I A Regular Meeting of the Friendswood City Council was held at ' the City Hall on Monday, March 2 , 1981 , at 7 : 30 p.m. with the following members present : � Mayor Dale Whittenburg City Attorney John Olson Couneilmen : Loren Wood City Manager Jim Morgan _ Mary Brown City Secretary Bobbie Henry Paul Schrader Edward Zeitler i Paul Maaz With a quorum present , and with none absent , the following busi- ness was transacted: I � INVOCATION was given by Rev. Judd Edward of Heri�tage Park Baptist � Church � � ANNOUNCEMENTS FROM THE MAYOR '� l. Ground breaking for the new Mormon Church will be on Saturday Q of this week. Council is invited to attend. I 2 . David Elliaon, reported from the Houston Post , is present I and will be reporting for Friendswood in the future. i 3 . Student Government Day was a success and it was a pleasure to work with the high school students . COUNCIL REPORTS - Councilinan Wood made the following reports and i proposed action : 1. New YNOC officers are : Joyce Supina, Chairman, and Gratia Lousma, Vice Chai�rman. The job placement project will be in effect this summer. 'i 2 . Councilman Wood would like to work with the City Manager on ii participating in the group purchasing plan with H-GAC. , 3 . Term has expired for the Jr. youth member on the Counseling Ser�ice Board. Additional help for Building Department - Due to increaeed �' 'f � work, Mr. Morgan recommended that Ginger Bailey, who has been working half time for the Suilding Department and half time as receptionist �t the public wor}ks bum.ldingy: ;.be re- leased f'rom receptionist duties to work full time in the Building Department, and a half-time receptionist hired with the aid of the High School. MQTI:ON: (.Wood) To accept the City Manager' s recommendationr� and authorize additional funds for half-time minimum Q��j� I wage receptionist. �d/ Second : Zeitler ' Vote : Unanimous FOR MOTION CARRIED ' Mr. Morgan pointed out that no increase in salary nor addi- tional automobile woulld be involved. _ 120 � yl ,;> - "�� R OFFER OF LAND AND FACIL��TY IN REGENCY ESTATES FOR RECREATIONAL PURPOSES - The question of acceptance of the offer was discussed . with strong recommendation from the Parks Department and YNOC. , Counci7, indicated their intention to accept the land and hangar; however they asked that the City Manager ar�d�lthe Attorney gather , information regarding insurance coverage , grants for improvements , and conditions under iahich the Jaycees could be authorized to operate ' he facilities for the City , and report back on March 16 . The Jaycees were asked to investigate problems other..areas may have I expenienced with similar facilities in an effort to avoid making � these same mistakes . I /��- aA DAM ON PROPERTY ON COWARD'S CREEK - Citizens who feel that the dam on Sam Vester's property will increase the danger of flooding wanted to know if this structure is not in violation of the City' s � flood control ordinance . Mr. Morgan has written a letter to Mr. Vester requbring engineering data that would support a request for a development permit for the dam which has already been built. No decision will be made by Cou�hcil pending receipt of an answer to this inqui-r�. i The Mayor asked that Councilman Schrader work with Vester and Larry Bell to diseuss dredging and opeing up of Coward' s Creek in this area to improve the flood conditions generally. ', FIRE MARSHAL - USE OF PRIVATE CAR - Mr. Morgan recommertds that `;' ) the Fire Marshal and two assistants be reimbursed for use of �� ° their personal cars for City Use at a rate of 20� per mile , on 1 �I presentation of a "trip ticket" ; however, only one car would be I authorized for reimbursement at a given time except under special circumstances . (The "trip ticket" is being initiated for all city personnel who receive reimbursement for use of personal ca'rs ) � U� � l MOTION : (Schrader) To approve the City Manager! s recommenda- tion regarding reimbursement for personal car use. Second: Wood I Vote : Unanimous FOR MOTION CARRIED ' i � �; E CLAIM FOR MOWING DAMAGES BY CLEAVES FAMILY - Mr. Morgan recom- '� �' memded not paying the $500 damages requested by the �laaves for destruction pf trees since the mowing was done in strict accord- ance with the City Code. He said he would not oppose forgiving the $272 charge for the Cleaves account for mowing the property. Since suit has been threatened, the City Attorney asked that a motion made by Councilman Zeitler and seconded by Councilman Brown be tabled pending discussion with him in a closed session. The mo�ion was tabled. WARRANTS £OR APPROVAL - By unanimous vote , the following warrants were approved for payment : General Fund #5701 - Davis Truck & Equipment Co. $ 4 ,242 . 78 5702 - Friendswood School District 32 , 687 . 50 5703 - Ike Hall , Inc. 46 150 . 82 5704 - Wartex Oil Co. 6 , 839 . 01 W&S Fund #3018 - Gulf Coast Waste Disposal 17 ,038 . 58 ORDINACES #81/1 Revisions to Dog Ordinance (Third Reading) Due to the fact that a change has been made in the ordinance since the second reading and the revised version ' has not been posted for a week , the Attorney recommended that thard reading be postponed until March 16 . Council agreed #81/2 Rezoning for Mormon Church (Third reading) �j�„„ � MOTION : (.Zeitler) To approve on third reading and ml''� � finally adopt Ordinance #81/2 . Second : Brown Vote : Unanimous FOR MOTION CARRIED ' 12i ' CLOSED EXECUTIVE SESSION (Sec. 2 (g & f) Art . 6252-17 VTOS) FUTURE GROWTH COMMITTEE APOINTMENT MOTION : (Maaz ) To appomt Jack Bridwell , School Broad Member,� � to represent the school on this committee. Second : Zeitler ,,Q Vote : Unanimous FOR MOTION CARRIED /vi CLAIM FOR MOWING DAMAGES - Councilman Zeitler stated that he c� wished to withdraw his motion on this matter; Councilman Brown �s" µ l with3rew her second. Handling of the question with the Cleaves family was left in the hands of the City Manager. PROPOSAL FOR USE OF MOTORCYCLE PATROL IN POLICE DEPARTMENT � � - `6� Lt. Holland presen�:{ results of a survey on use of motorcycles � for daytime traf:fic patrol in cities of comparable size to Friendswood, citing savings on fue� and auto repa�'rs. He � recommended, based on this survey, that officers use their own � motorcycles under a contract agreement with the City. He � further suggested that a three-month trial period might prove � whether this type of set-up would be d�sirable . � Council indicated that the decision wouSd rest with the City � Manager after a discussion with the City Attorney regarding insurance liability and contract conditions .
