MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
February 2 , 1981
A regular meeting of the Friendswood City Council was held at
the City Hall at 7 : 30 p.m. on Monday , February 2 , 1981, with
the following members present :
Mayor Dale Whittenburg City Attorney John Olson
I Councilmen : Ed Zeitler City Manager Jim Morgan
Mary Brown City Secretary Bobbie Henry
Paul Schrader
Pau1 Maaz (arrived approx. 8 p .m. )
Loren Wood
With a quorum present , and with none absent , the following busi-
ness was transacted :

y—.� - READING AND APPROVAL OF MINUTES - Minutes of a regular meeting
� of January 5 , workshop meeting of January 12 , and regular meeting
, � of January 19 , approved as corrected. Minutes of a public hear-
i � ing of January 15 , approved as read.
I +Q The abstenance by Councilman Brown prompted a discussion which I�� `�\
� resulted in Council requesting the Attorney to draw up a revision
I to the Code requiring the Council Members vote yes or no on
every proposition before the body unless there is an acceptable
conflict of interest involved.
ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
'�I l. PROCLAMATION setting the week of February 8 as Future Home-
makers Week,
2 . Presentation of a plaque to Rachel Suarez for serving as City
Prosecutor during 1980 .
3. TML Legislative Conference will be held in Austin on Feb. 9 .
Councilmen were urged to consider attending this meeting.
PUBLIC� HEARING ON REZONING FOR A CHURCH - This property, located
ad�acent to Leslyn Subdivlsion , was originally set a�ide for con-
I struction of a Church of Latter Day Saints (Mormon) , but through
i a misinterpretation of the law, was never rezoned as a specific
i use - church. The request has now been made and a joint hearing
*aith P&ZC called, and all necessary conditions met for rezoning. �
I The meeting was called to order and the situation explained by ,� �'
Dr. William Jones. Questions as to traffic flow, type of building ,
noi�se, and extra activities were answered by Dr. Jones . The hearing
, was adjourned by Council. P�ZC Chairman Wicklander asked for
a motion on recommendation to Couneil. There being no wish to
discuss the matter further, the vote was taken , same being unanimous
for the rezoning, and a written memo to this effect was presented
to the Mayor. P&ZC then adjourned their hearing.
, POLICY CHAN6ES IN REZONIN� RECEDURE was postponed until P&.ZC can
study the proposal.
REPORTS & ANNOUNCEMENTS FROM THE COUNCIL MEMBERS -
Mrs . Brown reported that she , Councilman Schrader and Councilman
Wood attended the Jaycees breakfast Saturday morning hon�rring
the coaches of the various youth athletic activities this year,
and expressed her own appreciation for work by these coaches .
Councilman Wood announced the Hardy Jarrell of the Highway Dept.
I, is doing the necessary engineering for straightening the �urve
, on FM 528 and will be prepared to meet and explain the plan to
' the Mayor by February 23 .

It was noted that next week' s workshop will be on "Future Character �
of Growth of Friendswood" with Planning Commission , and with '
certaing department heads for their input on the subject . I
CITY MANAGER REPORTS
l. . In ¢mperial Estates , chipping ou� of curbs at specified �
°�,� driveways is now being done. It may be possihle to remove !
all of the buckled curbs which are retarding drainage and
h�. cut shallow open ditches if residents are agreeable . FEMA
� funds will be used to resurface po�tions of the streets and
unless drainage is improved the new surfacing will not hold
up. The open ditch proposal will be presented to the Civic
Club at their next meeting.
2 . Quotations for a lease car for the Fire Marshal were given
to Council by the City Manager. He was asked to investigate
cost of �compact-type cars and �lso to arrive at a realistic
figure which might be used to compensate the Marshal for use
of her personal car for city purposes .
3 . Pearland/Friendswood Agreement - Mr. Morgan would like to
discuss this in closed session at the next Council Meeting.
4. School Crossing Data - Chief Wright , in a three-day survey
determine d that school children crossing FM 518 at Shadowbend
averaged out as follows : Going to Elementary School : 25
4e in the morning; 28 in the afternoon. Going to the Junior
� "" ' High School: 14 in the morning; 11 in the afternoon. Some

of these were walking; some on bicycles . This report was
in answer to a proposal that the school crossing be changed
to Spreading Oaks where a traffic light now exists. The
d�scussion that followed involved separating the crossing
gqard job from the duties of the humane officer. Mr. Morgan
is to pursue this concept and report back to Council .
RESOLUTION #R1-81 - A RESOLUTION ADOPTING A RATE ORDER REQUIRING
�:`� COMMUNITY PUBLIC SERVICE COMPANY TO FILE WITH THE CITY OF
''_� � FRIENDSWOOD, TEXAS , MODIFIED RATE SCHEDULES TO BE CHARGED IN
�JGI�I SUCH CITY.
( MOTION : (Schrader) To adopt Resolution #R1-81.
Second: Wood
Vote : Unanimous FOR MOTION CARRIED
STATUS OF SHADY NOOK AS PRIVATE OR PUBLIC STREET - Use of this
street as a public thoroughfare has been questioned by residents .
� ,��� Certain provisions in Ordinance #208 rezoning for an addition
�"� to the Autumn Hills Rest Home prohibits use of the street by the
Home as an entrance to their property. The question was referred
to the City Attorney and City Manager who will return with a
recommendation to Council.
APPOINTMENTS BY THE MAYOR - On recommendation from the carious
committees., Mayor Whittenburg made the following appointments :

LICENSING DOGS AND CATS , PROHIBITING DOGS RUNNING AT
LARGE AND PROVIDING FOR IMPOUNDMENT , SETTING FORTH
DUTIES OF HUMANE OFFICER, AND PROVIDING FOR A PENALTY.
MOTION: (Schrader) To approve first reading of Ord. #8T/1.

At direction of the Council , Ord. #81/1 will be posted and
read at the next regular meeting as an emergency ordinance
so that it can be immediately implemented , and continue also
with permanet readings .
