MINUTES OF A REGULAR.'MEETING OF THE FRIENDSWOOD CITY COUNCIL
November 17 , 1980
A Regular Meeting of the Friendswood City Council was held at the
City Hall on Monday, November 17 , 1980 , at 7 : 30 p,m, with the
following members present :
Mayor Dale Whittenburg City Manager Jim Morgan
Councilman: Paul Maaz Acting City Sec. Ruth Henry
� Paul Schrader Sect . Bobbie Henry (lst 2 hours
Loren Wood
Vickie Black (arrive late)
With a quorum present , and with Councilmen Brown and Zeitler absent ,
the following business was transacted:
INVOCATION - Rev. Paul Thornburg , Friends Church
ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
� l. Proclamation recognizing the part played by Texas Community
� colleges was read by the Mayor.
(� 2 . Mayor Whittenburg announced the resignation of Rachel Suarez
�( as City Prosecutor.
°� MQTION: (Maaz) To accept Ms . Suarez resignation. ��
Second: Wood
Vote : Unanimous FOR MOTION CARRIED �
The Mayor then stated that several applicants were present and
a closed session has been scheduled to interview these people
as possible replacements for Ms . Suarez . He called a recess
for the purpose of the closed session.

` COUNCIL MEMBER REPORTS
Councilman Wood discussed subjects handled in various sessions at
the Texas Municipal League Annual Conference last week in Dallas .
He also highlighted the resolutions adopted by the League . These
will be discussed further at the next meeting.
BUSINESS ITEMS
1. Humane Department Activity - Councilman Schrader has been making
a study of the Humane Department with the help of Russel Williams
and Maureen Gordy, and Williams presented a report on their
findings as regard Friendswood' s operation and that of ather
communities as well as suggestions for improvements which might
be made within the department. Some of these were construction
of a new, more adequate pound, revised license rates , and certain
revisions to the ordinance with regard to enforcement. This
subject will be on the agenda for the next Council Meeting.
2 • �-Laws changes for Counceling Service Board - The Board has
asked permission to make two changes , one which would identify
the Council Liaison as not being a voting member of the group ,
�he second changing the necessary number to constitute a quorum
from five to four. Council inserted the wor� "present" to the
� second revision to make a clear statement "four voting members
present shall be necessary. . . " and then approved the changes .
MOTION: (Maaz) To approve the by-laws changes with correction.

Vote : FOR (4) Whittenburg, Maaz , Wood, Black /(��
AGAINST : Schrader MOTION CARRIED
MOTION: (Schrader) To engage Luis F Suarez as City Prosecutor.
Second: Maaz
Vote : Unanimous FOR MOTION CARRIED ���

3 . Commercial Garbage - Question arising in the discussion was :
Should the city go to a licensing or franchise agreement?
The general feeling was that franchise would be best , with only
one contractor being permitted in the city , that the city should
do the collecting, and have some control over customer charges ,
and that provision be made for termination of the franchise in
the event of unsatisfactory performance.
���n MOTION: (Schrader) That the City Attorney be instructed to
V draw up the necessary franchise ordinance containing these -
points for consideration by Council.
Second: Maaz
Vote : Unanimous FOR MOTION CARRIED
4. Clover Acres Drainage - Malcolm Collins reported that his study
indicated that the rain water from Brazoria County could be
handled through Clover Acres without causing flooding to areas
below FM 2351 by enlarging , to a limited degree , the outlefis
under various streets which are acting as dams and holding back
the water at the present time. He proposes placement of 24"
culverts under Rustic and Westfield and 24" pipes at each of
the box culverts under FM 2351 opposite Clover Acr�s .
�� MOTION : <Schrader) To accept Collins ' recommendation and
implement same to whatever degree possible , and to
make the Drainage District aware of this problem.

ORDINANCE - #80/18 P�ohibiting Wood Shingles or Shakes on Multi-
family Dwellings (Amending 1979 Standard Bldg. Code
MOTION : (Wood) To approve second reading or Ord. #80/18 .
Second : Schrader
Vote : Unanimous FOR MOTION CARRIED i,
