MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
October 20 , 1980
A Regular Meeting of the Friendswood City Council was held at the
City Hall on Monday, October 20 , 1980 , at 7 : 30 p.m, with the
following members present :

With a quorum present , and with Councilman Maaz absent , the
following business was transaeted:

� l. Mayor Whittenburg has appointed Teresa Cashion to the Community
„� Counseling Service Board as youth member.
� 2 . October 22 has been proclaimed Foreign Student Day, and Karen
Sandle was introduced as the first foreign student from
Friendswood. She attended school in Belgium this year.
PETITIONS & COMMUNICATIONS
1. Gus Wenzel addressed flooding conditions in Clover Acres and
asked that some corrections be made before the proposed re-
I surfacing Rustic Lane is done by the County. The Mayor
said he would discuss the matter with Commissioner Hopkins .

Wenzel '.s problem and make recommendation to the Council.�/

2 . Jim Vogas addressed Council on a situation that might add
to flooding in the Sunmeadow area. The proposed plan is to
enlarge pipes carrying Chigger Creek under the irrigation
canal in upper Brazoria County which would put more water into
the Creek as it flows through Friendswood than it can handle .
This work is planned by the Brazoria River Authority who will
hold a public hearing on the project on October 27 . The City
Attorney was requested to advise the Mayor what would be the
best approach to formally protesting the project.
RE:PORTS
Nuclear Waste Study Committee : A majority report by Jim Wells ,
�lenda Roberts, Larry Smith, and Jim Boles , and a minority report
by Chairman Fred Krch were presented to Council. Copies will be
distributed to Council for study and wor]<shoping.
MOTION: (Schrader) To refer copies of the report to the Cirty
Attorney for review in consideration of adopting an
ordinance regulating such waste materials . ��

MOTION CARRIED
Humane Department Operation - Chief Wright and Humane Officer Gordy
discussed the problems involved in the present operation of the
humane operations . Councilman Schrader was assigned to work with
Chief Wright and Mrs . Gordy for solutions to these problems .

Commercial Garbage Service - The City Attorney presented proposed
commercial garbage service in the city Rules and Regulation
for licensing.

altermates presented by the low bidder were discussed.

Purchase of Sanitation Truck - Mr. Morgan explained the �ire need
for a new sanitation truck and proposed its purchase through
certificates of obligation. Council asked that he give th�m a
financial status report on November 3rd for their review be£ore
making any decision on his proposal.
ORDINANCE #80/17 - Rezoning property on Willowick from C-1 to R-2
AN ORDINANCE AMNEDING CITY OF FRIENDSWOOD ORDINANCE N0. 2�.1 ,
PASSED AND APPROVED ON NOVEMBER 7 , 1977 AND KNOWN AS THE
ZONING ORDINANCE OF THE CITY , BY CHANGING THE ZONING OF A
CERTAIN PARCEL OF LAND FROM C-1 TO R-2 ; CHANGING THE ZONING
MAP ACCORDINGLY; AND PROVIDING FOR OTHER MATTERS RELATING
TO THE SUBJECT.
MOTION: (Wood) To approve second reading of Ord. #80/17 .

Civil Defense - A report from Councilmen Wood and Schrader on
"Emergency Planning Actions Post-Hurrican Allen" was discussed.
One particular item proposed for "Outside Friendswood" is to
identify and publicize acceptable evacuation routes from F'riends-
wood. This would need to be done on an area basis and Councilman
Schrader proposed that he ask the Galveston County Mayors and
Councilmen ' s, Association to take this on as a project.

Access Road to Blackhawk Plant - Amendments to the grant application
for this project were presented For Council approvl.

' 4�j� amendments for the access road to Blackhawk Plant.

Vote : Unanimous except For Wood whd was absent fnom the room.

Grant Contract for 'Friendswood' '�Commuriity Services
MOTION: (Schrader) To authorize the City Manager to execute
the grant contract with the State for Community Services J�
funding. /

_ Acceptance of Sun Park Subdivision

I MOTION : (Zeitler) To accept the City Manager recommendation and
accept facilities in Sun Park Subdivision for maintenance .

Setting New Sewer Rates
MOTION: (Zeitler) To adopt Resolution #13-80 establishing
� sewer rates based orn the new requirements .

� WARRANTS - Water & Sewer Construction Check #1855 to Petromas
� Inc. for $2 , 629 . 58 was unanimously approved for the payment.
