HomeMy WebLinkAboutCC Minutes 1980-10-06 Regular �i MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL October 6 , 1980 A Regular Meeting of the Friendswood City Council was held at the City Hall on Monday , October 6 , 1980 , at 7 : 30 p.m. with the following members present : IMayor Dale Whittenburg City Manager Jim Morgan Councilmen : Loren Wood Acting City Secretary Ruth Henry Mary Brown Vickie Black Paul Maaz Ed Zeitler Paul Schrader With a quorum present , and with the Secretary absent , the following business was transacted : � INVOCATION - Rev. Bob Sinclair , Methodist Chureh. � READING AND APPROVAL OF MINUTES - Minutes of Regular Meetings of �° September 8 and 15 , approved as corrected. � � PETITIONS & COMMUNICATIONS l. Mrs . Heard and Mrs . Wicklander of the community Appearance Board, who had furnished the Council with miniature clean-up equipment , invited everyone to participate in Cleansweep Week , and specifically asked that the City Manager contact the High- way Department about mowing along State highways within the city. ! 2 . Russell Williams introduced Frank Fidelibus as the new juvenile i officer. 3 . Mayor Whittenburg presented plaques oP appreciation for service to Mike Driscoll and Charles Kinsey who have been serving as Municipal Judge and prosecutor respeetively and will no longer be associated with Oity. 4. The Mayor declared Qetober 6 to 10 as "Rough Up The Roughnecks Week" in honor of the High School Homecoming football game and orther homecoming activities . 5 . Dedication of Sunmeadow Fire Station - The Volunteer Fire Department has requested that the station be dedicated to former Mayor Ralph Lowe who dedicated the land for the station. MOTION : (Schrader) That the new fire station be dedicated to R. L. Lowe in recognition of his work for the Fire �,�n. Department. ��� Second: Wood � Vote : Unanimous FOR MOTION CARRIED 6 . Ted Borgrin , representing Buck Hausman' s development of land adjacent to Kingspark/Whitehall in Brazoria County, requested permission to connect the streets from the new subdivision to , I corresponding streets in Friendswood. Council was opposed to _, increasing traffic through Kingspark/Whitehall and felt that added construction in Brazoris County would cause further flood possibilities in this area. The City Manager said that utilities being requested by Hausman are not presently at�ailable through Friendswood. Mr. Bogrin requested that a letter be sent from This Council �tating its decision on these matters to the City of Pearland. MOTION: (Zeitler) That the City Council write a letter to Pearland stating that they do not wish to open up � four streets to Brazoria county to serve this particular� subdivision. Second: Schrader Vote : FOR (5 ) Zeitler , Maaz, �;F.�]ppk3 , Whittenburg , Sehrader, AGAINST: Black, Brown , MOTION CARRIED - 72 7 . On request from Bob Alwine , Stevenson Park will be available for a political rally of Oetober 21 , and Mayor Whittenburg will be present to welcome the candidates to Friendswood. 8. Ed Grissom from HL&P was present to discuss the proposed rate increase , but Council elected to table this subject till next week when the City Attorney will be present. OTHER BUSINESS Retirement Home - Mayor Whittenburg briefly reviewed a proposal � which has been made for construction of retirement housing for which the City has been requested to act as sponsor , and asked for Council opinion of the projeet . Council authorized the Mayor to pursue the idea with the County without committing the City at this time. Post Hurricane Allen Review, compiled by Councilmen Wood and Schrader, was presented to Council and will be scheduled as a workshop item for next week. Sewer Rate Study Committee report will be presented next week. Calling Public Hearing for Rezoning for Bob Do�s Pro erty ���M , MOTION: (Black) To call a public hearing jointly with P&ZC u�� for November 3rd to consider rezoning of certai�. land from R-1 to M-1. Second : Schrader Vote : Unanimous FOR MOTION CARRIED A request for setting one overall fee of $75 rather than basing this fee on the number of people to be notified for a rezoning hearing was tabled For further consideration. Agreement with Highway Department regarding Traffic Li ht �t FM 518 528 - � �`gb MOTION: (Maaz ) To authorize the Mayor to sign the agreement on behalf of the City. Second : Schrader Vote : Unanimous FOR Budgefi Revision - Allocation of $100 , 000 from ��ndustrial Fees .. . ` �C��h MOTION : (Brown) To transfer the $100 , 000 earmarked for "streets" U to "contingency fund. " Second : Schrader Vote : Unanimous FOR MOTION CARRIED Financing of New Fire Truck for Sunmeadow Station - Five to six years financing is acceptable to the low bidder. Council discussed utilizing the $25 , 000 fire fee from Clearwoods to make annual payments on the truck, and a contract between the City and the Fire Department . A donation program for financing the truck is also an open subject , and Eouncilman Schrader is to further study this and other me�hods of funding and report back to Council. Counseling Service Contracts - Three contracts are for advisory services falling within and being a part of the overall program as covered by the grant. ( � y� ��D MOTION: (Wood) To authorize the Mayor to sign the contracts . �Qo(.l Second : Schrader Vote : Unanimous FOR MOTION CARRIED Humane Department Problems - The method of handling dogs was dis- cussed and a full report will be requested from the humane officer. No action was taken. 73 � Cost Reduction Program - Councilman Wood made some suggestions , for lowering city operation costs and making for more efficient operations . He preposed that the City Manager encourage employees to make known any aldeas or suggestions they may have in their positions for more efficient and ecanomical operation. The Council agreed that Councilman Wood should meet with City Manager to outline specific cost reduction programs to be implemented with all city employees . , I Resolution requesting Highway De artment to widen FM 518 from ' � Friendswood to Pearland- Because of the psosibilirty that such , a project would involve changing water flow under the highway and , causing increa�.ed flooding to some Friendswood residents , Council was undecided whether to pursue the resolution without clarification � of this point.
