Friendswood City Council was held at the City Hall on Monday , September 15 , 1980 , at 7 : 30 p.m, with the following members present : , � Mayor Dale Whittenburg City Attorney John Olson , Councilmen : Mary Brown City Manager Jim Morgan I Paul Schrader Sity Secretary Bobbie Henry Loren Wood Ed Zeitler Paul Maaz With a quorum present , and with Councilwoman Black absent , the following business was transacted: g-� INVOCATION was given by Rev. John Cartmill , Friends Church � , � NO MINUTES WERE PRESENTED FOR APPROVAL �, ANNOUNCEMENTS & COMMUNICATIONS F�dOM THE MAYOR �G[ l. The mayor read a letter he proposes to send voicing opposition to a proposed chemical dump site near Ellington. Councilman , Zeitler opposed sending of the letter based on the fact that I no, factual information has been received on the project. The ' rest of the Council approved sending the letter. , 2 . A proclamation was read setting September 27 to honor the U. S . Army Jazz Band who will present a concert at the High School on that day. Councilman Schrader , sponsor of the event , accepted the proclamation from the Mayor. 3 . Mayor Whittenburg read a letter commending the Police Dept . � on their small-arms training course for young people. ' AWARD OF BID ON TANKER FOR FIRE DEPARTMENT - Mr Morgan recommended going with the bid from Martin Equipment Company for $135 ,188 for ` . the tanker and equipment. Base bid is $96 ,387 ; with eguipment , ', $105 , 500 , plus interest. ' At request from Councilman Maaz , Doc Kiessling from Clearwoods reported that his subdivision has voted for a mandatory charge to pay the Friendswood Fire Department for coverage , which would amount to around $27 ,000 per year this year, $5 ,000 more than in previous ' years . MOTION : (Maaz ) To take the bid under advisement and consider /� award at the next meeting / i Second: Zeitler ry Vote : Unanimous FOR MOTION CARRIED %�� JOINT PUBLIC HEARING ON REZONING FOR DUPLEX ON WILLOWICK - Bob Wicklander called the P�Z into session and chaired the hearing in which Ernie Matt explained why Daisy Whitten is requesting the i rezoning. No opposition was heard to the rezoning. Members of the Planning Commission present were : Wetzel , Brown, Wicklander, Beggs , and Cress . The following action was taken by , . P&Z. MOTION: (Beggs ) To recommend to Council that this property be/ ' rezoned from C-1 to R-2 . Second: Brown / Vote : Unanimous FOR MOTION CARRIED !� C The public hearing was closed and the Planning Commission adjourned. I 68 Councilman Zeitler stated that he is opposed to the rezoning on the basis that 72 ' depth left between the rezoned property and FM 518 is not sufficient for a commercial establishment. �u4//�h MOTION : (Maaz ) To instruct the City Attorney to draw up an v ordinance rezoning the property as recommended by P&Z . "DOC" KIESSLING - Representing clearwood Improve- � ment District , Mr. Kiessli�g reported : l. Beginning Jan. l , Clearwood will participate 100o in fire protection by the F�iendswtiod Fi;re Department , payments to total $27 , 000 per year. 2 . The recent straw vote showed residents as voting 85-22 against annexation by Friendswood. He suggested steps be taken to develop a sense of community feeling between the District and the city preparatory to a later approach to the annexation question. 3 . Some pertinent facts regarding Harris County participation on fldod control along Clear Creek, and presented a map showing certain "reserves" where additional cuts can be made on the creek. He urged cooperation between the District and the City on this project and on a joint water district to serve the industrial and park area in Harris County. APPROVAL OF SUNPARK SUBDIVISION was refused because all requirements have not yet been met. OFFICIAL NEWSPAPER - ��'� MOTION: (Schrader) To designate The Journal as the official !� newspaper for the coming fiscal year, beginning October 1' Second: Zeitler Vote : Unanimous FOR MOTION CARRIED REVISED GRANT REQUEST FOR JUVENILE OFFICER - notice has been received that funding has been reduced from the Federal governm�nt for a juvenile officer, necessitating the City' s portion oF the cost to rise from $651. 50 to $5 ,269 . 19 . In order to pursue this grant request , the Police Department proposes to transfer the $6 , 000 budgeted for the STEP program to cover this additional expense for the Juvenile Officer. They are requesting approval fo this transfer, and approval to resubmit the grant request with the revised figures . fG,h MOTION: (Maaz ) To approve the changes to the budget and the � Lb��� grant request to cover the juvenile officer. Second: Zeitler Vote : Unanimous FOR MOTION CARRIED SALES OF TANK ON OLD SEWER PLANT - Council' s decision was to not sell the tank at this time since it may possibly be used at the Sunmeadow plant in the future. REPORTS FROM COUNCIL l. Councilman Schrader announced a meeting at the Clear Lake Count� Annex Building at 2 p.m. next Thursday to discuss a Clear Creek Area Drainage District . 2 . Councilman Brown asked for an investigation of the entrance , build-up of lots , and completion of a connecting street in Wilderness Trails , to determine if these items have been completed in compliance with city requirements . 3 . Councilman Wood reported that the Drainage District is monitoring progress being made by the Corps of Engineers on the Clear Creek groject , and that the second outlet to the bay is being �studied. He also asked about the status of tax information relative to the proposed new method of financing the County Health Department . 69 He also aske+3 about ordznarn�ces �equiring smoke detectors and limiting the use of wood shingles on certain buildings . TUES�DAY, SEPTEMBER 16 - The tax rate to be set for 1980 depends to some degree on an agreement between the City and E�xon. This agreement had not been received from Exxon at meeting time but is expected to be delivered early Tuesday. - The Mayor called a recess pending receipt of this agree- ment . When the meeting reconvenes , the tax rate will be set . MEETING RECONVENED AT 5 : 30 P.M. TUESDAY , SEPTEMBER 16 , with the following members present : Mayor Whittenburg , Councilmen Zeitler , Brown, Schrader, Wood Maaz , and Black. The following action was taken : AGREEMENT WITH EXXON FOR INDUSTRIAL DISTRICT - The agreement signed by Exxon was presented and discussed.
