HomeMy WebLinkAboutCC Minutes 1980-08-25 Special si MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL August 25 , 1980 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , August 25 , 1980 , at 7 : 30 p.m. with the following members present : Mayor Dale Whittenburg City Manager Jim Morgan ' Councilmen : Paul Maaz City Secretary Bobbie Henry Mary Brown Ed Zeitler Loren Wood Paul Schrader Vickie Black With a quorum present , and with none absent , the following busi- ness was transacted : � � PUBLIC HEARING ON TAX INCREASE - The hearing was called to order � by the Mayor and each person who had requested to speak was � given an opportunity to do so. Those addressing the question were : Noel Finley , Ed Stuart , Bruce Goss , Tom Lay , Tommy Davis , � and John Lewis . Mr. Morgan read a letter from Dr. William P. e[ Jones who was unable to be present . Al1 of the speakers were in £avor of less tax increase and made suggestions as to ways of butting the budget further. Some of the points made were rebutted by Council. Much of the discussion involved annexation, parti- cularly the Industrial Area. Mayor Whittenburg recapped the situation by presenting three options open to Council in reaching a decision : OPTION I - Tentative Budge�* 1980-81 = $2 ,102 ,951. __ Without insustrial district proceeds requires 26� tax increase. OPTION II - Tentative Sudget 1980-81 = $2 102 951 Remove all capital expenditures � 59 � 942 > 2 , 043 , 049 Reappropriate Revenue Sharing funds 72 , 000 1 ,971 ,009 Without industrial district p.roceed� requires 18C tax increase OPTION III - Tentative Budget 1980-81 = $2 102 951 Remove all capital expenditures � 59; 942 2 ; 043 ,049 Reappropriate Revenue Sharing funds 72y000 1 ,971 , 009 ' Sign new Industrial district contract � � for 2 years @ $330 ,000/yr. Use $220 ,000 each year for 2 yrs . , then proceed with annexations , leaving $220 ,000 to be used during the next year. 220 , 000 1 , 75}„009 Requires 6� tax increase Add $39 , 500 for garbage truck and $15 , 000 for fire equipment and library books . 54 ,500 1 ,696 ,509 Requires 9� tax increase 62 Final decision on these options was withheld; however, in keeping with requirements of the Truth in Taxation Law, the - following action was taken : `��('f� MOTION: (Schrader) That on September 8 , at 7 : 30 p.m. , the �fl Council will vote on an actual tax rate , 24 . 6% in- crease or 26� increase. Second : Zeitler Vote : FOR ( 5 ) Schrader, Wood , Whittenburg , Black, Brown AGAINST ( 2 ) Maaz , Zeitler MOTION CARRIED The public hearing was closed. REQUEST FOR PROPERTY EXCHANGE - Mr. & Mrs . Si lber, who live on Timber Lane in Clear Creek Woods , also own Lot 3 direc�ly behind their house and adjacent to Lot 2 which the City has purchased as a pan.king lot for the Public Works Building. The Silbers use a portion of their lot 3 as addition to their backyard, and state that if the city clears Lot 2 , they would have an unobstructed view of the sewer plant fmam their home and yard. They have requested that the city deed Lot 2 to them and they will in turn deed 20 feet of lots 2 and 3 back to the city to be used as the parking lot. In addition, they request that the city build an 8 foot wooden fence between their property and the parking lot. This would give the city a 20 x 150 foot area in exchange for a 75 x 100 foot lot with the added expense of the fence. Council refus�d the .request on the basis that such an exehange would..not he fair to �the city. RESOLUTION #80-12 - SETTING MEETING DATES FOR SEPTEMBER - As September 1 is Labor Day , regular meetings will be held on September 8 and 15 in accordance with this resolution. Second: Schrader �..�` j ' Vote : Unanimous FOR MOTION CARRIED I Mayor Whittenburg announced that a Special Meeting will be held on Tuesday, September 2 , at 7 : 30 p.m. for final study on the budget. REPORT ON RADIATION HAZARDS COMMITTEE - Fred Krch reported how the committee is proceeding to study the subject , presented Council with a scope of the study , and said that he would have the complete report in two to three months . �_ REZONING FOR DUPLEX ON WILLOWICK - No formal recommendation was received from P&ZC, b.ut Ernie Matt explained to Council that he is now requesting that certain changes be made in lot lines which would make a difference in the property to be rezoned. Council felt this will require an additional public hearing and P&ZC will be contacted on this matter. PRESENTATION TO FINANCE DIRECTOR BILL THOMPSON - A certificate for conformance in financial reporting from the Municipal Finance Officers Association of the U. S . and Canada was presented to him by Mayor Whittenburg with congratulations f�:om the Mayor and members of the Council.
