HomeMy WebLinkAboutCC Minutes 1980-08-11 Special 55 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL August 11, 1980 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , August 11 , 1980 , at 7 : 30 p .m, with the following members present : i Mayor Dale Whittenburg City Manager Jim Morgan _ Councilmen: Vickie Black Acting City Secretary Ruth Henry Mary Brown Paul Schrader Loren Wood Ed Zeitler Paul Maaz With a quorum present , and with none absent , the following business �--� was transacted: � PUBLIC HEARING ON PRO'POSED REVENUE SHARING BUDGET - Mr. Morgan � explained that approximately 72 , 000 will be available through revenue sharing, and that these funds can be used for capital °� outley, streets , police , water and sewer, library or garbage. He c;( recommended that the funds be designated for street construcrtion. Following a short discussion by Council and members of the audience , the public hearing was closed. EMERGENCY ACTIVITIES RELATIVE T0 HURRICANE ALLEN PREPARATION Councilman Schrader expressed his personal appreciation to Jim Morgan , all heads of departments , and other city employees who ( worked so we11 under the emergency conditions ereated by threat of the hurricane. � Mayor Whittenburg has sent letters of appreciation to Lts . Williams and Holland of the PD; Cecil Chance , Utility Department Superintendent ; personnel. from the Street Department and Dispatching Department ; Ken Camp , Civil Defense Director; Madeline Mackin of the Red Cross ; Gail Buckner and Lynn Chatham who manned the Disaster Center; Van GJilliams , Jr. ; Shriley Followell ; Pat Jetton ; Mr. & Mrs . York; members of the Drainage District ; and Moonyeen Wright , Lynn Bucher, Ginger Bailey, Joy Rex , and Patsy Edwards , City employees . INDUSTRIAL DIST'RICT ANNEXATI'ON PR'OPOSAL - Mr. Morgan reported that t e metes and bounds description of the industrial district are completed, and he presented the following calendar dates in the event Council wishes to proceed with annexation : Sept. 15 - Adopt resolution calling a public hearing on the annexation. Sept. 21 - Publish notice of public hearing. Oct . 6 - Conduct public hearing Oct. 20 - First reading of annexation ordinance. Council agreed to discuss the subject again on August 18 . � CALLING PUBLIC HEARING ON TAX INCREASE i �. ., MOTION: (Schrader) To call a public hearing for 7 : 30 p.m. � on Monday, August 25 , on Council' s proposal to increase property taxes 24. 6%. ��Q� Second : Black "Vi� Vote : POR (5 ) Schrader, Black, Brown , Wood , Whittenburg !�� AGAINST (2 ) Zeitler, Maaz MOTION CARRIED FIRE TRUCK FOR SUNMEADOW STATION - Mr. Morgan reported to Council that the 95 ,000 estimated price for this truck does not include all the necessary equipment for operation of the truck. MOTION: (Schrader) To authorize the City Manager to request ��"7` bids on a Class A Pumper as listed in the specs , with the 56 miscellaneous equipment as an alternate bid, all to be on a lease-purchase basis for one year. Second : Black Vote : FOR (6 ) Schrader, Black, Brown , Zeitler, Maaz , Whittenburg AGAINST: Brown MOTION CARRIED REQUEST FOR RELOCATION OF HIKE & BIKE TRAIL - ENGINEER' S OPINION I In response to this request , David Ballard has stated (see letter � attaehed) that moving the trail across the ditch near the corner of Spreading Oaks and Sunset could save the City $1, 000 ; however, this would not be as safe a location and , in event of rehabilitation of Spreading Oaks , the trail could suffer a possible 50% damage. It was the consensus of Council that the trail should be built as originally planned. LIST OF INCOMPLETE ITEMS - In reviewing the list , several items which have been finalized were eliminated and the following new items added : Report from nuclear waste committee Winding Way lawsuit . Sunmeadow lawsuit (postponed until October or November) ADJOURNMENT - Motion made and seconded that the meeting adjourn . James Morgan, City Manager City of Friendswood 109 Willowick Friendswood, Texas 77546 Dear Jim: Pursuant to our conversation of August 5, 1980, concerning the Hike & Bike Trails for the City of Friendswood, I am enclosing the following comments: The trails can be relocated to the opposite side of the ditch � along Spreading Oaks with no adverse affects as far as present � + construction is concerned; actually the price could be reduced � approximately $1,000 by moving the trail to this location. How- ', ever, these portions of the trail would not be as safe, and also road rehabilitation would possibly damage 50% of this trail . If the new construction for the road included these repairs to the trail , certainly the price would be reflected in the bid. It is a pleasure to be of service to you.
