MINUTES OF A REGULAR MEETTNG OF THE FRIENDSWOOD CITY COUNCIL
August 4 , 1980
A Regular Meeting of the Friendswood City Council was held on
Monday, August 4 , 1980 , at 7 : 30 p .m. with the following members

MOTI:ON: (Wood) To call a joint public hearing with the Planning
Commis.sion for 7 , 30. p.m. on Monday, August 18 , 1980 ,
i to consider rezoning of a C-1 lot for a duplex. ���

M3�..'_6A'RDNER -. SE6TE'R� TAP ON C'LEA'RVI�W - Mr. Gardner appeared
before Counci.l to discuss a sewer tap on Lot 24. He feels that
the methane gas coming out of the manhole with cars passing over
the manhold could be dangerous . The City Engineer has reviewed
the situation and feels. that the installation is safe ; therefore ,
Council explained to Mr. Gardner that they will abide by the
Engineer ' s decision. CCopy of Collins ' letter attached)
COY�1'PREHENSIVE�PL'AN <. Bob Wicklander , P&ZC Chairman , introduced
Mr: Greeri o�lMorman , Mock and Green , who presented ideas that
can be used as a wo.rk sheet when the City interviews planners
in connection with revision of the Comprehensive Plan. P&ZC will
review the ideas and make a report back to Couneil.
RESOLUTION #11-'80 RE'GARDING STATE SUPPORT OF PUBLIC LIBRARIES

MOTTON: (Schrader) To adopt Resolution #11-80 in support of
the Statewide Library Development Program of the Texas
State Library and Archives Commission which is dedicated ��
to meeting the library needs of all Texans . �

HIKE & BIKE TRAILS - Concern of Dr. Bowman , who lives at the
corner of Sunset and Spreading Oaks , is that if the trail is
built close to his fence is will cause a drainage problem on
his 10 acres , and he requested that the 'trail be moved to the
opposite side of the drainage ditch. Council asked that Engineer
David Ballard look into the situation and if moving the walk
will not be a hinderance to widening of Spreading Oaks , this
might be considered. I£ it will hinder the street widening,
then the walk will have to be built as planned.

FINANCING FOR FIRE TRUCK FOR SUNMEADOW STATION - PROPOSED
LEASE PURCHASE PLAN - The Fire Department will submit the
specifications and plans to the City Manager and the Attorney
will prepare the necessary paper work.
PROPOSED CONTRACT WITH FIRE DEPARTMENT - Councilmen Black
and Zeitler, a member of the Fire Department , and the City
Attorney will meet during the week of August 11 to discuss
the contract.
REFERRAL OF ZONING REQUEST TO PLANNING COMMISSION - II

as amended.

Vote : FOR (.6 ) Black, Brown , Maaz , Schrader , Wood,
Whittenburg
AGAINST: Zeitler MOTION CARRIED
Pipeline Ordinance - An ordinance regulating pipelines was
discussed with Dennis Holt of the Pipeline Committee. The
City Attorney was requested to put this ordinance as proposed
into the proper legal form and submit it to Council within
the next month.

' �� MOTION: (.Schrader) To call a Public Hearing for August 18 ,
on the intentof Council to raise taxes .

Dear Sir:
This letter is per your request pertaining to sanitary sewer service
laterals tieing into manholes. We use drop manholes in main lines
when the difference in elevation is greater than 2 feet. This is
where the main flow is encountered and not service laterals. Service
` ' laterals carry small flows by comparison. Therefor, it is common,
accepted engineering practice to tie service laterals into manholes
� without a drop structure. We have done this, and seen others do the
same, for many years with no problems encountered.
