MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
July 14 , 1980
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday , July 14 , 1980 , at 7 : 30 p.m. with the
� following members present :
' Mayor Dale Whittenburg City Manager Jim Morgan
Councilman : Vickie Black City Secretary Bobbie Henry
Paul Maaz
Paul Schrader
Loren Wood
Mary Brown
With a quorum present , and with Councilman Zeitler absent , the
following business was transacted:

� SALE OF PACKAGE SEWER PLANT - One proposal to purchase the
� plant was received from the City of Hillcrest Village , at a
� price of $12 , 000 , with a request that this price hold firm for
a period of �hirty days .

�[ MOTION: (Black) To accept the offer on a 30-day basis
provided a $3 ,000 deposit is made with Friendswood. �ls.

Vote : Unanimous FOR MOTION CARRIED l
BID ON HIKE � BIKE TRAILS - Coenco recommends that the bid be
awarded to Friendswood Building Company who bicj $48 ,@66 . 00 ,
based on agreement from the builder that his proportionate
cost would be applied to pave as much of the project as funds
will allow (approximately $25 , 000 ) . If determined to be legal ,
Council will discuss next week the possibility oF using less
stringent specs to cut the cost and setting a per-linear-foot
basis for the work.
TRAFFIC SIGNAL AT SUNSET AND SPREADING OAKS - Mr. Morgan recom-
mended awarding the�to the 1ow bidder for materials and labor.
MOTION: CWood) To award the materials bid to Signal Engine-
ering for $2 , 625 and installation to Statewide
Signal & Electric for $1 , 500 . �/�

CALLING PUBLIC HEARING ON REZONING FOR DUPLEX ON WILLOWICK
MOTION : (Maaz) To call a joint public hearing with the
Planning Commission for 7 : 30 p.m. on Monday ,
August 4 , 1980 , to consider rezoning for a duplex �!
on Glillowick Street. �

Vote : Unanimous FOR MOTION CARRIED Q
WATER RATIONING - Mr. Morgan reported thart voluntary water
rationing has not been sufficiently effective and requested that
such be made mandatory.
MOTION: (Wood) To have an ordinance posted making water
rationing mandatory insoPar as an odd/even watering
system for gardens and lawns is concerned. ��

DRAINAGE DISTRICT - Councilman Wood reported that a master plan
is available form the Drainage District which may be usable in
the revised Comprehensive Plan. A1so , that District mowers are
presently in use by the city to cut city rights-of-way.

ORDINANCES to be discussed at next week' s meeting include
requiring smoke detectors , limiting use of wood shingles ,
and proposed pipeline regulations .
INDUSTRIAL DISTRICT - Mr. Keebler from EXXON proposed that
his company and the city enter into a contract whereby EXXON
would pay the city $236 , 000 for each of the first two years
and this amount or 50% of the total tax value , whichever is
� � ^� larger, for the next three years . Further discussion insued. !

CLOSED EXECUTIVE SESSION - No action resulted from the session.

MOTION : (Schrader) To approve Check #2407 to Coenco
for $1, 681. 57.

AGAINST: Wood MOTION CARRIED
MOTION: (Maaz) To approve Waste Disposal Fund Check #472
to Mora Construction for $69 ,418 . 26 .

Vote : Unanimous FOR MOTION CARRIED
A check to Skrla, Inc. for $60 , 472 . 79 was not approved pending
decision on some unsatisfactory aspects of the new streets .
The City Attorney is to write a letter agreement regarding
this matter.
ADJOURNMENT , Moti.on made and seconded that the meeting adjourn.
